Highly focused on comprehensively completing targets and tasks by 2025

That was the direction of comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the Conference to evaluate the results of implementing the socio-economic development tasks of Lao Cai province in the first 9 months of 2025, deploying tasks for the last 3 months of the year, organized by the Provincial People's Committee on the afternoon of October 10.

Comrades Nguyen The Phuoc - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Ngo Hanh Phuc - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee co-chaired the conference.

The conference was attended by leaders from various departments and agencies, and connected online to 99 communes and wards, with over 300 delegates participating.

The third quarter of 2025 marks a particularly important period as Lao Cai officially operates a two-tiered local government model following the reorganization of administrative units. In the context of both consolidating the organizational structure and implementing socio-economic development tasks, the province has achieved many positive results. Economic sectors have maintained stable growth, the investment and business environment continues to improve, and investment in key infrastructure has been accelerated.

People's lives are cared for and looked after, social security, education , and health policies are implemented promptly, creating trust and consensus throughout society...

The socio-cultural sector has many bright spots, especially in education, healthcare, and poverty reduction. National defense and security, and social order and safety are ensured; foreign affairs and cross-border economic cooperation have seen many positive developments.

In particular, the organizational structure after the merger has been basically stabilized, administrative discipline has been strengthened, and the spirit of innovation and high determination of the entire political system has contributed to creating a new momentum in development.

Regarding the implementation of socio-economic development targets compared to Resolution No. 08/NQ-HĐND dated July 8, 2025, and Resolution No. 17/NQ-HĐND dated July 31, 2025, of the Provincial People's Council, out of 25 assigned targets, 3 targets have been completed 100% of the plan; 12 targets have reached over 70% of the plan; 6 targets have reached under 70% of the plan; and the remaining 4 targets are for evaluating the results for the whole year.

Specifically, the results of implementing some socio-economic indicators for the first nine months of 2025 are as follows: GRDP growth rate is estimated at 7.38%, ranking 4th out of 9 in the Northern Midlands and Mountains region; industrial production value is estimated at VND 51,755 billion, an increase of 10.8% compared to the same period in 2024, reaching 69.01% of the plan.

Total retail sales of goods and services are estimated at VND 56,095 billion, a 4% increase compared to the same period last year; the total value of exports, imports, and trade through border gates is estimated at USD 2,286 million; the number of tourists reached approximately 8.7 million, and revenue from tourism activities reached VND 35,973 billion. The strong growth in both domestic and international tourists last month affirmed that Lao Cai continues to be a leading attractive destination in the Northwest region – a place that combines magnificent natural landscapes, unique cultural identity, and many competitive experiential tourism products.

Total state budget revenue in the past nine months reached VND 13,547 billion, equaling 100% of the central government's projected target, and increasing by 30% compared to the same period in 2024. The province aims to achieve a state budget revenue of approximately VND 21,000 billion by the end of the year, the highest ever (compared to the total budget revenue of the two provinces of Lao Cai and Yen Bai before their merger).

Regarding the disbursement of public investment capital, as of September 30, 2025, over 7,245 billion VND had been disbursed, equivalent to 47.9% of the plan, higher than the same period in 2024; specifically for the capital plan assigned by the Prime Minister, disbursement reached over 6,626 billion VND/plan of 9,047.9 billion VND, equivalent to 73.2% of the plan, higher than the national average (the national average was 52%).   Ranked 4th out of 34 provinces in terms of disbursement rate.

At the conference, delegates focused on discussing difficulties and obstacles such as compensation and land clearance for several large projects; the urgent need to adjust commune-level and provincial-level planning; and the issue of decentralization and delegation of authority to communes in carrying out investment and construction procedures for projects, etc.

Quickly address the consequences of natural disasters.

Due to the influence of the remnants of Typhoon No. 10 (Bualoi), from the night of September 28th to October 1st, heavy rains and floods caused very serious damage to people, property, infrastructure, and production in the province; initial estimated damage is approximately 2,750 billion VND.

Subsequently, due to the influence of the weakened low-pressure system from Typhoon No. 11, the province of Lao Cai experienced moderate to heavy rainfall, causing large-scale landslides on many transportation routes.

