Kho Muong village, in Thanh Son commune, formerly Ba Thuoc district (now Pu Luong commune, Thanh Hoa province), is located more than 150km from Hanoi . This village, home to a large Thai ethnic minority population, is nestled deep in a valley within the core area of the Pu Luong Nature Reserve.
Over the years, with its beautiful natural scenery, cool climate, and peaceful stilt houses, Kho Muong has become an attractive destination, drawing many tourists, especially foreigners.

However, the road leading to Kho Muong village remains challenging. To reach the village, visitors must traverse more than 1km of steep, narrow, and treacherous mountain pass, so many choose to walk.
Recognizing the difficulty tourists faced walking, locals seized the opportunity to offer motorbike taxi services, earning extra income. However, in the beginning, this activity led to security and public order issues.
The police of Thanh Son commune (formerly) advised the commune's security and order steering committee to develop and launch the "Self-managed motorbike taxi model for security and order for tourists".
Since the model was implemented, the motorbike taxi drivers have become more professional and friendly, contributing to building a civilized tourism image and preserving the traditional beauty of the local people.

The model is implemented under the management of the commune People's Committee and with direct professional guidance from the commune police and village management board.
In June 2022, the model officially launched with 90 voluntary members registering to participate.
Mr. Ngan Van Cuong (64 years old, a member of the motorbike taxi team) said that since the model was implemented, security and order have been ensured, and there is no longer the situation of competing for customers as before.
According to Mr. Cuong, each passenger trip (both ways) is charged 100,000 VND. After each trip, the driver voluntarily contributes 10,000 VND to the village fund. This money is used to repair infrastructure in the village, such as building roads and renovating the community center.
Mr. Cuong added that for many years, the people of Kho Muong have always felt grateful to nature for bestowing upon them beautiful scenery, which has helped them earn additional income from tourism and eased their hardships.
To build a positive image of tourism in the hearts of visitors, each member of the motorbike taxi team, in addition to transporting passengers, always maintains a friendly and hospitable attitude, while also introducing tourists to the history and traditional culture of the village.
In particular, he also said that deducting 10,000 VND after each passenger trip is considered a way of "giving back" to nature for generously bestowing upon them a better life.

“On busy days, each person can make 3 trips, earning around 300,000 VND. During holidays, the number of tourists increases, so the income also rises. We are very happy that thanks to the natural scenery, this place has become an attractive tourist destination.”
"To further develop tourism, we hope that the road leading into the valley will be invested in and improved, attracting more tourists to visit," Mr. Cuong said.
Mr. Pham Van Tuan, a tourist from Hac Thanh ward, Thanh Hoa province, said that Kho Muong has very beautiful scenery, friendly people, and especially a professional motorbike taxi service, which makes him feel at ease every time he visits.
According to the head of the Culture and Social Affairs Department of Pù Luông commune, for many years, motorbike taxi services in Kho Mường have been managed by the commune police force and the village management board, thereby ensuring security and order.
The leader also stated that the road to Kho Muong is currently very difficult to access, and the local authorities have repeatedly proposed building a road to the center of the village, but the issue has not been resolved due to land-related procedural obstacles.
"Kho Muong village is located in the core area of the Pu Luong Nature Reserve, and the necessary procedures require permission from the central government. Therefore, the road to Kho Muong has not yet been constructed," the leader said.
