The conference was attended by leaders of departments, agencies and branches and connected online to 99 communes and wards with over 300 delegates participating.

The summary report on the direction and management of socio-economic development in September and the first 9 months of 2025, the direction and tasks of the fourth quarter presented by the Standing Vice Chairman of the Provincial People's Committee Nguyen The Phuoc assessed that the socio-economic situation of the province is basically stable and has positive signals.
The third quarter of 2025 marks a particularly important period when Lao Cai officially operates the two-level local government model after the administrative unit arrangement. In the context of both consolidating the organizational apparatus and implementing socio-economic development tasks, the province has achieved many positive results. Economic sectors maintained stable growth momentum, the investment and business environment continued to improve, and key infrastructure investment progress was accelerated.

People's lives are cared for, social security, education and health policies are implemented promptly, creating trust and consensus throughout society...
There are many bright spots in the cultural and social fields, especially in education, healthcare and poverty reduction. National defense, security, and social order and safety are ensured; foreign affairs and cross-border economic cooperation have seen many improvements.
In particular, the post-merger organizational system has been basically stable, administrative discipline has been strengthened, the spirit of innovation and creativity and the high determination of the entire political system have contributed to creating a new momentum in development.

Regarding the implementation of socio-economic development targets compared to Resolution No. 08/NQ-HDND dated July 8, 2025, Resolution No. 17/NQ-HDND dated July 31, 2025 of the Provincial People's Council, out of 25 assigned targets, 3 targets have completed 100% of the plan; 12 targets achieved over 70% of the plan; 6 targets achieved less than 70% of the plan; the remaining 4 targets are targets to evaluate the results of the whole year.

Specifically, the results of implementing some socio-economic targets in the first 9 months of 2025 are as follows: GRDP growth rate is estimated at 7.38%, ranking 4th/9 in the Northern Midlands and Mountains region; industrial production value is estimated at 51,755 billion VND, up 10.8% over the same period in 2024, equal to 69.01% of the plan.
Total retail sales of goods and services are estimated at VND56,095 billion, up 4% over the same period; total value of import - export, purchase and sale, exchange of goods through border gates is estimated at USD2,286 million; number of tourists is about 8.7 million, revenue from tourism activities is VND35,973 billion. The strong growth in both domestic and international visitors in the past month has affirmed that Lao Cai continues to be the leading attractive destination in the Northwest region - a place where majestic natural landscapes, unique cultural identity and many competitive experiential tourism products converge.

Total state budget revenue in the past 9 months reached 13,547 billion VND, equal to 100% of the central government's estimate, and increased by 30% over the same period in 2024. The province strives to end the year with state budget revenue reaching about 21,000 billion VND, the highest ever (compared to the total budget revenue of Lao Cai and Yen Bai provinces before the merger).

Regarding public investment capital disbursement, as of September 30, 2025, disbursement reached more than VND 7,245 billion, equal to 47.9% of the plan, higher than the same period in 2024; specifically, for the capital plan assigned by the Prime Minister, disbursement reached more than VND 6,626 billion/plan VND 9,047.9 billion, equal to 73.2% of the plan, higher than the national average (the whole country reached 52%). Ranked 4th out of 34 provinces in terms of disbursement rate.

At the conference, delegates focused on discussing issues with difficulties and problems such as compensation and site clearance for some large projects; the urgent need to soon adjust planning at commune and provincial levels; the issue of decentralization and authorization to commune levels in implementing investment procedures for construction works and projects, etc.
Quickly overcome the consequences of natural disasters
Due to the impact of storm No. 10 (Bualoi), from the night of September 28 to October 1, floods caused very serious damage to people, property, infrastructure and production in the province; initial damage is estimated at about VND 2,750 billion.
Next, due to the influence of the weakened low pressure circulation from storm No. 11, Lao Cai province had moderate to very heavy rain causing large-scale landslides on many traffic routes.

Speaking at the conference, Major General Cao Minh Huyen - Director of the Provincial Police Department said that although the damage in the past two floods was great, the loss of life was significantly reduced compared to previous years. This was thanks to the drastic, synchronous and proactive participation of the forces, especially in propaganda, mobilization and resolute evacuation of people from areas at risk of landslides.
The Director of the Provincial Police provided some remarkable data: 111 households with 452 people, located in 15 communes and wards, after being evacuated from 30 minutes to 20 hours, landslides occurred, completely burying the houses of these households. Thus, thanks to the proactive, drastic mobilization and determination to evacuate people from high-risk areas, great human losses were avoided. This is a valuable experience in natural disaster prevention work.
At the Conference, the Standing Committee of the Provincial People's Committee continued to direct all levels and sectors to focus on quickly overcoming the consequences of floods and storms; using the resources allocated by the province for the right purposes, ensuring efficiency so that people can soon stabilize their lives and restore production.
Make more efforts to successfully complete the 2025 mission
Concluding the conference, comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: There is not much time left in 2025, so agencies, units and localities need to concentrate to fully complete the targets and tasks set for the whole year.
Regarding the work of streamlining the apparatus, the Chairman of the Provincial People's Committee directed departments, branches and the Department of Home Affairs to arrange staff in a number of branches to support the commune level according to the policies of the Central and the province, ensuring publicity and transparency; reviewing the physical facilities of the working houses and equipment to meet the operational requirements of the two-level local government apparatus, especially at the commune level; focusing on removing obstacles to speed up the disbursement of public investment capital; promoting the role and responsibility of leaders in directing and operating; having detailed plans to perform tasks by week and by month, ensuring "6 clear" (clear people - clear work - clear time - clear responsibility - clear products - clear authority); strengthening propaganda about major projects to create consensus among the people in implementation.
Regarding specific tasks, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to guide and urge localities to fully and accurately count the damage caused by natural disasters in the field of agricultural production; based on the synthesis results, advise the Provincial People's Committee to arrange appropriate resources to support production recovery; implement a housing support program for households whose houses were damaged by natural disasters; complete the consultation on the issuance of the first land price list after the province's merger.

Department of Finance Preside over and coordinate with departments, branches and sectors to advise on the development of contents to be submitted to the Provincial People's Council meeting at the end of 2025; focus on preparing and successfully organizing the 25th Vietnam - China International Trade Fair (Lao Cai); advise on capital planning and urge and guide the implementation of the construction of primary and secondary boarding schools in border communes according to the direction of the Central Government.
The Department of Industry and Trade presides over and coordinates with agencies, units, and localities to focus on directing and urging the electricity sector to repair damage to the power grid infrastructure caused by floods to serve production, business, and people's lives; directs the work of preventing smuggling and trade fraud; guides the transfer of management rights of industrial clusters to the People's Committees at the commune level for management according to new regulations on decentralization and authority.
The Department of Construction shall preside over and coordinate with agencies, units and localities to urgently direct the repair of traffic routes damaged by landslides and floods, ensuring smooth and safe traffic; and urge investors of social housing projects to speed up construction progress.
The Department of Education and Training shall preside over and coordinate with agencies, units, and localities to proactively coordinate with localities to review and repair school facilities affected by floods, especially ensuring adequate textbooks for students to study; contract, recruit, and arrange teachers in appropriate fields and levels of study.
Department of Culture, Sports and Tourism Advise on the successful organization of important events and festivals at the end of the year; promote tourism; coordinate with the Department of Home Affairs to study the operating model of the Cultural, Sports and Communication centers at the commune level...
Comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested members of the Provincial People's Committee; agencies, units and localities to continue promoting the achieved results, make more efforts to successfully complete all tasks of the fourth quarter and the goals and tasks of the whole year 2025.
