The 2026 peak month for promoting and developing participation in social insurance (BHXH) and health insurance (BHYT) has the theme "Social Insurance - A Lifelong Foundation for Social Security". The Tuyen Quang Provincial Social Insurance agency has implemented a comprehensive range of activities to promote participation, focusing on expanding and optimizing the effectiveness of community communication points, which are being implemented flexibly. This contributes to bringing social security policies into practice.

In addition to focused group communication conferences, community communication points at healthcare facilities, residential areas, markets, neighborhoods, and other crowded locations are proving effective. With their proximity and flexibility, these points, located in hospitals, shopping malls, and job placement centers, allow people easy access without having to travel far.

Mr. Pham Quy Bau, Deputy Head of the Propaganda and Participant Support Department of the Provincial Social Insurance Agency, said: "During this peak month, we proactively coordinated with the Provincial General Hospital, Vincom Plaza Shopping Center, and the Provincial Employment and Archiving Service Center to organize community communication points. The goal is to reach diverse target groups, from patients, their families, self-employed workers to job seekers, thereby providing timely information and support to people as quickly as possible. During the month, the Provincial Social Insurance Agency organized 43 conferences to advise and answer questions on social insurance and health insurance policies with 4,379 participants; and simultaneously deployed community communication points in residential areas, contributing to informing over 600 people about social insurance policies."

At community communication points, social insurance officials and communicators focused on disseminating the core content and new points of the Social Insurance Law No. 41/2024/QH15 and the Health Insurance Law No. 51/2024/QH15. People received specific advice on their rights, contribution levels, and methods of participating in voluntary social insurance and family health insurance, and had all their related questions answered to proactively ensure sustainable social security for themselves and their families. Alongside disseminating social insurance policies, communicators also guided people on installing and using the VssID - Social Insurance application, renewing health insurance cards on the VNeID application, etc., using a hands-on approach, making it easy for participants to track their contribution and benefit history.

Guided directly by provincial Social Insurance officials at the Vincom Plaza Community Communication Point, Mr. Nguyen Tuan Ngoc, from Tan Ha 8 Hamlet, Minh Xuan Ward, shared: "Thanks to the dedicated guidance from the Social Insurance officials on integrating the Social Insurance application on my smartphone, I find it very convenient. Now, with just a few taps, I can check and track my medical history and insurance contributions anytime, anywhere, without having to carry a lot of paperwork like before." The positive feedback from people like Mr. Ngoc shows that the Community Communication Points have truly become information hubs, helping people deeply understand the significance of voluntary social insurance and family health insurance.

Thanks to the concerted, creative, and decisive approach, the propaganda campaign yielded impressive results, creating a major boost for the nationwide social security movement in the province. As a result, by May 20th, the rate of participation in compulsory social insurance compared to the working-age labor force in the province reached 29.90%, achieving 98.84% of the target set by the Provincial People's Committee; the rate of participation in voluntary social insurance compared to the working-age labor force reached 4.02%, achieving 89.14% of the target; the rate of participation in unemployment insurance compared to the working-age labor force reached 27.20%, achieving 99.27% ​​of the target; and the rate of people participating in health insurance reached 95.8% of the population, achieving 98.66% of the target.

In the coming period, the Provincial Social Insurance Agency will continue to closely coordinate with Party committees, local authorities, and socio- political organizations to maintain and maximize the benefits of community communication points. At the same time, it will strengthen the monitoring of counseling quality to promptly commend good models and innovative approaches at the grassroots level.

Thanks to the concerted, creative, and decisive approach, the campaign to disseminate information on social insurance and health insurance policies during the peak month has contributed to bringing social insurance policies closer to the people. The flexible selection of the "Community Communication Point" model, closely linked to practical community locations, is the key to facilitating the flow of policy information. This provides a solid foundation for the provincial Social Insurance agency to realize its goal of covering the social security network and to ensure that the message "Social insurance - a lifelong support for social security" takes deep and lasting root in people's lives.
