Vietnam Social Security (VSS) has just organized a "Conference to support, answer, dialogue, and consult on social insurance and health insurance policies for employees and employers in industrial parks and export processing zones" in Binh Duong . With the enthusiasm of VSS officers in answering and consulting questions from businesses and employees, the conference has contributed to bringing social insurance policies and regimes closer to the people.

The conference devoted a lot of time for delegates representing employers and employees in enterprises in the province to raise difficulties and practical situations in the implementation of social insurance, health insurance, and unemployment insurance policies for discussion and answers. A representative of Vietnam FuYao Industrial Co., Ltd. (Dong An II Industrial Park) asked whether foreigners participating in social insurance, when returning home on leave and not returning to work, can receive one-time social insurance? The provincial social insurance agency explained very clearly and satisfactorily that, in this case, the unit will notify the foreigner of the reduction, close the social insurance book and contact him to make a file to receive one-time social insurance. If he is not present in Vietnam, he can authorize the company's personnel to make a file to receive one-time social insurance. If he cannot be contacted, he will not receive one-time social insurance benefits.
Meanwhile, a representative of TPR Vietnam Co., Ltd. (Vietnam - Singapore Industrial Park II) raised the case of registering for social insurance for new employees and discovering that this person is participating in the old company. If the old company does not return the social insurance book to the employee, what should be done? The leader of the provincial social insurance agency said that this case is due to the labor relationship between the employee and the old company, not the relationship with social insurance. To resolve this issue, it is necessary to have an agreement between the employee and the old company, or ask the court to clarify the nature of this case, whether it violates the provisions of the law and handle it according to Vietnamese law.
At the conference, Vietnam Social Security and the provincial Social Security also supported, answered, discussed and provided policy advice to many businesses and employees on many practical cases, such as: Can employees studying abroad receive a one-time subsidy less than 1 year after leaving work? Employees who have a work accident on the way to work, after returning to work, have not yet completed the application for work accident benefits because it takes time for assessment. So, when the application is completed and submitted to the social security, will it affect whether they have gone to work or not? In the case of an employee who has participated in social security for 1 year and is 3 months pregnant, but due to unstable health, wants to take unpaid leave 3 months in advance and then switch to maternity leave, will it affect the employee's maternity benefits or not? ... All of the above questions were satisfactorily answered by the leaders of the provincial Social Security.

This conference updated and disseminated some contents on policies and social insurance regimes that need to be noted; the superiority of social insurance policies; benefits of participating in social insurance and risks of not participating in social insurance, as well as the rights and responsibilities of enterprises towards employees and some new points in the draft amended and supplemented Law on Social Insurance. In addition, delegates participated in conducting a survey on the draft amended and supplemented Law on Social Insurance.
Because the Social Insurance is increasingly perfecting its policies, each year there are new changes to increase the superiority and ensure social security for the people. Understanding the difficulties and challenges of enterprises and wanting to share with the human resources department of enterprises, Vietnam Social Insurance has deployed many online support interaction channels with employees and employers, such as: Call center 19009068 and hotline numbers at Social Insurance of provinces and cities; along with applications on social networking platforms, Vietnam Social Insurance's fanpage on Facebook, Zalo groups to support employees and employers... Thereby, the activities aim to promptly answer and support the difficulties and problems of all parties, grasp the thoughts and aspirations of everyone to provide better and better support.
Binh Duong has more than 1 million employees participating in social insurance (reaching a rate of 80%), about 2.2 million people participating in health insurance (reaching a rate of 91%). Binh Duong has a much higher rate of people participating in social insurance and health insurance than the general rate of the whole country. These figures have affirmed that the Party Committees and authorities of Binh Duong are very interested in social security work for the people, especially social insurance. In addition, there is the coordination of responsibilities of functional departments, branches, cadres, civil servants and public employees of the province.
