Representatives from the Central Party Building Committees attended and monitored the preparatory session of the Congress.
Attending the preparatory session were : Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Giang - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee; Giang Thi Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province, along with 440 official delegates representing over 119,000 Party members throughout the entire Party organization.

At the preparatory session, the Congress elected the Presidium, the Secretariat, and the Credentials Committee. Accordingly, the Congress unanimously elected a Presidium of 17 members; a Secretariat of 2 members; and a Credentials Committee of 5 members. Simultaneously, the Congress unanimously approved the program, rules, and regulations of the Congress. It also announced the division into discussion groups and their locations, and provided guidance for discussions to contribute opinions on the draft documents of the 14th National Congress of the Party.
Presidium of the Congress
Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, on behalf of the Provincial Party Committee Executive Board for the 2020-2025 term, presided over the election of the Presidium, the Secretariat of the Congress, and the election of the Committee for verifying the credentials of delegates to the Congress.

Comrade Hoang Giang, Permanent Deputy Secretary of the Provincial Party Committee, on behalf of the Presidium of the Congress, presented the draft work program of the Congress.
Comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, on behalf of the Presidium of the Congress, presented the draft Regulations of the Congress.
Comrade Giàng Thị Dung - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, on behalf of the Presidium of the Congress, presented the draft working regulations of the Congress; announced the division into discussion groups and the locations for group discussions.
Comrade Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee, on behalf of the Presidium, outlined the discussion topics at the congress.
To guide the discussion, on behalf of the Presidium, Comrade Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee - requested that delegates focus their intellect, promote democracy, concentrate on key issues, get straight to the point, and clearly express their opinions and viewpoints to contribute to the draft documents of the Central Committee submitted to the 14th National Party Congress and the documents submitted to the First Provincial Party Congress, term 2025-2030. They should focus on solutions for developing and reforming the economy, culture and society, national defense and security; reforming methods, improving leadership capacity, and building the Party and the political system. Regarding the discussion of the draft documents submitted to the Congress, he requested that delegates focus their opinions on the key contents of the Political Report, the Report on the Review of the Executive Committee's work for the 2020-2025 term, the Congress Resolution, and the Executive Committee's Action Program to implement the Congress Resolution.
Regarding the 17 key projects of the Provincial Party Committee, delegates focused on providing feedback on the number, scope, structure, content, objectives, targets, tasks, solutions, resources, and implementation methods of each project.
In a spirit of democracy and responsibility, the preparatory session included five discussions on: Building smart border gates and increasing import-export turnover to contribute to making Lao Cai an international economic and trade center; Tasks and solutions to build Lao Cai into a national tourism center with unique, high-quality products, community tourism, and cultural and religious tourism; Innovating the work of drafting and enforcing laws to meet the requirements of national development in the new era; Building drug-free communes and wards in conjunction with the nationwide movement to protect national security; and Strengthening the Party's inspection, supervision, and disciplinary work .
During the Congress discussion, delegate Vuong Trinh Quoc - Head of the Management Board of Economic Zones of Lao Cai province - emphasized that the smart border gate model in Lao Cai province is a synchronized, interconnected model that links data on vehicles and goods between the two sides and transports goods through the border gate using fully automated smart transportation vehicles in accordance with international agreements between Vietnam and China within a defined scope, time, and space . Implementing the smart border gate model helps to double customs clearance capacity while reducing logistics costs by 20-30%. It also enhances state management, ensures border security, promotes transparency, reduces congestion, and decreases emissions.
Building smart border gates and increasing import and export turnover will contribute to making Lao Cai an international economic and trade hub.
To realize the goal of making Lao Cai a national tourism hub by 2030, delegate Nong Viet Yen - Director of the Department of Culture, Sports and Tourism of the province - proposed breakthrough solutions: Creating unique, distinctive, and high-quality tourism products to focus on exploiting the province's unique strengths to create differentiation and attract potential customer segments; Developing community tourism associated with cultural preservation, creating deep interaction to promote the role of each local person as a cultural ambassador to provide authentic, interesting, and unique experiences; Elevating cultural and religious tourism products, exploring the depth of history to exploit cultural values, especially the traditional values of ethnic groups, to build and develop cultural and religious tourism products in a systematic way.

