Leveraging development in ethnic minority areas

(GLO) - After more than four years of implementation (2021-2025), the National Target Program for socio-economic development in ethnic minority and mountainous areas has contributed to sustainable poverty reduction and created momentum for local development. The program is a lever for the development of ethnic minority areas.

Positive changes

After more than four years of implementing the National Target Program for socio -economic development in ethnic minority and mountainous areas, Gia Lai province has paved over 208.5 km of rural roads; provided land for housing to 86 households; built 2,942 houses; supported 115 households with production land; supported 4,967 households with livelihood solutions and vocational retraining; supported 12,318 households with access to clean water; built 15 centralized water supply projects; resettled 138 households; allocated 43,321 hectares of forest to communities and households for protection; upgraded facilities and equipment for 18 ethnic boarding schools and schools with boarding students; upgraded facilities and equipment for 6 ethnic boarding schools; and provided vocational training support to 11,630 people. 100% of commune health stations in ethnic minority areas meet the requirements for medical examination and treatment under health insurance…

During the period 2021-2025, Krông Pa district was allocated nearly 254 billion VND to implement 10 projects and 14 sub-projects. Accordingly, the district built 221 houses for poor households, donated 795 water tanks and 4 wells; supported 810 households in changing occupations, and provided 1,547 breeding cows to 605 poor and near-poor households...

Simultaneously, the district opened 20 literacy classes for 308 students, organized 20 vocational training classes and 30 capacity-building training courses for over 2,200 people. Notably, 100% of communes now have paved roads leading to their centers, 100% of 5-year-old kindergarten students attend school at the appropriate age; many indicators in culture, communication, and health also met or exceeded the plan.

Mr. Rah Lan Xe's family is one of the households supported in relocating to the resettlement area under the Project for the Arrangement and Stabilization of Nomadic Ethnic Minority Households in Ma Giai Hamlet, Dat Bang Commune, Krong Pa District. Mr. Xe said: “My family received 60 million VND to build a house, plus 23 million VND for relocation costs, and with the help of the villagers, we were able to build a new house. I work diligently to escape poverty.”

According to Mr. Nguyen Tien Dang, Vice Chairman of the People's Committee of Krong Pa District: "The national target program for socio-economic development in ethnic minority and mountainous areas has significantly contributed to changing the lives and appearance of ethnic minority communities. The transportation system has been invested in comprehensively, and schools, health stations, and cultural centers have been built in a modern and spacious manner. The percentage of students attending school, people receiving medical care, and participating in cultural activities have all increased. In particular, people's incomes have been steadily improving."

Kbang District is also a shining example in the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas. According to Deputy Chairman of the District People's Committee Le Thanh Son, a total of over 184 billion VND has been mobilized. The district has invested comprehensively in essential infrastructure such as roads, cultural centers, irrigation systems, and rural markets. Simultaneously, it has provided livelihood support to over 1,200 households; opened vocational training classes, literacy programs, and community management skills training.

As a result, many targets were met or exceeded, with many achieving 100% ahead of schedule, such as: the percentage of children attending school, the construction of permanent health stations, access to television for residents, and the establishment of community centers in villages... Average per capita income increased gradually year by year, and the poverty rate among ethnic minorities decreased sustainably.

Towards sustainable development

To ensure the program continues to be effective in the 2026-2030 period, the province has proposed to the Central Government to refine mechanisms and policies, adjust support levels to better suit practical realities, restructure investment and operational capital sources according to reasonable proportions, and build a flexible capital allocation mechanism; at the same time, strengthen the mobilization of social resources and preferential loans... Improving the capacity of officials and applying information technology in management and supervision are also being promoted.

Speaking with reporters, Mr. Nguyen Ba Thach, Director of the Department of Ethnic Minorities and Religions, acknowledged that the national target program for socio-economic development in ethnic minority and mountainous areas of Gia Lai has brought about positive changes. However, it is necessary to seriously consider the limitations such as: the high poverty rate, especially among ethnic minorities; the slow progress of some projects; the low rate of people participating in vocational training; and the continued reliance on state support from some people, who have not made efforts to escape poverty.

According to the Director of the Department of Ethnic Minorities and Religions: Based on the results of Phase I, the province has developed a plan for the 2026-2030 period with a total capital requirement of over 4,700 billion VND. In this plan, the province has identified a focused investment strategy, prioritizing particularly disadvantaged communes, villages, and hamlets, following the principles of: being realistic, involving the participation of the people, and combining infrastructure development, livelihood development, and community capacity building.

Simultaneously, continue investing in essential infrastructure serving production and daily life, such as roads, clean water systems, health stations, and schools; promote livelihood support linked to value chain development, creating sustainable raw material areas with business linkages for product consumption; strengthen vocational training and capacity building for grassroots officials, especially ethnic minorities; focus on gender mainstreaming in project implementation; improve management capacity, monitoring, and efficient use of resources; and promote the role of the community in monitoring and evaluation.
