Lao Cai focuses on synchronous solutions to achieve growth target by 2025

Entering November - the final stretch of 2025, Lao Cai has shown strong political determination, striving to achieve the GRDP growth target of over 8.5%. In response to the requirement to reorganize the apparatus and merge administrative units, the province firmly maintains the viewpoint of "turning challenges into opportunities", taking stability as the foundation and acceleration as the driving force for development.

To realize that goal, Lao Cai has been seriously and comprehensively implementing the Politburo 's strategic resolutions, including: Resolution 57 on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution 59 on international integration; Resolution 68 on the development of the private economy; and especially Resolution 66 on reforming the work of drafting and enforcing laws. These are the "four pillars" guiding development in the new context, helping the locality operate a stable and effective two-tiered local government model.

In the first 10 months of 2025, the economy of Lao Cai continued to recover positively.

According to the Lao Cai Statistics Report, in the first 10 months of 2025, the Lao Cai economy continued its positive recovery. The province's GRDP increased by approximately 8.05%, with the processing and manufacturing industry increasing by 13.92%; the service sector by 9.18%; and agriculture, forestry, and fisheries by 5.6%. Total state budget revenue reached over 15,200 billion VND, equivalent to 113% of the central government's allocated budget and 73% of the provincial government's allocated budget; public investment disbursement reached 43.79% of the plan... This makes Lao Cai a locality with relatively good progress in the Northern Midlands and Mountains region.

The economic picture above reflects the great efforts of all levels of government, sectors, the business community, and the people amidst successive natural disasters and the administrative reorganization process. Based on this reality, the province has adjusted its growth scenario, identifying the fourth quarter as the "critical period," striving to achieve a growth rate of over 11% to compensate for the shortfall in the first quarters of the year.

In the agricultural sector, localities are focusing on restoring production after storms and diseases; transforming the structure of winter crops, utilizing damaged areas to grow short-term vegetables; and simultaneously promoting the exploitation and processing of forest products linked to product consumption. The Department of Agriculture and Environment continues to maintain the system for monitoring natural disasters, preventing severe cold spells and forest fires in the last months of the year, contributing to maintaining the overall growth target of approximately 5.6%.

Industry has been identified as the main driver of growth. Despite difficulties with raw materials and orders, many businesses are still striving to restore production. The industrial production index for the first 10 months increased by 8.05%, with the processing and manufacturing sector growing by nearly 14%, playing a pivotal role. The Department of Industry and Trade is coordinating with relevant agencies to support businesses in overcoming post-storm damage, ensuring stable power supply, and resolving difficulties related to procedures, capital, and input materials.

Comrade Hoang Chi Hien, Director of the Department of Industry and Trade, stated: “The Department continues to monitor the operational situation of units in the province; review difficulties and obstacles in the fields of: minerals; chemicals; industrial explosives; industrial clusters; small-scale industries, tea and pineapple processing... Along with that, we proactively work with each mineral mining and processing enterprise (Apatite, copper, iron...) to resolve obstacles related to land clearance, land procedures, waste disposal, license renewal, and ensure sufficient raw materials for production; we encourage and guide fertilizer and chemical production units to research solutions for importing raw materials to ensure maximum operating capacity.”

In addition, the Department of Industry and Trade continues to closely coordinate with the Department of Finance and local authorities in promoting and attracting investors to develop technical infrastructure for industrial clusters in the province, monitoring the progress of the Thong Nhat 1, Phu Thinh 1, Phu Thinh 2, Phu Thinh 3, Y Can, and Minh Quan industrial clusters, and supporting the resolution of difficulties and obstacles for these projects.

Simultaneously, the province is focusing on improving industrial, energy, and transportation infrastructure. Key projects such as the Noi Bai - Lao Cai expressway (formerly the Yen Bai - Lao Cai section) and the Bat Xat - Hong Ha border bridge are being accelerated. The construction sector has been assigned a growth target of 8.76%, striving to achieve 100% disbursement of public investment. By the end of October, the disbursed value reached over 7,600 billion VND, equivalent to 43.79% of the planned capital.

The method of paying taxes has changed from a lump-sum tax to a declaration-based system.

Revenue collection is one of the key factors ensuring sustainable growth. To achieve this goal, the Tax Department, Customs Department, and local authorities are required to strengthen management and combat revenue loss, especially in the areas of e-commerce, tourism, mining, and land. Revenue from land use fees will continue to be exploited through reviewing land plots eligible for auction, shortening the time for price approval, and streamlining procedures for land-use conversion. The Department of Finance will also proactively mobilize social resources and seek support from international financial institutions to mitigate the consequences of natural disasters and ensure budget balance.

Comrade Do Duc Minh - Director of the Department of Finance, said: “The Department is advising the Provincial People's Committee to proactively and flexibly manage the budget, cut back on slow-progress projects, prioritize capital for key projects, mitigate the consequences of natural disasters, and ensure social welfare. At the same time, the finance sector continues to review and adjust the public investment capital plan, ensuring 100% disbursement of the plan, creating resources to promote sustainable growth.”

Simultaneously, the province is promoting the construction of social housing in accordance with Decision 444/QD-TTg, striving to complete more than 2,200 apartments by the end of 2025, contributing to ensuring social security and stabilizing the lives of the people.

To ensure funding, the Department of Finance has advised cutting back on slow-progressing projects, prioritizing those aimed at mitigating the consequences of natural disasters and preventing and mitigating storms and floods. The disbursement rate of each unit will be publicly disclosed monthly, serving as a criterion for evaluating the performance of the unit's head.

Currently, Lao Cai has 48 commercial housing projects (including over 10,000 detached houses and nearly 260 apartment units) along with 3 large social housing projects with a total of 3,685 units. Notable among these are the Northwest Reserve Area project with 736 social housing units and 181 commercial units; the social housing project in the residential area adjacent to the extended B6 road with 2,189 units; and the project on the left bank of the Red River with 760 units. In addition, Lao Cai has also commenced construction on 5 new projects with a total of over 3,000 apartments located in Cam Duong area, Dien Bien road, Binh Minh Northwest, and Yen Bai ward.

Import and export activities through border gates continue to grow.

As the largest contributor to overall growth, the service and tourism sector continues to be a bright spot, accounting for a significant portion of overall growth. Total retail sales of goods and services in the first 10 months reached VND 58,664 billion, an increase of 17.25% compared to the same period last year. The tourism industry has implemented many promotional and regional linkage activities, such as: the Red River Festival 2025, a promotion program in Honghe Prefecture (China), and expanded tourism cooperation with the Northwest provinces and Ho Chi Minh City. Localities also focus on developing cultural tourism products such as village festivals, traditional markets, ecotourism, and medicinal herb tourism.

Import and export activities through the Kim Thanh and Lao Cai - Ha Khau border gates continue to grow. Relevant agencies are promoting the establishment of a border e-commerce trading center and boosting container transport via international railways, contributing to reduced logistics costs and increased competitiveness.

The entire province must thoroughly overcome limitations, focus on restoring production after natural disasters, accelerate the disbursement of public investment capital and land clearance for key projects; promote the sense of responsibility of leaders, and ensure that tasks are clearly defined in terms of person, job, time, output, and authority."

Through specific, synchronized, and practical solutions, along with the determination of the entire political system, Lao Cai is creating new momentum, aiming to become a dynamic economic center of the Northern Midlands and mountainous region.
