Head of the Provincial Party Committee's Organizing Committee Pham Toan Thang announced the Resolution of the National Assembly Standing Committee appointing comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of Lao Cai Provincial Party Committee to hold the position of Chairman of Lao Cai Provincial People's Council for the 2021-2026 term.
At the Conference, Comrade Pham Toan Thang, Head of the Provincial Party Committee's Organizing Committee, announced Resolution No. 1856/NQ-UBTVQH dated October 8, 2025 of the National Assembly Standing Committee on appointing Comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of Lao Cai Provincial Party Committee to hold the position of Chairman of Lao Cai Provincial People's Council for the 2021-2026 term.

Speaking at the opening of the Conference, Comrade Trinh Viet Hung, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The Conference took place in one day, with many very important contents, which have a decisive meaning to the results of implementing the Resolution of the First Provincial Party Congress for the 2025 - 2030 term. The Provincial Party Secretary requested the delegates to promote their sense of responsibility, focus their intelligence, and contribute their opinions to the contents so that the Conference can achieve the set goals and requirements.
Comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech at the Conference.
Regarding the results of the 9-month task implementation, the Provincial Party Secretary stated that in the first 9 months of the year, with high political determination and great efforts of the entire Party Committee, government and people of all ethnic groups in the province, Lao Cai has steadfastly overcome difficulties, maintained stability and achieved many important and quite comprehensive results in all fields. However, In addition to the achieved results, there are still shortcomings and limitations that need to be focused on overcoming such as: 6/25 socio-economic indicators have not met the progress; disbursement of public investment capital and budget collection are still slow compared to requirements; administrative reform and digital transformation in some areas are still formal; a number of cadres and civil servants are not really proactive and creative, and still have a mentality of waiting and relying.
The Provincial Party Secretary requested the delegates to closely follow the practical situation and assigned tasks of their agencies, units and localities, promote a high sense of responsibility, analyze and clarify the limitations, shortcomings, weaknesses, targets and tasks that are still difficult, along with the causes, especially subjective causes; propose practical and effective tasks and solutions to accelerate and be determined to comprehensively and successfully implement the goals, targets and political tasks of 2025, creating a solid foundation for the successful implementation of the Resolution of the First Provincial Party Congress, term 2025 - 2030.

Regarding the reports presented at the Conference, the Provincial Party Secretary requested the Executive Committee members to focus on thorough research, in-depth, comprehensive, focused and key discussions; at the same time, propose new, creative and highly feasible solutions to soon concretize the Resolution of the 1st Provincial Party Congress into life, creating clear changes right from the first year of the term, bringing the spirit of "Solidarity - Democracy - Discipline - Creativity - Development" into concrete actions in each sector, each locality, each agency and unit.
Regarding tasks in the coming time, the Party Central Committee called on the entire Party, people and army to join hands to overcome difficulties, quickly overcome the consequences of natural disasters, restore production, stabilize people's lives, maintain national defense and security, successfully complete the 2025 tasks, and successfully organize party congresses at all levels towards the 14th National Party Congress.