Discussing solutions for "Innovating the work of drafting and enforcing laws to meet the requirements of national development in the new era," delegate Dang Dinh Chung - Director of the Department of Justice - suggested: Ensuring comprehensive and direct leadership of Party committees at all levels in the work of drafting and organizing the implementation of laws, maximizing the Party's role in lawmaking and implementation; Organizing the implementation of the amended and supplemented Law on the Promulgation of Legal Normative Documents in 2025; Innovating thinking and orientation in lawmaking to both meet the requirements of state management and encourage creativity, creating all resources for socio-economic development at the local level; Creating breakthroughs in the organization of law enforcement, ensuring that laws are implemented strictly, promptly, effectively, and efficiently; Strengthening high-quality human resources in lawmaking, implementing specific and superior policies to attract and enhance the quality of human resources participating in lawmaking and law enforcement tasks and activities in the province. At the same time, focusing on commending, rewarding, and strongly promoting new and effective approaches of agencies, units, and individuals.
During the Congress, delegates representing the Provincial Police Party Committee discussed the topic "Building drug-free communes and wards in conjunction with the nationwide movement to protect national security." Delegate Nguyen Tien Do, Deputy Director of the Provincial Police, emphasized that solutions for building "drug-free communes and wards" should prioritize prevention, shifting from awareness to action at all levels, sectors, and among the entire population; combining this with the decisive implementation of " supply and demand blocking, " and carrying out comprehensive operational measures to combat drug-related crimes and social evils, determined to prevent Lao Cai from becoming a transit and consumption area for drugs. To implement this, the Provincial Police will focus on five groups of solutions, including: Leveraging the strength of the political system in building "drug-free communes and wards," creating unity of awareness, will, and action throughout the entire political system, the people, and the armed forces. Actively and effectively implement tasks and solutions to control, prevent, and repel drug-related crimes and social evils ; Implement comprehensive measures to prevent drug-related crimes and social evils in the area , focusing on the "All People Participate in Drug Prevention and Control" movement with the message "Every citizen is a soldier, every family is a fortress in the fight against drugs" to encourage people to condemn and not accept the existence of drug-related crimes; Concentrate on strongly combating and suppressing drug-related crimes and social evils, eradicating drug trafficking rings from afar and early on. During the discussion on the draft political report of the 13th Central Committee of the Party presented at the 14th National Congress of the Party, delegate Tran Huu Tien - Secretary of the Gia Hoi Commune Party Committee - proposed tasks and solutions to strengthen the Party's inspection, supervision, and disciplinary work: Continuously raising the awareness and responsibility of Party committees, Party organizations, and heads of Party committees at all levels regarding the position, role, significance, and effectiveness of the Party's inspection, supervision, and disciplinary work; Focusing on comprehensively reforming the methods of leadership and organization of inspection and supervision tasks according to the motto "Supervision must be broadened, inspection must have a focus and priority"; Improving the quality of self-inspection within the Party ; Ensuring good coordination between the Inspection Committee and the government, the Fatherland Front, and political and social organizations in grasping public opinion and supervising cadres and Party members at the grassroots level. Strengthening the application of information technology in inspection and supervision work, effectively exploiting digital data repositories, building and creating data, ensuring that it is updated accurately, completely, cleanly, and vividly; promoting the purpose, effectiveness, and significance of inspection and supervision work, identifying the weakest issues and areas that cause public concern in order to conduct inspections and supervision.
In his concluding remarks at the preparatory session, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, noted several issues regarding the form, demeanor, and content of delegates' presentations and discussions at the Congress. He urged delegates to pay attention to the content and time allocation during presentations and discussions to ensure the Congress receives as many opinions as possible.
It is suggested that the seating arrangement of delegates be rearranged for better organization; that the leadership of the delegations, especially high-ranking delegates, be properly arranged; and that delegates pay attention to time management, attire, and strictly adhere to the Rules and Regulations of the Congress to ensure its solemnity and dignity.
