Proposal to upgrade the highway through Ninh Binh to a full four-lane highway.

Ninh Binh province has proposed expanding the 14-kilometer Mai Son - National Highway 45 section of the expressway, currently limited to 4 lanes, into a full 4 lanes, including an emergency stopping lane.

The 29 km long North-South Expressway in the East, passing through Ninh Binh province, was invested in by two component projects. Of these, the Cao Bo - Mai Son section, 15 km long, has been in operation since February 2022; the Mai Son - National Highway 45 section, 14 km long, has been in use since April 2023. Both sections have 4 limited lanes, 17 m wide, and do not have continuous emergency stopping lanes but instead have emergency stopping points. The operating speed is 80-90 km/h depending on the section.

According to the Ninh Binh Provincial People's Committee, since its opening, the road has experienced a very high volume of traffic, exceeding its design capacity and showing signs of becoming overloaded in the near future. Because the road lacks an emergency stopping lane, vehicle breakdowns cause traffic congestion and compromise traffic safety. In 2023, several accidents occurred due to vehicles breaking down and stopping on the road.

Currently, the Cao Bo - Mai Son section has been approved by the Ministry of Transport for expansion from a limited 4 lanes to a full 6 lanes. The Ninh Binh Department of Transport has been tasked with selecting a contractor and developing the project, with construction expected to begin in 2024 and be completed in 2026.

To ensure seamless integration with the Cao Bo - Mai Son section, the Ninh Binh Provincial People's Committee has requested the Ministry of Transport to expand and complete the 14-kilometer Mai Son - National Highway 45 section from the Mai Son intersection to Thanh Hoa province, with a full four-lane road.

Furthermore, Ninh Binh province has proposed a traffic management plan to allow vehicles weighing over 10 tons to travel on the Mai Son - National Highway 45 route to alleviate pressure on National Highway 1 through Tam Diep City. Currently, trucks weighing over 10 tons are prohibited on the Mai Son - National Highway 45 expressway.

The Mai Son - National Highway 45 expressway is invested by the Thang Long Project Management Board (Ministry of Transport), with a total investment of over 12,110 billion VND. This expressway is 63 km long and passes through two provinces, Ninh Binh and Thanh Hoa.

In February, the Prime Minister instructed the Ministry of Transport to study and upgrade the expressways that had been invested in phases to achieve the scale of full expressways, focusing on investing in 2-lane expressways as soon as possible, and to report in March.
