Forecasts indicate that in the final months of the year, smuggling, trade fraud, and counterfeit goods will tend to increase, with various forms of illegal transportation and trading aimed at evading law enforcement. To ensure market stability, Market Management Team No. 5 (Ha Long City) has intensified its efforts in propaganda, inspection, and strict handling of violations within its jurisdiction.

With its large geographical area, high population density, and constant influx of tourists, the Market Management Team No. 5 consistently and seriously carries out inspections and controls related to counterfeit goods, food safety, etc. The team proactively develops plans, deploys personnel, and implements daily market inspection and control measures. In particular, Market Management Team No. 5 focuses on coordinating with relevant agencies and local authorities to inspect the quality, origin, and source of goods that are heavily consumed during the year-end period, such as food, cosmetics, clothing, toys; alcoholic beverages, and e-cigarettes; and strengthens inspections of compliance with regulations on price listing and selling at listed prices… to ensure business activities comply with the law and prevent speculation, unreasonable price increases, and market instability.
Through inspections and controls, Team 5 of the Market Management Department has strictly handled violations and confiscated and destroyed evidence in accordance with the law. For example, on November 4, 2024, Team 5 inspected the Mother and Baby Store located at 28, Group 68, Zone 5B (Bach Dang Ward, Ha Long City), owned by Ms. NTCL. During the inspection, they discovered the business was selling 8 food items that were smuggled goods, valued at 5.3 million VND. The team temporarily seized all the goods, imposed a fine of 6 million VND, and advised the store owner not to sell goods that violate the law.
For example, earlier, through monitoring business activities on social media platforms, it was discovered that a personal Facebook account named "Bui Huyen" was posting advertisements for the sale of e-cigarettes. Using professional methods, on September 23, 2024, at the lobby of the Ramada Apartment Building, located in Group 9, Area 4 (Tran Hung Dao Ward, Ha Long City), Market Management Team No. 5, in coordination with the Ha Long City Police, conducted an administrative search of two packages belonging to Mr. BTH (born in 1993, registered permanent residence: Thanh Chung residential area, Phon Xuong town, Yen The district, Bac Giang province). The inspection revealed a total of 187 e-cigarettes. The owner of the packages admitted to purchasing them from an online e-cigarette sales group on social media for resale. Continuing its crackdown on businesses operating on e-commerce platforms, on September 24th and 25th, 2024, Market Management Team No. 5, in coordination with the Ha Long City Police, inspected and handled three cases of violations in the e-cigarette business, seizing 205 e-cigarette devices and 268 bottles of e-cigarette liquid, estimated to be worth over 50 million VND. Market Management Team No. 5 completed the dossiers to fine the violators a total of 27 million VND and ordered the destruction of the e-cigarette products in accordance with the law.

Through the proactive implementation of inspection and control measures in the area, from the beginning of the year until now, Market Management Team No. 5 has inspected 232 establishments, detected and handled 208 cases/242 violations/208 individuals, an increase of 58.7% in the number of inspections compared to the same period; and imposed fines totaling over 5.4 billion VND, an increase of 99.1% compared to the same period. This includes handling 82 cases of food safety violations, with fines exceeding 626 million VND; inspecting and handling 9 cases of illegal trading and smuggling of cigarettes, with fines of 85 million VND; detecting and handling 10 cases/13 violations related to N2O gas, shisha, and e-cigarettes, with fines of 132.8 million VND and the value of destroyed goods worth 142 million VND…
Ms. Dinh Tuyet Nhung, Team Leader of Market Management Team No. 5, stated: To effectively control the market, especially during the year-end period, Market Management Team No. 5 has intensified the development and implementation of high-intensity plans to combat smuggling, trade fraud, and counterfeit goods in the area. The focus is on proactively monitoring the situation, understanding the local area, and strengthening the review and identification of "hot spots" for inspection and control. We will continue to coordinate with functional forces in the city to strengthen the fight against smuggling, counterfeit goods, and trade fraud, preventing the formation of hotspots for smuggling, counterfeit goods, and trade fraud in Ha Long City. We will strengthen propaganda and reminders regarding price listing, selling at listed prices, preventing hoarding and unreasonable price increases of essential goods; strengthen inspections of goods that do not meet food safety and hygiene standards, goods of unknown origin, and strictly monitor gasoline and oil activities. At the same time, specific personnel assignments will be made to effectively implement the Provincial Market Management Department's plan on market inspection and control, combating smuggling, trade fraud, and counterfeit production before, during, and after the Lunar New Year of the Year of the Snake 2025.
