Innovate oversight and improve the effectiveness of local governance.

The 2021-2026 term witnessed outstanding results in the organization and implementation of supervisory activities by the Standing Committee of the Quang Ninh Provincial People's Council. From program planning and responsibilities assignment to implementation, everything was ensured to be open, transparent, and in accordance with regulations. Regular monitoring and follow-up on the implementation of post-supervision recommendations directly resolved many "bottlenecks" in practice.

A scientific plan, identifying the right focus .

To maximize the effectiveness of oversight activities, the Standing Committee of the Quang Ninh Provincial People's Council pays special attention to the development of the annual oversight program. Before the mid-year regular session, the Standing Committee of the Provincial People's Council compiles proposals from the Committees, People's Council representatives, the Provincial Committee of the Vietnam Fatherland Front, and urgent recommendations from voters. These proposals are then submitted to the Provincial People's Council for consideration and approval by resolution, creating a solid legal basis for unified and coordinated implementation.

The criteria for selecting monitoring content were carefully determined, ensuring a focused and comprehensive approach encompassing all areas of the economy, culture, society, national defense, and security. During its term, the Provincial People's Council issued six resolutions on the annual monitoring program, ensuring compliance with legal regulations and flexibly adjusting to suit practical requirements.

Based on the issued resolution, the Standing Committee of the Provincial People's Council directly developed a detailed implementation plan. This plan clearly assigned responsibilities to each unit, specifically identified the subjects of supervision, the implementation time, and the completion progress. Thanks to thorough preparation, the Standing Committee of the Provincial People's Council proactively and uniformly directed the organization of 25 thematic supervision sessions. In addition, the Committees also conducted 172 regular surveys and supervisions to provide timely feedback on policies.

The monitoring process always prioritizes openness, transparency, and strict adherence to legal regulations. The composition of the monitoring teams has been expanded, inviting representatives from specialized agencies under the Provincial People's Committee, inspection and auditing agencies, and the Vietnam Fatherland Front Committee to participate. The flexible combination of studying reports, consulting inspection conclusions, and conducting on-site surveys has helped the monitoring teams stay close to the practical situation. From this, the monitoring teams have identified the causes of shortcomings and recommended timely corrections and improvements to law enforcement at the local level. For important issues, the Provincial People's Council issued five resolutions on the monitoring results as a basis for subsequent follow-up and enforcement.

Transparency of accountability, close monitoring of the implementation of recommendations.

During the past term, the entire province organized 10 question-and-answer sessions at the provincial People's Council meetings, covering 218 topics across 32 groups of issues. The format strictly adhered to the principle of clarity in issues, responsibilities, commitments, and deadlines. These sessions attracted 138 participants, who asked questions to 68 members of the Provincial People's Committee and leaders of various departments and agencies; they were broadcast live to enhance accountability of state administrative agencies.

Along with parliamentary sessions, the Standing Committee of the Provincial People's Council also maintains regular and practical oversight activities through its explanatory sessions. The People's Council has held five such sessions with the participation of 29 agencies. The content focused on long-standing bottlenecks and problems; many obstacles have been gradually resolved after these sessions.

The Standing Committee of the Provincial People's Council regularly monitors and urges the implementation of recommendations. After each session, the Provincial People's Council issues a resolution on the questioning, clearly defining the conclusions, requirements, solutions, and responsibilities for implementation. Periodically, before each subsequent session, the person who answered the questions is required to report on the results of fulfilling the commitments, helping delegates to continue monitoring and supervising. Similarly, after the explanatory sessions, the Standing Committee of the Provincial People's Council always issues a notice of conclusion with specific requirements as a basis for urging the completion of tasks.

The close monitoring of petitions is also thoroughly applied to the handling of voters' opinions and suggestions. Twice a year, the Standing Committee of the Provincial People's Council, in coordination with the Provincial People's Committee, organizes joint conferences to hear reports and explanations on the handling of voters' petitions. Through nine conferences held in this format, regular follow-up has encouraged competent authorities to resolve issues definitively; significantly contributing to strengthening the people's trust in elected bodies in this new stage of development.
