To cadres, civil servants, public employees and workers of Binh Duong province

Pursuant to the Resolution of the National Assembly, from July 1, 2025, Binh Duong province, Ho Chi Minh City and Ba Ria - Vung Tau province will officially merge and operate under the name of Ho Chi Minh City (new). This is a historic moment, the new Ho Chi Minh City will be a large urban area, the largest economic , financial, industrial, seaport, cultural, artistic and sports center in the country and among the top in Southeast Asia.

We are all happy, confident and hopeful about the bright future of the new Ho Chi Minh City in particular, and the Fatherland of Vietnam in general. However, in the moment of transition, we still cannot avoid feeling sad, emotional and nostalgic about the "Binh Duong brand" - the land of the arduous but heroic Eastern region, the origin and the capital of the Industrial Park of the whole country with the policy of "Launching out the flower mat to invite talents, rolling out the red carpet to attract investors", which is the great pride of the Party Committee, Government and People of Binh Duong province after more than 4 centuries of construction and development.

On behalf of the People's Committee of Binh Duong province, I respectfully acknowledge and sincerely thank generations of cadres, civil servants, public employees, workers, business community and people of all walks of life in the province for always being united, unified, working together to overcome difficulties, overcome challenges and constantly strive to rise up, be dedicated and devoted to have Binh Duong of today. Together to become the new Ho Chi Minh City, we are proud of the achievements that Binh Duong has achieved, a place where "good land attracts birds" to welcome tens of thousands of domestic enterprises and thousands of foreign direct investment (FDI) enterprises. Binh Duong is also the place where millions of people from all over the country choose to work and live. Together to become the new Ho Chi Minh City, we believe that the good traditions and dynamism and creativity of Binh Duong will not be lost but will continue to be promoted. Together, the "bottlenecks" in regional connectivity will be quickly resolved, the metro connecting Ho Chi Minh City and Binh Duong, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, the expanded National Highway 13, Ring Roads 3 and 4, high-quality industrial parks closer to seaports... will soon become reality, opening up new "boulevards" to continue to help Binh Duong take off.

I express my gratitude to the cadres, civil servants, public employees, workers and non-professional staff who, for various reasons, are no longer working. You have every right to be proud of your silent but extremely important contributions to the development of your agencies, units and localities over the past time. I wish you all the best and hope that you will continue to pay attention, support, share and spread good experiences and valuable lessons for the continuous development of your Homeland and Country in the new period.

For the cadres, civil servants and public employees who continue to work in the wards, communes and departments, branches, agencies and units of the new Ho Chi Minh City, I have great confidence and hope that you will continue to promote to the highest level the tradition of solidarity, dynamism, creativity, daring to think and know how to do of the land and people of Binh Duong to excellently fulfill the assigned duties and tasks. Make worthy contributions to the successful implementation of the goal of building and developing a modern, civilized, prosperous and humane Ho Chi Minh City, contributing significantly to realizing the aspiration of a powerful Vietnam.
