
The delegation included members of the Standing Committee of the National Assembly's Committee on Science, Technology and Environment; the Committee on Law and Justice; the Committee on Economy and Finance; representatives from the Ministry of Agriculture and Environment; the Ministry of Industry and Trade; the Ministry of Construction ; and leaders of departments under the National Assembly's Committee on Science, Technology and Environment; and the Committee on Law and Justice.
Representing Lao Cai province were Mr. Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee; representatives of the Provincial National Assembly Delegation; and leaders of several provincial departments and agencies.
A delegation from the National Assembly's Committee on Science , Technology and Environment conducted a field survey on production activities and compliance with legal regulations on geology and minerals at the Mong Son 1 Marble Quarry of Yen Binh Cement Joint Stock Company and the Mong Son II Limestone Quarry of YBB Calcium Carbonate Joint Venture Company in Bao Ai commune, Lao Cai province.

The Mong Son I marble quarrying project of Yen Binh Cement Joint Stock Company was granted a mining license and began basic construction and operation in 2006, with a mining area of over 20 hectares; exploitable reserves of over 31 million tons; and a mining term of 29 years.
Regarding the Mong Son II limestone quarry project of YBB Calcium Carbonate Joint Venture Company, which was granted a mining license in 2017, with an exploitation area of 13.39 hectares; permitted reserves of over 9,283,000 tons; and a mining term of 14 years. In the first 9 months of 2025, the company had extracted over 299,000 tons; the estimated output for the whole year 2025 is over 408,000 tons.

During their mining operations, the companies have complied with and adhered to the laws and regulations on mineral exploitation; protected the environment, ensured technical safety in the use of industrial explosives in mineral exploitation; conducted production and business in accordance with the approved investment plan; and fulfilled all obligations to pay taxes to the state budget as prescribed.

During the survey, businesses submitted proposals and recommendations to the Working Group of the National Assembly's Committee on Science, Technology and Environment regarding several areas related to mineral reserves for calculating mining rights fees; resource tax on exported powdered stone; and the high export tax on lump and crushed stone products, which is causing many difficulties for businesses.
Through inspections, field surveys, and meetings with businesses, on behalf of the working group, Mr. Ta Dinh Thi - Vice Chairman of the National Assembly's Committee on Science, Technology and Environment - acknowledged and highly appreciated the business activities of the enterprises, noting their strict compliance with legal regulations on geology and mineral exploitation.

The comrade emphasized: The survey activities provide the delegation with practical basis to serve the review of the draft Law amending and supplementing the Law on Geology and Minerals, which will be submitted to the National Assembly for consideration and approval. When the law is promulgated, it will create conditions to promote the production and business activities of enterprises in line with real-life situations.
The monitoring team also noted the opinions and suggestions of the businesses to compile a report for consideration by the competent authorities in the future.
