On July 11th, the 11th Maritime Dialogue, themed “Complex Activities: Promoting or Hindering Order at Sea,” was co-organized by the Diplomatic Academy of Vietnam, the British Embassy in Vietnam, and the Konrad Adenauer Stiftung in Vietnam (KAS) in Hai Phong.

Dialogue provides an opportunity to define the content of complex operations and identify instances where complex operations are exploited as gray area activities. Furthermore, the Maritime Dialogue is a noteworthy series of workshops connecting issues ranging from foreign policy and international law to science and technology, offering an opportunity to listen to and exchange ideas with leading experts; it serves as a forum to update on new developments in maritime security.
During the dialogue sessions, speakers discussed the practices of complex operations and gray zone activities in the region in general and the South China Sea in particular; they offered initiatives and proposals for countries inside and outside the region to better manage complex operations, especially to effectively respond to gray zone activities...VIETNAMESE TEAM
