During the peak month of combating smuggling, trade fraud, and counterfeit goods for the Lunar New Year of 2025, market management forces nationwide inspected 9,902 cases.

9,902 cases were inspected, and 8,560 violations were processed.

At the Conference summarizing the High-Intensity Plan to combat smuggling, trade fraud, and counterfeit goods in the last months of 2024; and before, during, and after the Lunar New Year of the Year of the Snake 2025, General Department of Market Management According to the Ministry of Industry and Trade , during the peak month, the entire force focused on inspecting essential goods and services for the Lunar New Year, such as: cakes, candies, gasoline, alcohol, beer, cigarettes, pre-packaged food, food safety and hygiene... with a particular emphasis on inspecting prohibited items such as fireworks and dangerous toys.

Accordingly, from November 1, 2024 to February 10, 2025, the nationwide market management force inspected 9,902 cases; detected and handled 8,560 violations; transferred 59 cases with signs of criminal activity to the police investigation agency; the total amount of fines collected was 212 billion VND, including: 125 billion VND collected for the state budget; 55 billion VND worth of confiscated goods; and 32 billion VND worth of goods ordered to be destroyed.

One of the hotspots attracting public and social attention before, during, and after the Lunar New Year is food safety. In this area alone, during the peak period, market management forces inspected 1,890 cases, handled 1,606 cases, imposed administrative fines totaling 13.5 billion VND, and seized confiscated goods worth 14.3 billion VND.

Notable cases include: The Quang Tri Provincial Market Management Department inspected a transport vehicle and intercepted nearly 2 tons of smuggled and unidentifiable food products en route to be sold.

In Hanoi , Hanoi City Market Management Department Inspections of businesses in Me Linh and Thanh Tri districts resulted in the seizure of nearly 10 tons of animal organs of unknown origin; inspections of other businesses also uncovered and seized over 13 tons of food products suspected of being smuggled goods, lacking invoices, documents, and proof of origin, with a value exceeding 1.8 billion VND.

In Bac Ninh, authorities inspected and promptly intercepted 3 tons of frozen food of unknown origin and without veterinary quarantine certificates that were en route to be sold.

In Thanh Hoa, market management forces inspected and discovered nearly 1.8 tons of food of unknown origin and smuggled goods.

In Quang Ninh, authorities inspected and seized over 2,000 boxes of red apple candy of unknown origin being sold on TikTok, with a listed value of over 345 million VND.

For other areas such as intellectual property infringement, violations in the e-commerce environment, and certain hot commodities like gasoline, tobacco, fertilizers, and agricultural supplies, strict control and timely prevention of violations continue.

Mr. Tran Huu Linh, Director General of the General Department of Market Management, said that during the peak month, the Market Management Departments of provinces and cities proactively coordinated with local authorities to monitor the supply and demand situation and prices of goods. At the same time, they intensified inspection and supervision at supermarkets and wholesale markets; promptly handling violations, especially the smuggling of fireworks.

Changing the model does not change the mission.

Also at the Conference, regarding Resolution 18-NQ/TW on restructuring and streamlining the working apparatus, Mr. Tran Huu Linh stated that March 1, 2025 will be a new milestone for the Market Management force as its operational model undergoes changes.

Implement seriously. Resolution 18-NQ/TW Regarding restructuring and streamlining, the Ministry of Industry and Trade plans to reduce its operational structure by 18%. Accordingly, the Ministry of Industry and Trade will end the organizational model of the General Department of Market Management and plans to establish a Department of Domestic Market Management and Development based on the merger of the General Department of Market Management and the Domestic Market Department.

"In the coming period, although the General Department of Market Management will not directly manage personnel, it will be the unit that directs, inspects, guides, and provides professional and technical direction to the Market Management Departments." - Mr. Tran Huu Linh provided the information.

However, according to Mr. Linh, while the organizational model has changed, the mission remains unchanged. The Market Management Force continues to operate in accordance with the 2016 Market Management Ordinance. Therefore, in 2025, the General Department of Market Management will continue to maintain and upgrade the administrative violation penalty system (INS), applying artificial intelligence (AI) to the system.

Simultaneously, the General Department continues to maintain the EDMS system and email for internal information exchange. Despite the new organizational structure, the General Department continues to carry out the work of transferring market inspectors to different ranks, issuing and monitoring market inspector cards. Guidance and direction on professional work, training, and education continue to be implemented.

Regarding the Market Management Departments, Director General Tran Huu Linh requested that in the coming period, the units continue to leverage their strengths and further affirm their role as the leading force in the fight against counterfeit goods, smuggling, and trade fraud.
