Trust to the Party: Promoting comprehensive strength, perfecting leadership methods

In the context of complex world changes, Vietnam still maintains political stability, develops socio-economy and enhances its international position. The draft Political Report submitted to the 14th National Congress demonstrates the Party's spirit of innovative thinking, unified action and strategic vision in the new development period.

RIGHTLY ASSESS ACHIEVEMENTS AND CLEARLY IDENTIFY LIMITATIONS

During the 40-year period of innovation and 5 years of implementing the Party's Resolution XIII, our Party has led the country to achieve many important, comprehensive and breakthrough achievements. Three strategic breakthroughs have been effectively implemented; average economic growth is 6.3%, GDP scale in 2025 is estimated at 510 billion USD, GDP per capita is about 5,000 USD. Digital economy, green economy, circular economy have gradually taken shape; the private sector has risen, many large corporations have appeared. Culture, people and society have made much progress; national defense and security have been strengthened; foreign affairs and international integration have been upgraded. The work of Party building, rectification, anti-corruption and negativity has achieved outstanding results, contributing to strengthening people's trust.

The above results were achieved thanks to the Party's enhanced leadership role in the country's renewal process; demonstrating the intelligence, mettle, and dedication of the entire Party, people, and army. In particular, our Party has promoted the tradition of patriotism, self-reliance, creativity, and the people's aspiration for development, combining national strength with the strength of the times, creating a great combined resource for the cause of building and defending the Fatherland.

However, it is necessary to clearly recognize the limitations: Institutional improvement is still slow; some regulations and procedures are still overlapping; growth has not reached its potential; productivity, quality, efficiency and competitiveness are still low; some markets are not operating effectively; some social fields are still inadequate. In addition, environmental pollution has not been effectively controlled; culture and human development have not really become resources, endogenous strength and driving force of development.

Education and training have not been truly innovated synchronously; mechanisms and policies on science, technology, and innovation still have many limitations. The organization and implementation of Party resolutions and state policies and laws have not yet caught up with the country's breakthrough development requirements; the building of a socialist rule-of-law state still has some limitations...

From that, we propose that the Draft Documents of the 14th Party Congress clarify these limitations, especially in the fields of health and education . At the same time, emphasize the exemplary responsibility of officials, especially leaders, in overcoming "institutional bottlenecks", "term-based thinking" and "group interests".

B A PILLARS OF DEVELOPMENT AND CHALLENGES

The goal identified in the Draft Document is consistent with the context and requirements of national development, that is, by 2030, Vietnam will become a developing country with modern industry and high middle income; by 2045, it will become a developed country with high income.

It can be seen that the feasibility of breakthrough development requirements is guaranteed by 3 main groups of factors:

Firstly , a solid political and social foundation. The political system is consolidated, streamlined, effective and efficient after the organizational reform. The Party's leadership is unified and concentrated. Social consensus is high, and people's trust is consolidated.

Second , comprehensive institutional development and modernization of national governance. In particular, establishing a new growth model - shifting from "expanding scale" to "increasing quality, innovation, digital transformation" - will create the material and policy foundation for breakthroughs.

Third , human resources and national culture. Building a system of national values ​​- a system of cultural values ​​- a system of Vietnamese human values ​​is a fundamental condition for forming identity and soft power in the era of globalization.

In addition, challenges must also be taken into account, which are:

Institutional and enforcement challenges: Progress in perfecting development institutions is slow, lacking consistency between laws; Some decentralization and delegation mechanisms are not in line with local governance capacity, leading to a situation of "having authority but not enough enforcement capacity".

Challenges in investment resources and capital structure: Capital mobilization for projects and strategic programs still depends heavily on the state budget and ODA; mechanisms to encourage private investment and PPP are not really attractive; public debt, interest rate pressure and rising capital costs can affect the progress and scale of public investment.

Challenges in productivity and innovation: Labor productivity is still increasing slowly; the innovation capacity of domestic enterprises is still limited, depending on imported technology; the linkage between institutes - schools - enterprises has not yet formed an effective ecosystem, causing science and technology policies to not spread in practice.

Environmental, climate change and energy challenges: The impacts of climate change, saltwater intrusion, natural disasters, power shortages and energy security put great pressure on sustainable growth; green energy transition requires huge capital and a synchronous legal framework.

Social and human resource challenges: Regional disparities, rich-poor polarization, rapid urbanization put pressure on social infrastructure, health care, and education; shortage of high-quality human resources, especially in cutting-edge technology industries, modern industry, and digital management.

Challenges in the international context: Strategic competition between major countries, risks of supply chain disruption, regional conflicts, global trade and financial fluctuations.

In the action program as well as in the process of implementing tasks and solutions for each period, we need to pay attention to recognizing and overcoming these challenges.

PROMOTING DEMOCRACY PRACTICE

The draft document sets out the direction of Party building work to ensure generality, in accordance with the requirements and tasks of the new period; meeting the demands of the development period, when the country enters an era of striving to develop richly, strongly and prosperously.

We recommend further clarification of some contents:

Regarding the new organization of the political system, more drastic solutions are needed so that the Party's leadership agencies at the Central level can truly be the "intellectual nucleus", the "general staff", the vanguard leading state agencies. This solution does not stop at "strongly innovating the activities of Party committees and agencies" but must also innovate both the organization and staff to meet the requirements and tasks of "strategic advice" for the Central level.

To "perfect and promote democracy, promote the strength of the people", it is necessary to strengthen the practice of democracy. In the coming term, it is necessary to further strengthen democracy within the Party, considering it a model of democratic practice. This requirement aims to overcome the limitations mentioned in the draft report summarizing a number of theoretical and practical issues: "The issue of democracy in our country has not been well resolved in both theory and practice, many issues have not been clearly resolved, making it difficult to practice democracy. The practice of democracy within the Party and within the State is not good, so it affects the practice of democracy in society".

To innovate leadership methods, improve the capacity for self-innovation and self-improvement, and enhance the Party's governing role, it is necessary to conduct research to build and perfect the system of regulations, clearly distinguishing the Party's leadership methods from the State's management methods. This is to clarify the relationship between the Party's leadership through its platform and policies and the State's management by law and according to the law. It is necessary to overcome the absolutism of the role of policies, considering the Party's policies as a direct tool of State management and social management; conversely, it is also necessary to overcome the idea of ​​absolutizing the role of law and the role of the State, leading to lowering the direction of policies and the leadership role of the Party.
