On the morning of September 14, the provincial delegation led by comrade Be Thanh Tinh, member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council, offered flowers at the Nam Lin historical relic site and incense at the comrade Hoang Dinh Giong Memorial Site, Thuc Phan ward to welcome the 20th Provincial Party Congress, term 2025 - 2030.

Accompanying were leaders of the advisory agencies assisting the Provincial Party Committee; the Provincial Vietnam Fatherland Front Committee; the Office of the National Assembly Delegation; a number of departments, branches, provincial armed forces and the Party Committee and People's Committee of Thuc Phan ward; representatives of delegations attending the 20th Provincial Party Congress, term 2025 - 2030.

At the Nam Lin historical site, the delegates respectfully expressed their gratitude and recalled the tradition. On April 1, 1930, at Nam Lin stream, Hao Lich hamlet, Hoang Tung commune, comrade Hoang Van Non, on behalf of the Long Chau Party Cell, organized a ceremony to admit two outstanding comrades from the Vietnam Revolutionary Youth Association in Cao Bang, Le Doan Chu and Nong Van Do, into the Communist Party of Vietnam and announced the establishment of the first Communist Party Cell of the province with comrade Hoang Van Non as Secretary. Right from its establishment, the Cell performed the function of the provisional Provincial Party Committee, leading and directing the revolutionary movement in the whole province. The birth of the first Communist Party Cell of the province marked a development step on the path of national liberation struggle. From here, many revolutionary cadres of the province were assigned by the Party to work, build revolutionary bases, and contribute to the establishment of Party organizations in many provinces and cities across the country. After 95 years of construction and development, the Provincial Party Committee has continuously developed and grown in all aspects. From the first Party cell of the province with only 3 Party members, through 19 Congresses, up to now, the Provincial Party Committee has had over 63,600 Party members with 539 grassroots Party organizations, including 15 Party Committees directly under the Provincial Party Committee.

The delegation reported on some achievements in the 2020 - 2025 term and determined to strive to achieve the goals in the next term 2025 - 2030. Accordingly, in the 2020 - 2025 term, in the context of the world, regional and domestic situation with many difficulties and challenges, but under the close leadership of the Central Government, the Provincial Party Committee; the flexible management of the provincial government, along with the high determination of the entire political system, the entire people, the entire army and the business community, the cooperation and assistance of organizations and individuals at home and abroad, Cao Bang has strived to successfully achieve the goals with outstanding results: The average GRDP growth rate is estimated at 4.46%/year. GRDP is estimated at 28,618 billion VND, 1.5 times the economic scale in 2020. GRDP per capita reached 50.73 million VND/year, 1.4 times higher than in 2020; industry grew by an average of 8.87%/year; total import-export turnover reached over 4.4 billion USD. Total budget revenue reached 13,942 billion VND, an average increase of 22.58%/year.

Important infrastructure projects have been heavily invested in, especially the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway, which has been actively implemented and determined to be opened in 2025, creating a strategic breakthrough in regional connectivity. National highways, provincial roads, and inter-commune roads have been renovated and upgraded; the rate of communes with asphalt roads to the center has reached 99.4%. The poverty rate has decreased by an average of 4.24% per year, achieving the target of the Congress Resolution; over 19,000 poor and near-poor households have received housing support from the Program to eliminate temporary and dilapidated houses. Religious activities have taken place stably and in accordance with the law; the great national and religious solidarity bloc has been firmly consolidated; no hot spots of beliefs and religions have occurred. National defense and security work has been consolidated, ensuring the maintenance of national border sovereignty, political security, and stable social order. Completely eliminate the activities of the illegal organization Duong Van Minh in the province. Foreign affairs activities are increasingly going into depth, contributing to affirming Cao Bang's strategic position in regional and international cooperation.

The work of building the Party and the political system has seen many changes in thinking, leadership methods, working style, manners and organizational capacity. The policy of streamlining the political system's apparatus towards efficiency and effectiveness has been resolutely and synchronously implemented; the model of a two-level local government, focusing on the grassroots level, has received high consensus from cadres, party members and people. The rate of grassroots party organizations completing their annual tasks well is over 90%. During the term, 9,149 new party members were admitted.

Implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, and documents of the Central Committee on Party Congresses at all levels towards the 14th Congress of the Party, in the past time, the Provincial Party Executive Committee has focused on leading and directing the Party Congresses at all levels to ensure the requirements, content, progress of the set plan and great success. Up to now, all aspects of preparation for the 20th Provincial Party Congress, term 2025 - 2030 have been completed and ready for the organization of the Congress. With the theme of the 20th Congress being: "Improving the leadership capacity and fighting strength of the entire Party and the entire political system; promoting the strength of great national unity, joining hands, unanimity, innovation and creativity; effectively exploiting potential advantages, creating breakthroughs, building Cao Bang province to develop rapidly and sustainably, improving people's lives" and the motto of the Congress "Solidarity - Democracy - Discipline - Breakthrough - Development", the Party, government, army and people in the province vow to unite with one heart, have absolute trust in the leadership of the Party, steadfastly follow the path that the Party, Uncle Ho and our people have chosen. Strive to compete, strive to successfully complete the socio-economic development goals, ensure national defense and security, and build a strong and comprehensive political system. Comrade Hoang Dinh Giong was born on June 1, 1904 in Thom Hoang village, Ha Hoang commune, Hoa An district; later moved to Na Toan village, Xuan Phach commune, Hoa An district (now De Tham 8 residential group, Thuc Phan ward). From a young age, he had a patriotic spirit and fought against French colonialism. Participating in revolutionary activities from 1926 until his death in 1947, he successively held important positions in the Party: Secretary of the Long Chau Overseas Party Cell, Member of the Party Central Committee Standing Committee (term I) in charge of the Bac Ky Regional Party Committee, Political Commissar of the Southern Liberation Army, Minister (Commander) of Zone 6, Minister (Commander) of Zone 9. His life and revolutionary career were closely linked to the glorious feats of arms of the nation and country. In particular, he was the one who directly established the first Communist Party Cell of Cao Bang province. As Party Cell Secretary, he directed the organization and development of the revolutionary movement in Cao Bang and Lang Son, directly directed the establishment of the first Communist Party Cell of Cao Bang province (April 1, 1930) in Nam Lin.

He devised a clever strategy, enlisted the allied forces and returned safely to the Fatherland with his fellow political prisoners. Returning to Cao Bang, he directly led the revolutionary movement and was the Head of the Uprising Committee during the August Revolution of 1945 in Cao Bang. In recognition of his great contributions and achievements, in 1998, he was posthumously awarded the Ho Chi Minh Medal by the Party and State; in 2009, he was posthumously awarded the title of Hero of the People's Armed Forces; in November 2018, he was recognized by the Party Central Committee as an exemplary senior leader of the Party and the Vietnamese revolution.
