Complete the infrastructure.

The project (DA) of the Program for the Development of Type II Cities - Thua Thien Hue component project (referred to as the Green City Project) was approved by the Provincial People's Committee (now the City People's Committee) in 2016, adjusted in 2023, and includes 10 bidding packages with a construction value of over 1,000 billion VND. Currently, nearly 791 billion VND has been disbursed, reaching approximately 76%. After a series of upgrades, new constructions, and urban beautification projects in both the south and north of the Perfume River in the city center and some localities, the project has now been completed. The completion of this project not only improves and expands the transportation network, gradually completing the infrastructure and creating momentum for urban development, but also promotes the development of commercial and service businesses and exploits the potential of the localities.

In practice, many completed projects under the Green City project have contributed to upgrading infrastructure, managing the environment, and improving the quality of life for residents, helping to minimize negative impacts on the environment and effectively respond to climate change. Package 24, which includes the construction of drainage systems and sidewalks in four inner-city wards; dredging and embankment of the citadel lake; and beautification and construction of embankments along the Dong Ba River, has a contract value of over 233 billion VND (commencement in 2021) and is being implemented by Construction and Trading Company 299. The cumulative value of work completed to date is approximately 208 billion VND, reaching over 89% of the contract value. Currently, the contractor has completed the road surface, sidewalks, rainwater drainage, landscaping, and lighting, and handed over 11 out of 16 roads under this package; they have also dredged and embanked 5 out of 6 lakes within the citadel. In addition, the Dong Ba embankment project and five other roads have been completed and are currently undergoing inspection and handover for use.

Similarly, after a period of implementation, the Tourism Infrastructure Development Project supporting inclusive growth in the Greater Mekong Subregion - Phase 2, the Thua Thien Hue (now Hue City) component project, implemented from 2022 with 3 bidding packages from a loan from the Asian Development Bank, has also reached its completion. The project includes 3 bidding packages covering upgrading transportation infrastructure, tourism infrastructure, and upgrading and constructing new boat docks in the city, with the goal of increasing the competitiveness of secondary tourist destinations through improved infrastructure and tourism service environment.

Mr. Le Thanh Bac, Deputy Head of the Project Management Board, assessed that the completed project has supplemented and met the needs for upgrading infrastructure and transportation systems between areas within the city and tourist destinations in the region, creating favorable conditions for travel, serving the people, serving tourism as well as the exchange of goods in the region, contributing to the socio-economic development of the localities.

The domestic and international transportation systems have been invested in quite comprehensively.

Creating interregional spaces

In recent years, the city has prioritized accelerating the implementation of economic and technical infrastructure development projects, especially transportation infrastructure with connectivity and spillover effects. With the attention of the central government and various ministries and agencies, the city has organized and coordinated the implementation of numerous projects, plans, and strategies, gradually completing the internal and external transportation system, creating a continuous network and opening up many opportunities for socio-economic development.

In early 2024, the Prime Minister approved the General Urban Planning Project for Thua Thien Hue (now Hue City) until 2045, with a vision to 2065, in Decision No. 108/QD-TTg (referred to as General Planning 108). This serves as an important basis and prerequisite for the city to focus on investing in additional infrastructure and changing its urban landscape. General Planning 108 also facilitates the formation and development of satellite cities, new urban areas, or residential areas, creating a foundation for expanding the urban area of ​​Hue.

According to the Department of Construction, in 2025, the city effectively implemented key urban development programs. Notably, these included investment projects to upgrade and renovate National Highway 49F, the section from Ho Chi Minh Highway to Hong Van border gate. The project to expand the La Son - Hoa Lien expressway to four lanes commenced in May 2025. In addition, investment projects for external transportation systems managed by the locality, connecting the central urban area and satellite cities, are also progressing well, meeting the set requirements.

Notably, the Thuan An coastal road and overpass project completed the overpass section in April 2025 and opened for technical traffic in September 2025. The Nguyen Hoang road and Huong River overpass project opened for technical traffic in March 2025 and completed land clearance for the Nguyen Hoang road. The Phong Dien - Dien Loc rescue and relief road will be completed and put into use in September 2025; the Provincial Road 15 upgrade project will be completed in the fourth quarter of 2025. In addition, the city will continue to accelerate the progress of land clearance and implement the To Huu road extension project to Phu Bai airport by the end of 2025; the Ring Road 3 project...

The Department of Construction assessed that in 2025, the urban sector achieved remarkable results, and the management of planning, construction, and urban management continued to be strengthened. The city focused on effectively implementing the plans approved by the Prime Minister. Emphasis was placed on implementing the City's Urban Development Program Plan for 2025. Currently, key inter-regional public investment projects with significant ripple effects are progressing well, disbursing funds effectively, and reaching completion ahead of schedule, especially transportation infrastructure projects, which have further boosted the city's efforts to achieve double-digit growth targets…

In the coming period, the city will continue to promote the preparation, appraisal, and completion of planning, focusing on completing specialized planning for the city's technical infrastructure under the central government; the general planning for the construction of the high-tech zone; planning to attract investment and develop socio-economic activities; and assigning responsibility to relevant agencies and units to review previously approved urban and construction plans as a basis for considering and adjusting approved plans, ensuring they are consistent with the orientation of General Planning 108 and meet development needs for the next phase.
