Proposal to cut administrative procedures, integrate into VNeID to serve 2-level government

(Chinhphu.vn) - To serve the implementation of the two-level government model, the Ministry of Public Security proposed that the Prime Minister direct ministries, branches, and localities to cut, reduce, and simplify business processes for 324 administrative procedures, integrating them into the VNeID application to replace required documents in the administrative procedure dossier.

Many outstanding results in implementing Project 06

On the morning of May 17, at the meeting of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 on the morning of May 17, regarding the implementation results of Project 06, Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, said that at the first meeting in March 2025, the Prime Minister assigned ministries, branches and localities to carry out 6 general tasks and 18 specific tasks.

Up to now, ministries, branches and localities have resolutely implemented the assigned tasks. Notably, the Ministry of Public Security has coordinated with the Government Office , the Ministry of Science and Technology, and the Ministry of Home Affairs to complete and advise the Prime Minister to issue a Decision replacing Decision No. 598/QD-TTg dated March 13, 2025 on the establishment of 3 Working Groups to assist the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06.

The Ministry of Public Security coordinated with the Central Propaganda and Mass Mobilization Commission to launch the movement and launch the "Digital Popular Education" platform on March 26, 2025.

The Ministry also piloted biometric identification at Terminal T3, Tan Son Nhat Airport, Ho Chi Minh City. Since April 19, 2025, 750 people have used VNeID and 1,490 people have used CCCD chip for biometric identification to serve boarding procedures.

In addition, coordinate with the Ministry of Foreign Affairs, the Ministry of Justice, and the Supreme People's Court to urge the implementation of solutions to clean data and issue identification numbers for Vietnamese children born abroad.

The Ministry of Public Security also worked with the People's Committee of Binh Dinh province to coordinate in developing a Model Plan for implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, the Digital Transformation Project in Party Agencies and Project 06 with 108 tasks before replicating nationwide.

Issue a plan to launch a 90-day peak period to clean up marriage data and implement the reduction of procedures for confirming marital status.

For ministries, branches and localities, to date, the integration of 56/76 essential administrative procedures on the National Public Service Portal has been completed.

Typically, the Ministry of Science and Technology has issued a Decision on the Vietnam Digital Government Architecture Framework, version 4.0; the Ministry of Health has issued a Decision regulating the list of common codes for techniques, terminology, and paraclinical indicators; the Ministry of Finance has reviewed and submitted a report to the Government proposing a plan to balance and allocate a maximum of VND 25 trillion to meet the goal of allocating at least 3% of the budget for science and technology.

Currently, 172 medical examination and treatment facilities in 29 localities are using electronic medical records (an increase of 30 facilities compared to March 2025); 26/63 localities have officially used digitized land data to resolve administrative procedures related to the field of residence (an increase of 16 localities compared to March 2025); 63/63 localities have paid social security benefits to 2.9 million subjects with more than 33 trillion VND; paid social insurance via ATM cards for about 80% of beneficiaries, receiving social insurance benefits, unemployment benefits; 700 parking spots and static parking lots nationwide have deployed cashless toll collection solutions...

The goal by 2027 is to identify 100% of relatives of unidentified martyrs.

Lieutenant General Nguyen Van Long said that although the Government, the Prime Minister, Deputy Prime Ministers, and the Working Group have directed and urged strongly, up to now, Project 06 still has 31 tasks behind schedule related to many ministries and branches.

To promote slow-progressing tasks, for Project 06, the Ministry of Public Security proposed that the Prime Minister direct the development of a roadmap to complete slow-progressing tasks; relevant units are responsible and committed to completing them before the Government, the Prime Minister and the Steering Committee.

Ministries, branches and localities closely follow Directive No. 07/CT-TTg dated March 14, 2025 on promoting the implementation of Project 06 in 2025 and the following years to implement, focusing on 51 tasks to be completed in the second quarter of 2025.

In response to the 80th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2027), in order to improve the effectiveness of the search and identification of martyrs' remains with missing information, the Ministry of Public Security proposed that the Prime Minister assign relevant units to advise and report on the issuance of a plan to search for, collect martyrs' remains and identify martyrs' remains with missing information.

In particular, the goal by 2027 is to identify 100% of relatives of unidentified martyrs and identify martyrs' remains using DNA methods.

In addition, the Ministry of Public Security requested the Government to direct the Ministry of Home Affairs to advise on the issuance of a plan to collect biological samples of relatives of martyrs whose remains have not been identified. Hand over all analyzed DNA data of martyrs' remains to the Ministry of Public Security for comparison with DNA data of martyrs' relatives.

Simplify business processes for 324 administrative procedures, integrate into VNeID

According to Lieutenant General Nguyen Van Long, the Ministry of Public Security has proactively reviewed and evaluated administrative procedures approved for the list of online public services, including: 324 administrative procedures of 13 ministries and branches with document components integrated into the VNeID account, which can propose to cut and reduce paper document components; 200 administrative procedures of ministries and branches can exploit digitized civil status and land data to cut and reduce paper document components.

From this review, the Ministry of Public Security proposed that the Prime Minister direct ministries, branches and localities to cut, reduce and simplify the business processes for 324 administrative procedures that can use paper information integrated into the VNeID application to replace the required documents in the dossier. Proactively review and monitor the management field to integrate into the VNeID application to serve the implementation of the 2-level government model.

The Ministry of Justice, the Ministry of Agriculture and Environment and the People's Committees of localities shall direct the completion of digitization of civil status data and land data, proactively research and reuse digitized data to reduce and simplify administrative procedures according to their authority.

Ministries, branches and localities review and publish the list of administrative procedures eligible for full-process online public services. Digitize, restructure processes, reduce and simplify administrative procedures based on reusing digitized information, data and documents integrated on VNeID, National Database, Specialized Database, and data warehouses of individuals and organizations.

The Ministry of Public Security also proactively reviewed 30 groups of essential administrative procedures serving people and businesses to integrate into the VNeID application. On that basis, the Ministry of Public Security proposed that the Prime Minister assign agencies and units to continue reviewing detailed administrative procedures in the 30 groups of administrative procedures that the Ministry of Public Security has reviewed, thereby researching and proposing general reform solutions for each group of administrative procedures.

At the same time, review and propose amendments to legal documents to ensure legality when implementing the plan to simplify administrative procedures. Develop a simplification roadmap for each administrative procedure on a monthly basis, prioritizing administrative procedures that can exploit electronic data in national databases and specialized databases for implementation first.

The Ministry of Public Security also proposed that the Government Office preside over and coordinate with the Ministry of Public Security and other ministries and branches to guide and urge local ministries and branches to review and publish a list of administrative procedures eligible for full-scale online public services...

For the purpose of managing and authenticating bank accounts to contribute to crime prevention and control, the Ministry of Public Security proposed that the Prime Minister assign the Ministry of Public Security to research and apply a centralized remote digital signature portal on the VNeID electronic identification and authentication platform to perform valid electronic signatures of account opening contracts, credit contracts, consumer loans, insurance contracts, mortgage contracts, etc. without the need for direct hand-signed signatures.

In addition, in coordination with the State Bank of Vietnam, the Ministry of Science and Technology launched a campaign to comprehensively review accounts and phone SIMs to strengthen State management and prevent online fraud crimes.
