Innovation in learning and understanding the Party's directives and resolutions.

Studying, understanding, and disseminating the Party's directives and resolutions contributes to strengthening the Party's political , ideological, and moral development; creating momentum for fulfilling the local political tasks. Recognizing this importance, in recent times, Party committees at all levels in Quang Ninh have continuously strived, proactively explored, innovated, and improved the quality and effectiveness of studying, understanding, disseminating, and implementing the Party's directives and resolutions, achieving many positive results with increasingly improved quality and effectiveness.

The conference focused on disseminating and summarizing the implementation of Resolution No. 18-NQ/TW (dated October 25, 2017) of the 12th Central Committee of the Communist Party of Vietnam, held at the Quang Ninh Provincial Party Committee's meeting point.

The Mong Cai City Party Committee currently has 32 subordinate Party branches and committees with a total of nearly 4,730 Party members. To ensure the effective dissemination and implementation of Party resolutions, the City Party Committee has assigned members of the Standing Committee to direct, monitor, supervise, and be responsible for the results of organizing the study, understanding, and implementation of resolutions in their respective localities and units; Party committee secretaries are encouraged to enhance their responsibility for the study, understanding, dissemination, and implementation of Party resolutions.

Before each study and dissemination of the resolution, based on the local situation, the Propaganda and Mass Mobilization Department of the City Party Committee drafts a propaganda outline based on the principle of closely adhering to the objectives, guiding principles, tasks, and solutions of the central and provincial levels, while also applying them to develop objectives and solutions suitable to the actual situation of the locality and grassroots level; clearly indicating what Party committees at all levels need to do to quickly put the resolution into practice. During the implementation of the resolution by the units, the Propaganda and Mass Mobilization Department of the City Party Committee assigns cadres to monitor and organize the sharing of lessons learned for subsequent dissemination sessions.

Since the beginning of its term, the Mong Cai City Party Committee has developed and issued more than 40 plans for disseminating, understanding, and implementing resolutions of Party congresses at all levels, specialized resolutions, directives, and conclusions. It has organized timely study and dissemination conferences for key city and grassroots officials. Following these conferences, grassroots Party branches and committees continue to organize study and understanding sessions for 100% of cadres and Party members in their agencies and units, linking these to the development of action programs, writing reports, and promptly concretizing tasks appropriate to the local situation.

With the goal of ensuring that 100% of cadres, Party members, civil servants, and public employees in the political system from the provincial to the grassroots level fully and clearly understand the Party's guidelines, resolutions, and directives; and the State's policies and laws, thereby unifying their thinking and actions to effectively carry out assigned political tasks, since the beginning of the term, the Provincial Party Committee has issued dozens of plans to organize the study, understanding, and implementation of Central resolutions, which have been connected online to the grassroots level.

The organization of online conferences to study Party resolutions has been actively promoted by Party committees at all levels, from the province to the grassroots. This has saved time by eliminating the need for multiple separate conferences across the province. Furthermore, it has helped all cadres, Party members, civil servants, and officials within the political system to clearly and fully grasp the key ideas, viewpoints, and orientations from speakers who are leaders of the Party, State, and province.

To date, 100% of Party committees at all levels have closely followed the directives, based on their functions, tasks, and requirements, to organize the study and understanding of resolutions and conclusions, and to develop action programs and implementation plans that are appropriate to the local reality and unit, avoiding formalism, ostentation, and waste. Cadres and Party members have actively and proactively studied and researched the full content of the resolutions. The average attendance rate of Party members in studying the Party's directives and resolutions is over 97%.

Mr. Dao Ngoc Duy, Party Branch Secretary and Head of Zone 7 (Hong Hai Ward, Ha Long City), said: "Whenever the ward leaders announce that we can participate in studying and understanding Party resolutions through online connections with the province and the Central Committee, I, as well as other Party members in the branch, are very excited. Because there, we can easily absorb the full content of the resolutions and development orientations of the Party and the State. This helps me to improve my political acumen and have the right thoughts and actions in the face of distorted and false information that many hostile forces are trying to spread."

Beyond simply disseminating and implementing resolutions, Party committees at all levels, from the provincial to the grassroots, have also intensified preliminary and comprehensive reviews of their implementation, adapting them to the specific conditions of their localities and units. Through these review and summary conferences, objective assessments of results, limitations, and causes have been made, drawing lessons learned during the implementation process. This provides a scientific basis for developing and refining the Party and State's policies and guidelines.

Furthermore, the dissemination of directives and resolutions from the Central and provincial authorities is carried out through mass media, websites of agencies, units, and localities; local broadcasting systems; email, fan pages, Zalo groups; and the activities of mass organizations... This has ensured the timely and widespread dissemination of the core content of the Party's resolutions among cadres, Party members, and the people; creating consensus, trust, and determination to successfully implement the Party's resolutions.
