Phu Tho province proudly boasts a rich history and culture, a melting pot of many ethnic groups, with ethnic minorities accounting for over 1 million people out of a total provincial population of over 4 million. Over the years, influential figures among ethnic minorities have served as a bridge between the Party, the State, and the people, truly playing a crucial role and affirming their credibility stemming from the heart, while also being a pillar of support for the people.

The cultural center in Quang Cu village, Hop Ly commune, was built with modern facilities thanks to contributions from the local people.

Bridging the gap between the Party's will and the people's aspirations.

Quang Cu village in Hop Ly commune has 240 households with 970 inhabitants, of which two-thirds are San Diu ethnic people who have lived there for generations. In 2023, Quang Cu village was selected to be built as a model cultural village. Mr. Luu Van Be (a San Diu ethnic minority), in his role as a respected figure, Party Secretary, and Village Head, propagated and mobilized cadres, Party members, and people in the village to voluntarily donate land and contribute labor with the spirit of "the State and the People working together" to build the Quang Cu Cultural and Sports Complex, covering an area of ​​1 hectare, and to expand the 2 km long internal village road from 3.5 m to 7 m. To mobilize the people to wholeheartedly support the policy and to set an example in the movement, Mr. Be demolished his fence to donate land for the road expansion. Following Mr. Be's example, more than 50 households in the village have voluntarily donated approximately 8,000 square meters of land, notably the families of Mr. Diep Van Sau, Mr. Luc Xuan Thu, Mr. Luu Van Sinh, Mr. Luu Thai Hoa, etc., creating favorable conditions for the investment in building cultural facilities and a spacious, clean, and beautiful village road.

Also a pioneer in grassroots activities and movements, Mr. Hoang Van Nhat, a Cao Lan ethnic minority member in Zone 7, Chan Mong Commune, has always been exemplary, leading the way in mobilizing people to participate in patriotic emulation movements launched by the locality such as "All people build a cultured life in residential areas," "All people protect national security," and the "nationwide movement to build new rural areas." As a result, in recent years, the household economy and many households in the area have seen encouraging development, socio-cultural progress has been made, people's lives have continuously improved, and security has been maintained.

For example, Mr. Nguyen Quoc Hoan, a member of the Muong ethnic group and a respected figure in Residential Group No. 1, Thong Nhat Ward, always sets a good example and upholds the spirit and responsibility of a family and clan leader. He is a respected figure in the community, actively mobilizing people of all ethnic groups to build a civilized lifestyle, gradually eliminating backward customs, superstitions, and practicing mutual love and support in life, preserving and promoting cultural identity, thus making a significant contribution to consolidating and building national unity...

Promoting the role of influential individuals

According to statistics, there are currently a total of 2,169 influential individuals in the province. The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have consistently directed all levels and sectors to effectively promote the role of these influential individuals among ethnic minority communities. They consider them an extension of the government, a bridge between ethnic minority communities and Party committees and authorities at all levels, contributing to building trust among ethnic minorities in the Party and the State. Simultaneously, they have directed relevant agencies, departments, and the People's Committees of communes and wards to coordinate and effectively implement policies for influential individuals among ethnic minority communities.

It can be affirmed that the policy towards influential figures is a correct approach, a concretization of the Party's guidelines and the State's policies and laws on ethnic issues and ethnic affairs; it demonstrates the Party and State's concern for ethnic minorities in general, and influential figures among ethnic minorities in particular. Furthermore, it affirms that influential figures among ethnic minorities hold an extremely important position and role in the cause of national construction and defense. These influential figures are truly a core force, an important bridge between Party committees and governments at all levels and ethnic minorities in disseminating information and mobilizing ethnic minorities to comply with the Party's guidelines and policies, the State's laws, participate in socio-economic development, maintain security and order, and promote ethnic unity.

It focuses on building and improving the quality of the team of influential figures and the effectiveness of mobilization efforts to promote the role of influential figures in ethnic minority areas. It implements propaganda and educational activities to raise awareness of the position and role of influential figures and key influential forces in ethnic minority areas. It identifies, trains, selects, manages, and utilizes the team of influential figures and key influential forces in ethnic minority areas in accordance with the actual conditions of each locality. Organize training activities, knowledge enhancement programs, provide informational materials, meetings, seminars, and exchange programs to learn from the experiences of influential individuals...in order to improve their capacity and ability to receive information, enabling them to fulfill their assigned tasks. Provide material support, timely encouragement, and appropriate protection measures in the work of mobilizing and promoting the role of influential individuals in various aspects of social life.
