On December 30th, the Standing Committee of the City Party Committee issued a Conclusion on unifying the framework for the number of deputy heads of specialized agencies under the People's Committee of Ho Chi Minh City.
According to the Conclusion, the Office of the People's Committee of Ho Chi Minh City is allocated a maximum of 10 deputy heads. Some departments have a maximum of 8 deputy heads, including the Department of Finance, the Department of Agriculture and Environment, the Department of Construction, and the Department of Internal Affairs.
The Departments of Education and Training, Health, Culture and Sports, and the Inspectorate of Ho Chi Minh City are allocated no more than 6 deputy heads. Departments with 5 deputy heads include the Department of Justice, the Department of Industry and Trade, and the Department of Science and Technology.
The Departments of Planning and Architecture, Tourism , and Ethnic Minorities and Religion are allocated a maximum of 3 deputy heads. The Department of Food Safety, however, has no more than 2 deputy heads.
Specifically: The Ho Chi Minh City People's Committee Office has 10 deputy heads; the Department of Finance has 8 deputy heads; the Department of Agriculture and Environment has 8 deputy heads; the Department of Construction has 8 deputy heads; the Department of Home Affairs has 8 deputy heads; the Department of Education and Training has 6 deputy heads; the Department of Health has 6 deputy heads; and the Department of Culture and Sports has 6 deputy heads.
The Ho Chi Minh City Inspectorate has 6 deputy heads; the Department of Justice has 5 deputy heads; the Department of Industry and Trade has 5 deputy heads; the Department of Science and Technology has 5 deputy heads; the Department of Planning and Architecture has 3 deputy heads; the Department of Tourism has 3 deputy heads; the Department of Ethnic Minorities and Religions has 3 deputy heads; and the Department of Food Safety has 2 deputy heads.

The Standing Committee of the Ho Chi Minh City Party Committee assigns the Standing Committee of the Party Committee of the People's Committee of Ho Chi Minh City to organize and implement the plan; coordinate with the City Party Committee's Organization Department to conduct a review and develop a roadmap to reduce the number of deputy positions in agencies that exceed the number specified in this conclusion, striving to complete this by 2026.
During the implementation process, if agencies have additional functions and tasks that require adjustments to the number of deputy heads to meet the task requirements, the Standing Committee of the Party Committee of the People's Committee of Ho Chi Minh City, in coordination with the City Party Committee's Organization Department and relevant agencies, will review, evaluate, and report to the Standing Committee of the City Party Committee for consideration of adjusting the number of deputy heads in each agency according to regulations.
It is known that some departments and agencies in Ho Chi Minh City currently have a number of deputy heads exceeding the maximum limit according to the Conclusion of the Standing Committee of the City Party Committee, such as the Department of Agriculture and Environment, the Department of Construction, the Department of Culture and Sports, and the Department of Industry and Trade.
