Attending the reception, on the side of Lao Cai province were Mr. Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee; and leaders of several departments and agencies.

On behalf of the leaders of Lao Cai province, Chairman of the Provincial People's Committee Nguyen Tuan Anh expressed his pleasure in welcoming Comrade La Binh and the delegation from Honghe Prefecture to visit, work, and attend the 25th Red River Festival and Vietnam-China International Trade Fair (Lao Cai) in 2025.

During the meeting, both sides affirmed that the comprehensive strategic partnership between Vietnam and China has continued to maintain positive development momentum, especially cooperation between border localities.
Lao Cai and Honghe Prefecture consistently maintain exchanges of delegations and coordinate the organization of activities to promote trade, investment, and cultural exchange, contributing to strengthening trust and substantive cooperation.

The leaders of Lao Cai province also reported on the socio -economic development results for the first 10 months of 2025, with many indicators achieving high growth rates, such as: industry increasing by more than 12%; budget revenue exceeding the forecast; and tourism reaching over 9.4 million visitors.
The province is currently seeing increased investment in strategic infrastructure projects such as Sa Pa Airport, the expansion of the Noi Bai - Lao Cai expressway, the Lao Cai - Hanoi - Hai Phong standard railway line connecting with Ha Khau - Kunming; the construction of a logistics center and smart border gate; and the acceleration of the construction of the Bat Xat - Ba Sai road bridge…

Emphasizing the long-standing friendship between Lao Cai and Yunnan, Chairman of the Provincial People's Committee Nguyen Tuan Anh highly appreciated the results of cooperation in the past, notably in trade promotion cooperation, annual exchange programs within the framework of the Red River Festival and the Vietnam-China International Trade Fair.
The comrade proposed six key areas of cooperation, including: effectively implementing high-level agreements and annual cooperation mechanisms; strengthening economic and trade cooperation; promoting the opening of new border gates and crossings and improving border transport infrastructure; boosting tourism cooperation, developing joint products and promoting the "Two Countries - Six Destinations" route; closely coordinating border management, handling emerging incidents and preventing and combating crime; and strengthening cooperation in agriculture, environment, health, disease prevention and control, and cross-border labor management.

Regarding key cooperation projects in 2025, Lao Cai province proposed that both sides promptly establish a joint trade promotion mechanism; promote e-commerce through the Kim Thanh - Bac Son border gate; build smart border gates; coordinate research on a pilot model for a Vietnam-China digital economy and data cooperation zone; and boost tourism promotion and improve the quality of cross-border tourism products…

Speaking at the reception, Governor La Binh affirmed that Hong Ha Prefecture wishes to continue expanding cooperation with Lao Cai in the spirit of friendship, equality, and mutual development.
The comrade proposed that both sides strengthen economic cooperation at border gates, promote the expansion of the Ban Vuoc - Ba Sai border gate; build an electronic customs clearance center; coordinate the development of logistics, tourism, and cooperation mechanisms in the Red River basin.


Both sides agreed to continue implementing local diplomatic activities, maintaining annual exchanges, and making the Vietnam-China border region a zone of peace, cooperation, friendship, and sustainable development.

The courtesy meeting took place in a friendly and open atmosphere, reflecting the determination of both sides to promote an increasingly close cooperative relationship.
