On the morning of December 10, 2024, the Quang Ninh Provincial Party Committee held a conference to announce the Decision of the Central Party Secretariat on personnel work. At the conference, authorized by the Secretariat, Comrade Nguyen Quang Duong - Member of the Central Party Committee, Deputy Head of the Central Organization Commission - presented Decision No. 1750-QDNS/TW dated December 9, 2024 of the Secretariat on the transfer and appointment of Comrade Pham Duc An - Member of the Standing Committee of the Central Enterprises Party Committee, Party Secretary, Chairman of the Board of Members of the Bank for Agriculture and Rural Development of Vietnam - to participate in the Executive Committee, Standing Committee, holding the position of Deputy Secretary of the Quang Ninh Provincial Party Committee, term 2020-2025 and introduced to be elected as Chairman of the Provincial People's Committee for the term 2021-2026.
Also this morning, the 14th term People's Council of Quang Ninh province, term 2021-2026, held its 24th session to elect the Chairman of the Provincial People's Council and Chairman of the Provincial People's Committee of Quang Ninh province. Comrade Pham Duc An was elected as Chairman of the 14th term People's Committee of Quang Ninh province, term 2021-2026.
At the Conference, comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, congratulated comrade Pham Duc An on being trusted by the Secretariat to mobilize and appoint him to join the Executive Committee, the Standing Committee, to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee and to be introduced to be elected as Chairman of the Provincial People's Committee for the 2021-2026 term. The Deputy Head of the Central Organizing Committee emphasized that comrade Pham Duc An is a cadre with basic training, professional qualifications, leadership and management capacity; is a cadre who actively studies, learns, strives, has a scientific, democratic, and drastic working method, has an innovative mindset, has held many positions and always completed well and excellently all assigned tasks in assigned positions.
With his experience and capacity, along with his strong political will and the support of the Party Committee, the government, the people, the comrades in the Executive Committee and the Standing Committee of the Quang Ninh Provincial Party Committee, the Deputy Head of the Central Organization Committee believes that Comrade Pham Duc An will continue to inherit the achievements and experiences of previous generations of leaders, quickly grasp new tasks and work and fulfill assigned duties and responsibilities, uphold the sense of responsibility to join the Party Committee, the government and the people to successfully implement the Resolution of the 15th Provincial Party Congress, the Resolution of the 13th National Party Congress; to make Quang Ninh province develop more and more strongly. He believes and hopes that the Standing Committee and the Executive Committee of the Quang Ninh Provincial Party Committee will continue to promote the spirit of solidarity, help Comrade Pham Duc An to successfully complete his tasks, worthy of the trust of the Central Committee.
Speaking at the ceremony, comrade Pham Duc An thanked the Politburo, the Secretariat, and the Central Organizing Committee for their attention and trust in assigning him to the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term. He affirmed that Quang Ninh is a locality rich in tradition, with a strategic position in terms of economy, national defense, security, and key foreign affairs. In recent years, under the leadership of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, Quang Ninh province has achieved important results in many fields. The development space and potential of Quang Ninh is still very large. However, this is also a significant challenge as the coming time is of special importance, being the final year of the 5-year plan term 2021-2025 and the implementation of Party congresses at all levels, especially the year the country prepares to enter a new era - the era of national development. The Party Central Committee, the Politburo, and the Secretariat have high expectations for large provinces with great potential such as Quang Ninh province to accelerate, break through, and contribute to the common cause. The people and businesses in the province also have high expectations for the innovation of the local government. Coming to work in the locality is both an honor and a challenge, a great responsibility. Therefore, he hopes to continue to receive attention and support from the Central Committee, the Party Committee, the government, and the people in the province to help and share in all aspects to successfully complete the assigned tasks.

Comrade Pham Duc An was born in 1970, hometown Thanh Chuong, Nghe An. Bachelor of Economic Law, Master of Finance and Banking, Senior Political Theory. He has more than 30 years of experience in the banking industry, holding the following positions: Deputy General Director of Vietnam Joint Stock Commercial Bank for Investment and Development (BIDV); Vice Chairman of the Board of Members of Vietnam Bank for Agriculture and Rural Development (Agribank); Chief of Office of the State Bank of Vietnam; Chairman of the Board of Members of Vietnam Bank for Agriculture and Rural Development (Agribank), Chairman of the Council of Vietnam Banks Association. Comrade Pham Duc An is a member of the Standing Committee of the Party Committee of the Central Enterprises Bloc for the 2020-2025 term, a member of the 15th National Assembly of the Hanoi City National Assembly Delegation.
