According to the Ho Chi Minh City People's Committee, despite numerous efforts in social assistance over the past period, the situation of children and homeless people begging and harassing tourists remains complex. This reality not only seriously affects urban aesthetics but also poses a high risk of social vices, causing a loss of security, order, and social safety in the area.
To thoroughly address the above situation, the Chairman of the People's Committee of Ho Chi Minh City has assigned specific tasks to key departments, agencies, and forces:


As the spearhead in the fight against and handling of this issue, the City Police are responsible for directing local police forces to strengthen patrols and controls in key areas; detecting and strictly dealing with individuals who exploit, incite, or lure children, people with disabilities, and the elderly into begging for profit.
At the same time, tighten residence management, strengthen the issuance of personal identification codes and identity cards to closely monitor the movements of these individuals. Instruct local police to strengthen the handling, documentation, and management of homeless beggars and other individuals requiring urgent protection in Ho Chi Minh City.
The Health, Education , and Interior sectors are tasked with coordinating health screenings, organizing the reception and care of beneficiaries at social assistance facilities; and urgently promoting vocational training, counseling, and job placement to help them integrate into the community and stabilize their lives.
The Department of Culture, Tourism and Youth Volunteers is stepping up propaganda efforts to promote civilized lifestyles; resolutely preventing and completely eliminating the problem of harassment and soliciting of tourists in public areas, tourist attractions, and festivals.
Local authorities (commune, ward, and special zone People's Committees) should strengthen the review and documentation process to place individuals in designated welfare facilities; and encourage businesses and religious establishments to commit to preventing begging and disguised street vending from occurring within their premises. In particular, they should intensify communication efforts to discourage people from directly giving money to beggars on the streets and guide philanthropists to send donations to the correct licensed charitable funds.
