Nationwide innovation - The driving force for national development.

The world is moving at an unprecedented pace with artificial intelligence, big data, biotechnology, clean energy, and new materials. Countries that are one step ahead in science and technology will advance even faster and further. Vietnam has no choice but to consider science and technology, innovation, and digital transformation as top priority breakthroughs and the main driving force for reforming its development model. This was the requirement of General Secretary To Lam - Head of the Central Steering Committee on Science, Technology, Innovation, and Digital Transformation, at the National Innovation Day 2025.

General Secretary To Lam affirmed that Resolution 57 and the new laws have opened up space and removed bottlenecks for innovation; he suggested that innovation should be considered a nationwide undertaking, linked to the development of science and technology, mastering core technologies, and implementing 11 strategic technology groups.

The General Secretary suggested the need to improve institutions and policies, promote innovative entrepreneurship, and build a globally connected ecosystem. He emphasized the need to effectively operate the three pillars: a proactive state, a business-centric environment, and research institutes and universities as sources of knowledge. The General Secretary stressed that innovation must be linked to sustainable development, international integration, and its impact on all aspects of life.

"I call upon every official, civil servant, employee, worker, farmer, engineer, teacher, doctor, soldier of the armed forces, elderly person, student, and all Vietnamese people at home and abroad to uphold the spirit of patriotism, constantly innovate in their daily work, with each civil servant improving processes and each teacher innovating methods."

"Every engineer writes more lines of code, every entrepreneur ventures into the market. Every young person should dare to challenge themselves and take on responsibility. Let each person contribute a useful idea, each agency a concrete improvement, and each locality a leading product to transform the entire country into a vibrant ecosystem of innovation. Let's work together to turn challenges into opportunities, ideas into value, aspirations into reality, and lead the country to prosperity and strength in the new era," General Secretary To Lam emphasized.

Enhancing the effectiveness of public-private partnerships in science and technology.

At the event, in line with General Secretary To Lam's directives, Prime Minister Pham Minh Chinh proposed implementing the "three no's" principle: No saying no, no saying it's difficult, and no saying yes without doing it in development and innovation; No perfectionism, no haste, and no formalization of innovation; No barriers to innovative thinking and decisive action in innovation, no obstacles to administrative procedures, and no restrictions on the innovation space of any collective or individual. Regarding development partners and international organizations, the Prime Minister requested "three forms of support" to assist Vietnam; and for the younger generation, the Prime Minister further emphasized three pioneering roles.

To mobilize resources from all groups and individuals for innovation, this past July saw the issuance of a new legal document, a Decree specifically designed for public-private partnerships (PPP) in the fields of science and technology, innovation, and national digital transformation – Decree 180, recently promulgated by the Government. This new Decree, with its many groundbreaking mechanisms, is expected to help businesses participate in solving the major economic challenges announced by the State through PPP cooperation.

These unmanned aerial vehicles (UAVs) were manufactured to order for the Ministry of Public Security, serving reconnaissance and patrol missions. The company hopes to be given the opportunity to participate in more large projects in other fields such as agriculture.

Mr. Ta Ngoc Thanh, Director of the HTI Technology Development and Research Center, stated: "Currently, there are almost no UAV projects in Vietnam. We import them all from abroad. If the government places an order, private enterprises will carry out these tasks, and the government will receive the goods exactly as ordered."

Decree 180 introduced several outstanding policies to encourage private sector participation in technology projects, such as providing 70% state funding for the construction of science and technology facilities. However, businesses hope these policies will be implemented soon.

"The biggest bottleneck right now lies with businesses; they lack information about the new Resolution and the methods for its implementation. Specifically, Decree 180 allows us to account for research and development costs in operating expenses, but on October 1st, when the law came into effect, there were still no guiding regulations," reflected Mr. Nguyen Van Khoa, General Director of FPT Group.

Innovation is a heartfelt imperative for every Vietnamese person, no matter where they are.

Immediately after Resolution 57 was issued, many laws were amended or newly enacted, such as the Law on Science, Technology and Innovation, the Law on Digital Technology Industry, the Law on Bidding, the Law on Investment, etc. However, the leading role of the State is extremely important.

Mr. Vo Xuan Hoai, Deputy Director of the National Innovation Center (NIC), stated: "Currently, if we want to promote innovation centers and startup centers, the State must participate to some extent, using a portion of state resources and state funding for implementation."

Experts who are teaching and working in the field of quantum technology – a field considered a revolutionary breakthrough that will change the world in the future – are willing to return from the US and the UK to contribute to their home country's technology industry.

Ms. Nguyen Hoang Hong Nhung, Chairwoman of the Vietnam Quantum Industry Innovation Network, stated: "No matter where Vietnamese people are, they all long to return to their homeland. However, in high-tech fields, establishing the foundation for continued research and work in such an environment is a difficult challenge that the network aims to solve."

To date, the National Innovation Center has sponsored the establishment of 10 Innovation Networks in 22 countries and territories, with over 2,000 members, to collaborate with universities, research institutes, and businesses in solving major national challenges. Innovation is a heartfelt imperative for every Vietnamese person, no matter where they are.

This year, Vietnam continues to maintain its ranking of 44th out of 139 countries in the Global Innovation Index (GII) and is considered one of the nine middle-income countries that have improved their ranking the fastest since 2013. With this pace, coupled with the determination of each individual to contribute useful ideas, each agency to implement specific improvements, and each locality to develop leading products, Vietnam will become a vibrant and robust innovation ecosystem, steadily entering a new era.
