During the 13th National Congress term, the fight against corruption, waste, and negative phenomena continued to make significant progress, receiving decisive, coordinated, and comprehensive leadership and direction, demonstrating a very high level of political determination with the motto "unrelenting, relentless, with no forbidden areas, and no exceptions."
Many particularly serious and complex corruption cases and incidents have been promptly detected and handled; new mechanisms for asset recovery have been implemented, contributing to reducing losses and ensuring maximum asset recovery for the State.
Party disciplinary action, administrative disciplinary action, and criminal prosecution are carried out resolutely but humanely, creating a strong deterrent effect and strengthening discipline and order within the system.

Simultaneously, the building and improvement of institutions have been accelerated on an unprecedented scale; many shortcomings and loopholes in policies and laws have been reviewed and rectified; and the responsibility of organizations and individuals in advising on and promulgating policies has been tightened.
Significant progress has been made in preventing and combating waste, particularly in addressing slow-moving and protracted projects, thereby freeing up resources for socio-economic development.
A key highlight of the term was the increased application of digital technology and data in prevention and monitoring, gradually shifting the focus from handling to proactively controlling and preventing corruption early and from afar.

The establishment of the Provincial Steering Committee has yielded positive results, spreading the fight against corruption, waste, and negative practices strongly down to the grassroots level; at the same time, it has enhanced coordination among functional agencies and strengthened discipline and order within the agencies responsible for preventing and combating corruption.
The achievements during this term continue to strengthen the people's trust in the Party, the State, and the regime, affirming that the policy of preventing and combating corruption, waste, and negative phenomena is correct and in line with practical requirements.

Based on the practical experience of the 13th term, the Central Steering Committee emphasized many important lessons learned, affirming that the fight against corruption, waste, and negative phenomena is an exceptionally difficult and complex task that must be placed under the direct and comprehensive leadership of the Party; requiring the exemplary role of leaders; linking the fight against corruption with Party building and rectification; considering prevention as fundamental and handling as a breakthrough; and simultaneously perfecting the mechanism for controlling power to prevent it at its root.
The fight against corruption, waste, and negative practices must be based on the strength of the entire political system and the people; emphasizing the role of social supervision, the press, the Fatherland Front, and elected representatives.

Entering a new phase of development, the Steering Committee has determined to continue strengthening the fight against corruption, waste, and negative practices with perseverance, persistence, systematic approach, and comprehensiveness; focusing on a strong shift towards prevention, proactively identifying and early warning systems, and protecting officials who dare to think and act for the common good; strictly implementing the "four no's" principle: It is impossible, not daring, not wanting, and not needing to engage in corruption.
The education and dissemination of a culture of integrity will be intensified in accordance with Directive 42-CT/TW, making integrity a standard in Party activities.
The Steering Committee identified the following priorities for the coming period: continuing to improve the mechanism for controlling power; promoting administrative reform; creating breakthroughs in detecting and handling corruption proactively and early; strengthening asset recovery and control of assets and income; upholding the responsibility of leaders; consolidating anti-corruption agencies and promoting the supervisory role of the Fatherland Front, the people, and the press to enhance the effectiveness of anti-corruption, waste, and negative practices prevention and control in the new situation.
