Specifically, the Decision approves the reduction and simplification of administrative procedures related to production and business activities in 7 areas (Registration of security measures; state compensation; legal support for small and medium-sized enterprises; civil enforcement; commercial arbitration; commercial mediation; legal consulting) and 6 business sectors (bailiff practice; asset auction practice; forensic expert practice; lawyer practice; insolvency administrator practice; notary practice).
In addition, administrative procedures in four areas (civil registration; adoption; authentication; and grassroots mediation) will be simplified to ensure that administrative procedures are implemented regardless of administrative boundaries within the province .
Re-decentralize the authority to reissue auctioneer practice certificates.
Specifically, the Decision has merged the procedure for requesting support for legal consulting costs for small and medium-sized enterprises and the procedure for requesting payment of support for legal consulting costs for small and medium-sized enterprises into one administrative procedure. Small and medium-sized enterprises only need to perform one step, which is to request support for payment of support for legal consulting costs for small and medium-sized enterprises; at the same time, it reduces 02 out of a total of 06 types of documents: (1) Declaration form to determine micro-enterprise, small enterprise, medium enterprise according to the mẫu; (2) Copy of the Business Registration Certificate.
Regarding the procedure for reissuing auctioneer licenses, the Decision decentralizes the authority to reissue auctioneer licenses from the Ministry of Justice to the Chairman of the Provincial People's Committee; removes the document proving the reason for the revocation of the auctioneer license from the application dossier; and changes the authority to collect fees from the Department of Legal Assistance (Ministry of Justice) to the Department of Justice, while reducing the assessment fee for reissuing auctioneer licenses by 50%.

Regarding the procedure for granting auctioneer's licenses, the decision to abolish business conditions requires a university degree or higher in one of the following fields: law, economics , business administration, accounting, auditing, finance, or banking.
At the same time, the fee for assessing and issuing auctioneer licenses will be reduced by 50%, and the processing time for administrative procedures will be reduced from 15 days to 10 working days.
Remove some regulations in the procedure for granting licenses to establish foreign law firms.
At the same time, the Decision abolishes some regulations in the procedure for granting licenses to establish foreign law firms and the procedure for granting licenses to establish branches of foreign law firms in Vietnam, including: (1) The branch manager or director of a foreign law firm must be present and practicing in Vietnam for 183 days or more in a continuous period of twelve months; (2) The branch manager or director of a foreign law firm in Vietnam must have at least two consecutive years of practicing law; (3) Commitment and guarantee to comply with the Constitution and laws of the Socialist Republic of Vietnam.
Regarding the registration procedures for law firms, the requirement of two consecutive years of employment under a labor contract for a law firm or practicing as an individual under a labor contract for an agency or organization, as stipulated in the Law on Lawyers, is abolished; the requirement for a copy of the Lawyer's Practice Certificate and a copy of the Lawyer's Card for lawyers establishing a law office or participating in the establishment of a law firm is also removed; and the processing time for administrative procedures is reduced from 10 working days to 7 working days.
Abolishing certain conditions for the appointment of notaries
Regarding the procedure for appointing notaries, the simplification includes:
- Abolish the following conditions: (1) Health requirements for practicing notarization; (2) Having at least 3 years of legal work experience at an agency or organization after obtaining a bachelor's degree in law or a master's degree in law or a doctorate in law; (3) Good moral character.
- Reduce the required legal work experience at agencies and organizations from 5 years or more after obtaining a bachelor's degree in law to 3 years.
- Remove the following documents: (1) Criminal record certificate; (2) Copy of Bachelor of Law or Master of Law, Doctor of Law degree; (3) Copy of certificate of completion of notary professional training course. For those exempted from notary professional training, a copy of the certificate of completion of the notary professional training course and documents proving that they are exempted from notary professional training as stipulated in Clause 1, Article 10 of the Law on Notaries must be provided; (4) Copy of certificate of results of notary practice apprenticeship examination.
- Reduce the processing time for administrative procedures from 30 working days to 10 working days.
The decision states that, regarding the procedures for registering and terminating guardianship supervision, individuals have the right to choose to carry out civil registration administrative procedures at the civil registration agency in their place of residence; the individual's place of residence is determined according to the provisions of the law on residence. If an individual chooses to carry out civil registration administrative procedures at a location other than the People's Committee of the commune where they permanently or temporarily reside, the People's Committee of the commune receiving the request is responsible for assisting the individual in submitting the online civil registration application to the correct competent authority as prescribed.
Amend the procedures for receiving applications for domestic adoption.
The group of procedures (Registration of domestic adoption; Re-registration of domestic adoption; Procedure for issuing a certificate confirming that Vietnamese citizens residing in border areas are eligible to adopt children from neighboring countries residing in border areas; Procedure for issuing a certificate confirming that Vietnamese citizens residing in border areas are eligible to adopt children from neighboring countries residing in border areas) have been amended regarding the order and procedures for receiving applications to ensure that applicants can choose to submit their applications at any commune-level People's Committee within the province.
In cases where prospective adoptive parents choose to submit their application elsewhere than at the People's Committee of the commune where they and the adopted child reside or where the previous adoption was registered, the People's Committee of the commune receiving the application is responsible for assisting the prospective adoptive parents in submitting their online adoption registration application to the correct People's Committee with jurisdiction as prescribed.