Speaking at the conference, Major General Cao Minh Huyen, Director of the Provincial Police, stated that although the damage from the two recent floods was significant, the number of casualties was noticeably lower compared to previous years. This was thanks to the decisive, coordinated, and proactive efforts of all forces, especially in the areas of public awareness campaigns, mobilization, and resolute relocation of people from areas at risk of landslides.

The Director of the Provincial Police provided some very noteworthy data: 111 households with 452 people, located in 15 communes and wards, experienced landslides between 30 minutes and 20 hours after being evacuated, completely burying their homes. Thus, it was thanks to the proactive and decisive efforts in mobilizing and resolutely relocating people from high-risk areas that significant human losses were avoided. This is valuable experience in disaster prevention and control.

At the conference, the Standing Committee of the Provincial People's Committee continued to direct all levels and sectors to focus on quickly addressing the consequences of the floods; using the provincial resources allocated for the right purposes and ensuring effectiveness so that people can quickly stabilize their lives and restore production.

Further efforts are needed to achieve comprehensive success in the tasks for 2025.

In his concluding remarks at the conference, Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized: With only a short time remaining in 2025, agencies, units, and localities need to focus intensely on comprehensively completing all targets and tasks set for the entire year.

Regarding the restructuring and streamlining of the administrative apparatus, the Chairman of the Provincial People's Committee directed the departments and agencies, including the Department of Internal Affairs, to implement the assignment of personnel from some sectors to support the commune level in accordance with the policies of the Central Government and the province, ensuring transparency; to review the physical infrastructure of offices and equipment to meet the operational requirements of the two-level local government apparatus, especially at the commune level; to focus on resolving obstacles to accelerate the disbursement of public investment capital; to promote the exemplary role and responsibility of leaders in directing and managing; to have detailed plans for implementing tasks on a weekly and monthly basis, ensuring "6 clear" (clear person - clear task - clear time - clear responsibility - clear product - clear authority); and to strengthen communication about major projects to create consensus among the people in their implementation.

Regarding specific tasks, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to guide and urge localities to fully and accurately compile statistics on damage caused by natural disasters in the agricultural production sector; based on the compiled results, advise the Provincial People's Committee on allocating appropriate resources to support production restoration; implement a housing support program for households whose houses were damaged by natural disasters; and complete the drafting of the first land price list after the province's merger.

Department of Finance   The provincial People's Committee will preside over and coordinate with relevant departments and agencies to advise on the content to be presented at the end-of-year 2025 session of the Provincial People's Council; focus on preparing and successfully organizing the 25th Vietnam-China International Trade Fair (Lao Cai); advise on the allocation of capital plans and supervise and guide the implementation of the construction of boarding primary and secondary schools in border communes as directed by the Central Government.

The Department of Industry and Trade, in coordination with relevant agencies, units, and localities, will focus on directing and urging the electricity sector to repair damage to the power grid infrastructure caused by floods and heavy rains to serve production, business, and people's lives; directing the work of preventing smuggling and commercial fraud; and guiding the transfer of management rights of industrial clusters to the People's Committees at the commune level according to the new regulations on decentralization and authority.

The Department of Construction, in coordination with relevant agencies, units, and localities, is urgently directing the repair of roads damaged by landslides and floods, ensuring smooth and safe traffic flow; and urging investors of social housing projects to accelerate construction progress.

The Department of Education and Training, in coordination with relevant agencies, units, and localities, will proactively review and repair school facilities affected by floods, especially ensuring that students have sufficient textbooks; and will contract, recruit, and assign teachers in all subjects and grade levels to ensure appropriateness.

Department of Culture, Sports and Tourism   Advising on the successful organization of important year-end events and festivals; promoting and developing tourism; coordinating with the Ministry of Interior to study the operational model of commune-level Culture, Sports and Media centers…

Comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - requested that members of the Provincial People's Committee; agencies, units, and localities continue to build on the achievements and make even greater efforts to comprehensively complete the tasks of the fourth quarter and the goals and tasks for the whole year of 2025.
