The most striking image in this rural area is its "bright, green, clean, and beautiful" roads, which contributed to making Xuan Son Nam the first commune in Dong Xuan district to achieve the new rural standard in 2016 and also the only commune in the district to reach the advanced new rural standard in 2020.
Speaking with a reporter from the People's Police Newspaper, Mr. Huynh Ngoc Lam, Chairman of the People's Committee of Xuan Son Nam commune, said that this locality is one of eight communes in Dong Xuan district that were awarded the title of Hero of the Armed Forces by the State during the two resistance wars. Decades after the complete liberation of the South and the reunification of the country, Xuan Son Nam commune still faces many difficulties and struggles.
However, the Party Committee, government, and people of Xuan Son Nam commune have always been united, striving to overcome difficulties and gradually build their homeland. Especially since 2015, the Xuan Son Nam commune Party Committee has mobilized the strength of the entire political system to launch the emulation movement "Joining hands and hearts to build new rural areas," and "All people unite to build new rural areas and civilized urban areas"...
Besides developing a general planning project that aligns with the socio -economic development orientation of the locality for the period 2021-2025, including the planning of functional areas for supporting rural economic development; all internal commune roads have been 100% concreted; the irrigation system has been invested in and constructed solidly, ensuring a proactive water supply for irrigation of nearly 293 hectares, reaching 96.46% of the area; disaster prevention and control work ensures the requirements for human resources and means to implement the "four on-the-spot" principle; the electricity system has also been built to be stable and safe, with 1,763 households in the commune using electricity, reaching 100%.
Referring to the New Rural Area (NRA) indicators regarding culture, information and communication, education and training, health, and environmental sanitation, Mr. Huynh Ngoc Lam said that 100% of schools in Xuan Son Nam meet the minimum infrastructure standards, with two preschools, primary and secondary schools maintaining national standards for infrastructure and teaching equipment. To date, Xuan Son Nam has achieved universal preschool, primary, and secondary education standards; the percentage of secondary school graduates continuing their studies at higher levels is 95.96%.
The most notable feature is the well-developed infrastructure serving cultural, information, and communication activities; in addition to the post office, a 481 m² cultural and sports center; a 150-seat multi-purpose cultural hall along with football and volleyball courts attracting many cultural, artistic, and sports activities; there is also a 5,225 m² cultural park built in 2018 with green landscapes, flowers, and 11 sets of outdoor exercise equipment.
In addition, all five villages in the commune meet cultural standards, possessing spacious cultural centers, sports facilities, a broadcasting system, and telecommunications infrastructure; the commune's administrative offices have successfully implemented digital transformation with digital signatures in directing, managing, and using level 3 online public services.
Xuan Son Nam commune has achieved national standards in healthcare, with 95.31% of its residents participating in health insurance, of which 85.27% use electronic medical records; 95.57% of households use clean water that meets standards; 100% of production and business establishments are committed to and effectively implement environmental hygiene; the landscape of village roads and alleys is green, clean, beautiful, and safe; local organizations participate in self-management of many roads, while also promoting awareness campaigns on environmental protection among the people, regularly organizing clean-up campaigns, caring for trees, and flower gardens…
In the process of building new rural areas and advanced new rural areas, Xuan Son Nam also focuses on building rural commercial infrastructure with a central market equipped with all necessary supporting facilities, ensuring environmental hygiene, fire safety, food safety, and preventing commercial fraud or the sale of smuggled or prohibited goods.
In residential areas, there are no longer temporary or dilapidated houses, and 100% of families have standard housing; in economic development, emphasis has been placed on converting to crops and livestock with high economic efficiency; promoting forest development; building models for high-quality rice production; and intensive farming to increase productivity linked to product consumption.
On the other hand, the locality is promoting the development of small-scale handicrafts with products made from rattan and bamboo, and strengthening wholesale and retail trade services for various goods. Within the commune, in addition to the two model residential areas of Tan An and Tan Phu, there is also a model new rural garden owned by Mr. Nguyen Ngoc Son, along with turmeric starch products that have achieved OCOP 3-star standards… For many years, the economic life of the people has been steadily improving, with average per capita income reaching 56.49 million VND/year over the past five years; the percentage of poor and near-poor households has decreased to below 2%.
One of the 19 criteria that actively contributed to making Xuan Son Nam a New Rural Commune and then an Advanced New Rural Commune is the emphasis on national defense and security, improving the quality of the Commune Military Command's operations and building a "strong, widespread, and comprehensive" militia force.
The nationwide movement to protect national security is being strengthened and spread widely to every village, hamlet, and family, creating a regular way of thinking and doing for each citizen, linked to the effective development and implementation of many security and order models; combined with strengthening measures to combat and prevent crime from the grassroots level, ensuring stable security and order and peaceful life…
According to Mr. Tran Quoc Huy, Permanent Vice Chairman of the People's Committee of Dong Xuan District, the plan for rearranging commune-level administrative units in Phu Yen province in 2025 will see Xuan Son Nam commune merge with Xuan Son Bac, Xuan Long, Xuan Quang 2 communes and La Hai town to form Dong Xuan commune. The positive efforts of the Party Committee, government, and people of Xuan Son Nam commune in building new rural areas and then progressing to advanced new rural areas will contribute to creating a more innovative and developed socio-economic landscape for Dong Xuan commune in the future.
