Strongly innovate the Party's inspection, supervision and discipline work in the Party Committee of the Army

The conference unanimously assessed that in the 2020-2025 term, the Party Committee of the Army has always thoroughly grasped and strictly complied with the provisions of the Party Charter, resolutions, conclusions, directives, regulations and rules of the Central Executive Committee, the Politburo, the Secretariat and the guidance of the Central Inspection Commission on the Party's inspection, supervision and discipline work, promptly concretized and issued leadership documents, instructions, procedures and regulations for synchronous and unified implementation, suitable to the practical situation in the Party Committee of the Army.

The Central Military Commission, the Central Military Commission Standing Committee, Party committees and Party organizations at all levels in the Army Party Committee regularly pay attention to leading, directing and comprehensively implementing inspection and supervision work, well implementing the inspection and supervision work plan for the 2020-2025 term and the tasks, programs and inspection and supervision plans of the Politburo, the Secretariat and the Central Inspection Commission; Strengthening the situation grasp, detecting and inspecting Party organizations and Party members when there are signs of violations; Promptly resolving petitions, denunciations and complaints, considering and strictly handling violating Party members and Party organizations.

The Central Military Commission's Inspection Commission and Inspection Commissions at all levels in the Party have made many innovations and made efforts to complete their work with increasingly improved quality and efficiency.

Inspection and supervision work has made an important contribution to maintaining the Party's organizational principles, strengthening solidarity and unity, improving the leadership capacity and fighting strength of Party committees, Party organizations and the Army Party Committee, and leading the entire army to successfully complete assigned tasks.

Highly appreciating the results of the inspection and supervision work of the Party Committee of the Army in the past term, Chairman of the Central Inspection Commission Nguyen Duy Ngoc requested to thoroughly grasp the direction of inspection, supervision and enforcement of Party discipline in the Party Committee of the Army in the coming term, meeting the very high requirements of the task in contributing to building a revolutionary, disciplined, elite and modern Army, meeting the requirements of building and defending the Fatherland in the new era of development.

In particular, we focus on continuing to innovate thinking, methods, and ways of organizing inspection and supervision work in the spirit of General Secretary To Lam's direction, shifting the focus to preventing and warning of violations; building an effective supervision mechanism, detecting new positive factors, protecting cadres who dare to think, dare to do, dare to take responsibility; and implementing regular supervision well.

Along with that, promote the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 3488-NQ/QUTW dated January 29, 2025 of the Central Military Commission, make breakthroughs, develop science and technology, innovate, create and comprehensively transform digitally, apply information technology; resolutely and synchronously deploy tasks of digitizing documents, updating and building databases for inspection and supervision work; strengthen connections and data sharing between agencies inside and outside the industry, ensure information safety and security, strive to soon meet the requirements of data-based supervision and inspection.

Concluding the Conference, General Phan Van Giang affirmed that during the past term, the inspection and supervision work has contributed to improving the leadership capacity and fighting strength of Party committees and Party organizations at all levels in the entire Party Committee of the Army, making an important contribution to the overall results in the Party building and rectification work of the entire Party.

He emphasized that in the coming term, Party committees and Inspection Committees at all levels, especially leaders, need to thoroughly grasp and well implement a number of key tasks and solutions:

Raise awareness and responsibility in leading, directing and organizing the implementation of inspection and supervision tasks according to the provisions of the Party Charter; strengthen leadership, direction and guidance of Party committees, Party organizations and lower-level Inspection Committees to perform inspection and supervision tasks to ensure regularity, continuity, determination, quality and efficiency.

Strongly innovate the thinking, methods and ways of organizing inspection and supervision work in the spirit of the direction of General Secretary To Lam; shift the focus to effectively implement supervision work, ensuring that resolutions, directives and conclusions of the Central Committee, the Politburo, the Secretariat, the Central Military Commission and Party committees at all levels are implemented promptly, effectively, in the right direction and in accordance with regulations; link inspection and supervision work with power control; provide early warning and prevent violations right from the grassroots level, right from the Party cells.

Proactively study, thoroughly grasp and strictly implement resolutions, conclusions, regulations, procedures and instructions of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission on inspection, supervision and discipline enforcement of the Party; promptly review, amend, supplement, perfect and promulgate leadership and directive documents, regulations, procedures, provisions and instructions on inspection, supervision and discipline enforcement of the Party and military in accordance with the characteristics of the situation and requirements of the tasks of the agency and unit.

The Central Military Commission awarded Certificates of Merit to 15 collectives with outstanding achievements in performing inspection and supervision tasks for the 2020-2025 term.

Focus on inspecting and supervising the implementation of principles, working regulations, leadership regulations in key work areas, the implementation of Party regulations, State laws, regulations of the Central Military Commission, Ministry of National Defense; the correction of violations and shortcomings after inspection and supervision conclusions; inspecting and supervising cadres and Party members showing signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", violations of Party principles and regulations, State laws, Army discipline, things Party members are not allowed to do and responsibilities to set an example; focus on self-inspection and self-supervision of Party committees and organizations at all levels; grasp the situation, detect and inspect when there are signs of violations; promptly resolve denunciations and complaints in accordance with regulations; Disciplinary action must be strict, accurate, and timely, combined with enhanced education and management to help Party organizations and Party members see violations and shortcomings so they can overcome, correct, and progress.

Effectively coordinate inspection, audit, investigation, prosecution, trial agencies and functional agencies in performing inspection, supervision, enforcement of party discipline and preventing and combating corruption, waste and negativity. Strictly implement regulations on controlling power, preventing and combating corruption, waste and negativity in inspection, supervision and monitoring work.

Disseminate to Party organizations, cadres and party members disciplinary violations, typical violations, limitations, inadequacies and shortcomings in management work, lessons learned, and solutions to overcome and prevent violations to help Party organizations, cadres and party members clearly recognize violations that need to be avoided, raise awareness and responsibility, make more progress and do better.

Building the Central Military Commission's Inspection Commission and Inspection Commissions at all levels to ensure quantity, quality, and effective and efficient operations; Building a team of inspection officers with strong political will, professional expertise, legal knowledge, effective use of digital technology, exemplary moral qualities, daring to think, daring to do, daring to take responsibility.

Promote comprehensive digital transformation, resolutely and synchronously deploy tasks to meet the requirements of "data-based monitoring and data-based inspection" in inspection and supervision work.

In the 2025-2030 term, the tasks of inspection, supervision and enforcement of party discipline play an important role and require very high standards. With high responsibility and political determination, the Central Military Commission, Party committees, Inspection Committees, and inspection staff in the Party Committee of the Army will continue to promote the achieved results, strongly innovate, comprehensively implement, with quality and effectiveness the inspection and supervision work, making an important contribution to building a clean, strong, exemplary Party Committee of the Army, leading the entire army to successfully complete all assigned tasks.
