The Ministry of Industry and Trade is seeking feedback on the draft Government Decree replacing Decree No. 60/2024/ND-CP on the development and management of markets.

According to the Department of Domestic Market Development Management (Ministry of Industry and Trade), the drafting of the new decree aims to perfect the legal framework for the market system, facilitating its development towards a modern, sustainable direction, in line with the trend of digital transformation and green consumption while promoting domestic consumption, and simultaneously addressing shortcomings arising from the implementation of the Decree in the past.

This draft decree includes several notable new points, such as improving the mechanism for mobilizing investment resources. The central budget prioritizes disadvantaged areas such as mountainous regions, border areas, and ethnic minority regions, while local budgets proactively implement projects in other areas, and also mobilize other legitimate sources of capital. The draft also promotes decentralization and delegation of power, clarifies the responsibilities of each management level, and shortens the decision-making process, contributing to improved efficiency in state management.


According to the draft, individuals, household businesses, and private enterprises are allowed to participate in the construction and management of markets.

A key new feature is the expansion of investment participation, allowing individuals, household businesses, and private enterprises to participate in the construction and management of markets, increasing social participation. The draft adds many new mechanisms to suit development practices, such as allowing multi-purpose and multi-functional use of markets; utilizing market infrastructure assets to participate in public-private partnership projects; and developing border markets in a modern direction, reducing logistics costs and promoting trade.

In particular, the draft Decree includes provisions on smart markets, digital transformation, product traceability, and green transformation for the first time, aiming to build a civilized, environmentally friendly market system that meets new consumer trends.

According to a representative from the Department of Domestic Market Development Management, by 2025, the country will have 8,150 markets, 1,099 supermarkets, and 281 shopping centers. The majority are Category III markets with limited infrastructure, accounting for 86.9%, while Category I and II markets account for a low percentage. This highlights the urgent need for infrastructure upgrades and management innovation.

From an economic perspective, traditional markets hold a large market share in the supply of fresh food due to their convenience, low costs, and suitability to consumer habits. From a social perspective, approximately 1.7-2 million households operating in these markets have created direct and indirect jobs for millions of workers, contributing to poverty reduction and acting as a "buffer zone" in the labor market, especially for unskilled and informal workers.

Furthermore, markets are unique cultural spaces, reflecting the customs and identity of each region. Many market models have become typical tourism products, such as Cai Rang Floating Market or Sa Pa Love Market, contributing to enhancing the economic value and promoting the image of the locality.

The issuance of the new decree is expected to create a synchronized legal framework, promoting the development of the market system towards modernity and sustainability, while continuing to preserve and promote the distinctive cultural values ​​of traditional Vietnamese markets.
