Expedite land clearance for the multi-billion dollar road project in Do Son.

On November 14th, the Office of the People's Committee of Hai Phong City issued Notice No. 330/TB-VP regarding the directives of Mr. Nguyen Duc Tho - Vice Chairman of the People's Committee of Hai Phong City - on land clearance for the investment project to build a road from the coastal road to Van Bun intersection in Do Son district, Hai Phong City (the coastal road connecting project).

Accordingly, Mr. Nguyen Duc Tho requested the People's Committee of Do Son district to urgently finalize the compensation and support plan and disburse compensation and support payments to households for land clearance. At the same time, he urged households that have received compensation and support to promptly hand over the land to facilitate the construction of the coastal road connecting project.

In the event that households do not agree to hand over the land, the People's Committee of Do Son District will urgently complete the enforcement dossier, seek opinions from relevant departments and agencies of Hai Phong City, compile and propose a report to the City People's Committee before December 15, 2023.

The project for the coastal road connecting the coastal roads in Do Son district was approved by the Hai Phong City People's Council in Resolution No. 61/NQ-HĐND dated December 9, 2019, with implementation scheduled for 2019-2024. Subsequently, the Hai Phong City People's Committee approved the project in Decision No. 1963/QĐ-UBND and approved the adjustments in Decision No. 819/QĐ-UBND. The project has a total investment after adjustment of over 959 billion VND, with the Do Son District People's Committee as the investor, and commenced construction on May 1, 2021.

To serve the coastal road project, the People's Committee of Do Son District, Hai Phong City, is reclaiming land from 324 households and 9 organizations in Minh Duc, Van Huong, and Ngoc Xuyen wards, totaling nearly 17 hectares. By November 2023, the People's Committee of Do Son District had completed land clearance for nearly 14 hectares, achieving over 80% of the total land area to be reclaimed.

On the handed-over site, the contractor has completed the relocation of the 110 kV power lines. Regarding the transportation and technical infrastructure items, the contractor has only completed nearly 33% of the work volume according to the contract value (140/425 billion VND). The main reasons are the lack of handover of the entire cleared site, the scarcity and high cost of sand for leveling (an increase of 50,000 - 60,000 VND compared to the estimated price) .
