On the afternoon of February 2nd, the Government's Steering Committee for Administrative Reform held an online conference to evaluate the results of administrative reform work in 2023 and implement tasks for 2024.

In 2023, under the close and decisive direction of the Government, the administrative reform work of the entire administrative system achieved many important results in all areas. The work of building and perfecting laws continued to show positive changes; many bottlenecks in mechanisms and policies were removed, promptly supporting the recovery of production and business activities of people and enterprises.

Administrative procedure reform has received significant attention and has seen many successful models. The rate of digitization of documents and results of administrative procedure resolution in ministries and agencies reached 28.59%, and in localities reached 39.48%. The rate of administrative procedure documents resolved on time or ahead of schedule in ministries and agencies reached 50.60%, and in localities reached 90.75%. The restructuring and streamlining of organizational apparatus and the improvement of regulations on job positions in agencies and organizations within the political system continue to show clear progress.

The improvement of institutions regarding the management and utilization of cadres, civil servants, and public employees, along with the strengthening of administrative discipline and order, has seen many positive changes. The development of e-government and digital government has been directed by the Government and the Prime Minister to be implemented synchronously and decisively by ministries, sectors, and localities, yielding many positive results and successful models.

In Ha Tinh, administrative reform continues to make strong progress, especially in reforming administrative procedures at all three levels: province, district, and commune. The rate of online application submission (57.01%) is higher than the national average (the national average is 38.26%); the level of satisfaction of people and businesses with the handling of administrative procedures in 2023 (94.44/90%); the rate of online payment applications (34.37%, an increase of 34.3% compared to 2022 - which was only 0.77%) is higher than the national average (the national average is 27.08%). Ha Tinh ranks 27th out of 63 provinces and cities nationwide, and 2nd in the North Central region in the Index of serving people and businesses in implementing administrative procedures and providing public services, as assessed by the Government Office and publicly available on the National Public Service Portal.

The conference also discussed and set out several tasks for 2024, including: strengthening the supervision, monitoring, evaluation, inspection, and dissemination of information on administrative reform; accelerating the review, reorganization, and consolidation of functions, tasks, and organizational structures of subordinate agencies and units; promoting the reorganization and streamlining of public service units, ensuring compliance with planning and improving operational quality and efficiency; completing the reorganization of district and commune-level administrative units in the 2023-2025 period; strengthening the review, reduction, and simplification of administrative procedures and regulations, and business conditions, ensuring effectiveness and efficiency based on a people- and business-centric approach...

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged and commended the achievements in administrative reform by ministries, sectors, and localities in 2023.

The tasks for 2024 are quite challenging. The Prime Minister requested that the entire political system participate decisively, with high determination and great effort in implementing administrative reform; strongly promote the role of leaders, proactively innovate and be creative in leadership and direction; accelerate administrative reform in all six areas, focusing on removing institutional obstacles to create favorable conditions for production and business; concentrate on simplifying administrative procedures, strengthening decentralization and delegation of power; strengthen administrative discipline and order, build a public service culture; build a streamlined, effective and efficient apparatus associated with improving the quality of cadres and civil servants; strive to increase revenue, save on recurrent expenditures, prevent and combat corruption and negative practices in the field of public finance; and promote the application of digital transformation and the development of digital utilities.
