The Sam Neua District Government Headquarters Project started construction on April 12, 2022, with the Hua Phan Provincial People's Committee Office as the project investor and Hung Phat Construction Company Limited as the construction contractor. The project has a usable area of ^{​​3,153m2} , following Lao architecture. The project was completed and put into use to serve the administrative needs of the Sam Neua District Government Committee.

Speaking at the handover ceremony of the Sam Neua District Government Committee Headquarters, Provincial Party Secretary Do Trong Hung stated: More than 2 years ago, on November 11, 2021, at the Na Meo International Border Gate Border Guard Station (Quan Son), the leaders of Thanh Hoa and Hua Phan provinces signed a cooperation agreement for the period 2021 - 2025, opening a new period of good development and deepening the friendship, special solidarity and comprehensive cooperation between the Party Committees, authorities and people of Thanh Hoa and Hua Phan provinces. In particular, Thanh Hoa province supported Hua Phan province with funds to invest in the construction of the Sam Neua District Government Committee Headquarters.

The completed project is the most concrete and clear evidence of the close relationship, solidarity, and mutual support between the Party Committee, government, and people of Thanh Hoa - Hua Phan provinces.

Secretary of the Provincial Party Committee Do Trong Hung believes that under the leadership of the Provincial Party Committee, the Hua Phan Provincial Government Committee, the District Party Committee, the Sam Neua District Government Committee, the Sam Neua District Government Committee Headquarters will be operated and exploited effectively, in accordance with its functions and tasks, optimizing its functions, contributing to serving and improving the effectiveness and efficiency of the apparatus of the Hua Phan Provincial Government in general and Sam Neua District in particular.
