
Commenting on the recruitment and transfer of teachers at all levels of general education, Delegate Hoang Van Cuong, National Assembly Delegation of Hanoi City, said that the most important step in recruitment is that the recruitment exam must be a big playground for those who wish to become teachers to compete.
According to Delegate Hoang Van Cuong, if the Department of Education and Training (DET) is assigned to organize a common competition for schools that need to recruit teachers, there will be a common measure for all candidates and candidates who do not meet the required qualifications and standards will be eliminated immediately. At the same time, based on the results, schools and communes only need to select the number of teachers they need to recruit, based on the scores of the candidates from high to low. Teachers who are not accepted to this school can apply to another school using the same exam results. Therefore, the number of teachers applying will be greater, schools will have the opportunity to select better candidates and the chances of being accepted for candidates will be higher.
According to the analysis of Delegate Hoang Van Cuong, if the recruitment of teachers is assigned to each school and each commune to organize, the number of exam questions and the number of exam councils will increase accordingly. This not only causes waste, but more worryingly, the quality of the exam questions is not consistent, leading to uneven recruitment of teachers by schools. Sometimes, poor students are admitted to one school because the exam questions are easier, but very good students are rejected by other schools because the exam questions are more difficult.
Delegate Hoang Van Cuong stated that the uneven quality of exam questions can easily lead to the situation where low-ability people are admitted because the questions are easy, while good people can be eliminated because the questions are difficult. On the other hand, the dispersion of exams also causes candidates to take many exams from one school to another, which is both time-consuming and does not know exactly where to register.
In addition to recruitment, delegate Hoang Van Cuong also pointed out the imbalance in teachers due to the rapid decline in birth rates and strong migration. Specifically, some schools are short of teachers this year, but have a surplus a few years later; while areas with rapidly growing populations are constantly short of teachers. However, transfers between schools in the same area are still very difficult due to the lack of mechanisms.
In the current context of rapid decline in birth rate and strong migration, some schools may recruit more teachers this year to meet the demand, but a few years later, low birth rate, high migration, and a decrease in students will lead to a surplus of teachers, while other schools with many migrants will have a rapidly increasing number of students, leading to a shortage of teachers.
Therefore, Delegate Hoang Van Cuong said that there needs to be a mechanism with sufficient authority to transfer teachers from schools with surplus to schools with shortage. To implement this mechanism, the Department of Education and Training must be given the right to recruit and transfer teachers as stated in the draft Resolution.
Agreeing with this view, Delegate Pham Hung Thang, National Assembly Delegation of Ninh Binh agreed to delegate authority to the Director of the Department of Education and Training but suggested that there should be specific regulations to ensure publicity, transparency and fairness in the recruitment, mobilization and transfer of educational personnel.
In particular, it is necessary to clearly stipulate the coordination between the Department of Education and Training, the Director of the Department of Education and Training with the local authorities at the commune level - where educational personnel are mobilized and transferred and where educational personnel are mobilized and transferred to, to avoid the risk of abuse and negativity.
