Petrolimex consortium wins bid for Mai Son Expressway – National Highway 45 rest stop project.
Rest stops on the North-South Expressway (Eastern section), Mai Son - National Highway 45, are located on both sides at kilometer marker 329+700 in Dong Hoa commune, Dong Son district, Thanh Hoa province.

The Director of the Vietnam Expressway Department has just signed a decision approving the results of the investor selection for the project to build and operate the rest stop at Km329+700, part of the Mai Son – National Highway 45 component project on the Eastern North-South Expressway.
Accordingly, the winning bidder is the Petrolimex Joint Venture (Vietnam National Petroleum Group - Thua Thien Hue Petroleum Company Joint Venture); the monetary value paid to the state budget is 111 billion VND; the preliminary project implementation cost (M1) is 201.685 billion VND; and the compensation, support, and resettlement value (M2) is 10.454 billion VND.
The overall progress of the Mai Son-National Highway 45 expressway rest stop project is 17 months, of which 11 months are for completing public service facilities. The project's operational period after investment completion is 25 years.
The Ministry of Transport assigned the Thang Long Project Management Board, acting as the bidding entity, to organize and implement the next steps based on the approved investor selection results, in compliance with the Law on Bidding and Decree No. 23/2024/ND-CP.
During the implementation process, attention should be paid to negotiating with the winning bidder to minimize the construction time of public works to serve the essential needs of people and vehicles using the route, and other points noted in the Appraisal Team's report.
The rest stops for the Mai Son-National Highway 45 expressway project are located on both sides at kilometer marker 329+700 in Dong Hoa commune, Dong Son district, Thanh Hoa province. The rest stop on the right side of the route has a total area of approximately 39,184m2, and the rest stop on the left side has a total area of approximately 32,473m2.
The planned construction items include: public service facilities providing free services (parking lots, rest areas, temporary rest rooms for drivers, restrooms, information centers, areas for organizing and launching traffic safety awareness campaigns, and areas for rescue and first aid personnel); commercial service facilities (food and beverage areas, product display and sales areas, fuel stations, electric vehicle charging stations, vehicle maintenance and repair workshops, car washes; restaurants, entertainment areas, and other essential services to meet the needs of the people); and supporting facilities serving as symbols of the locality or the rest stop.
