Building new rural areas through innovative thinking.

Quang Dien commune was formed by merging Sia town and the former communes of Quang Phuoc, Quang An, and Quang Tho. From the beginning of its term, the Quang Dien commune Party Committee clearly defined its leadership motto: "The people know, the people discuss, the people do, the people inspect, and the people benefit" - considering this as a guiding principle in implementing resolutions, especially in building advanced new rural areas.

Based on a comprehensive and modern master plan that still preserves the traditional identity of the rural village, the commune Party Committee has directed the selection and implementation of key projects with regional connectivity. All rural development projects have received high consensus from the people thanks to effective public relations work.

“Whether the issues are big or small, if we receive the consensus and support of the people, even difficult tasks become easy. To achieve this, all policies and guidelines related to the people must be public and transparent. When the people understand, trust, and cooperate with the Party committee and the government, everything will surely achieve the best results,” shared Mr. Bui Binh, a resident of Thach Binh neighborhood, Quang Dien commune.

The consistent viewpoint of the commune Party Committee's leadership on building new rural areas is not limited to fulfilling the "hard" criteria in the National Criteria Set, but focuses on genuinely improving the quality of life for the people. As a result, the national target program for building new rural areas in Quang Dien has been implemented systematically, in depth, and in accordance with local characteristics.

The criteria are clearly assigned to the Party organizations and mass organizations in charge; cadres and Party members are given specific tasks linked to each residential area. To date, Quang Dien commune has achieved 14 out of 19 criteria for advanced new rural communes, excelling in criteria such as: environment, income, health, education , and national defense and security.

The Party Committee of Quang Dien commune views culture and society as the spiritual foundation for sustainable development. The preservation of historical relics, the promotion of traditional village identity, and the organization of festivals and sports activities are regularly maintained, creating a connection between the past, present, and future in community life.

Social welfare work is ensured with many models supporting poor and near-poor households and vulnerable people. The work of "showing gratitude and repaying kindness," and caring for the lives of policy beneficiary families, is implemented effectively. Sustainable poverty reduction is given attention and has achieved positive results, with the poverty rate (according to the multidimensional poverty standard) expected to be below 0.34% by 2025. During the term, the commune established 25 new businesses and 60 individual business households, bringing the total to 61 businesses and 462 households – an impressive number for a predominantly agricultural area.

Of the total investment capital of over 717 billion VND for the entire commune in the 2021-2025 period, 62% came from the people and economic sectors. This figure reflects the deep consensus and great trust of the people in the leadership of the Party, and is an important soft power for the locality to realize its major goals.

Harnessing the strength of the entire nation.

The Party Committee of Quang Dien commune has always clearly identified its key task: improving the leadership capacity and fighting strength of the Party organization and the quality of its cadres and Party members.

Party branch activities have been reformed towards thematic focus, promoting internal democracy while still ensuring leadership, educational, and combative aspects. Party inspection, supervision, and disciplinary enforcement are carried out seriously and in accordance with regulations; promptly detecting and correcting deviations in thought, morality, and conduct.

The recruitment of new party members has been emphasized, especially among young people and in party branches facing difficulties. During the past term, the entire Party Committee of Quang Dien commune admitted 82 new party members, bringing the total number of party members in the commune's Party Committee to 1,294.

The Party Committee of Quang Dien commune is entering a new term with higher demands, as the commune has become an expanded administrative unit. Building on a solid foundation, the Party Committee and the commune government have identified four key programs to realize the aspiration for development.

The Party Secretary and Chairman of the People's Council of Quang Dien commune, Mr. Le Ngoc Bao, affirmed: "Quang Dien is determined to successfully implement four key programs: developing agriculture adapted to climate change; digital transformation associated with administrative reform; developing tourism and services associated with the private economy; and building the commune to meet advanced new rural standards - progressing towards a type IV urban area. To achieve high results, in addition to the leadership and guidance of the Party, there is also the companionship of the government and the people. Leveraging the strength of the entire population and relying on the people is a consistent lesson throughout the leadership and guidance process of the commune's Party Committee."

Quang Dien is gradually becoming a symbol of harmonious development between rural and urban areas, between tradition and modernity. This is a solid foundation for Quang Dien commune to strive to achieve advanced new rural commune standards by 2030, complete the criteria for a type IV urban area, and form 3 to 4 model, civilized, and modern roads – worthy of its role as a new driving force center of the lower Bo River region.
