These days, the construction site of Trung Son Secondary School in Trung Son commune is bustling with activity. This is one of the locality's key educational projects, with a total investment of over 40 billion VND, and was started in October 2025. To date, the project has completed approximately 60% of the contract volume.
According to Mr. Ngo Van Manh, Director of Phuc Loi Construction Consulting and Investment Joint Stock Company, the project implementation process encountered some difficulties due to the reorganization of the two-tiered local government structure, leading to adjustments in some procedures related to compensation and land clearance.

The revised compensation and land clearance plan has been submitted to the Provincial People's Committee for approval. The unit continues to coordinate with relevant agencies to resolve any arising issues and organize construction according to schedule, with the goal of completing the project and putting it into use as soon as possible.
Not only the Trung Son Secondary School project, but many businesses participating in public investment projects in the province are actively working with investors, local authorities, and relevant agencies to address issues arising during project implementation, especially for the 240 projects under the management of 15 provincial-level units, agencies, and investors, and 94 projects under the management of communes and wards that are currently stalled and delayed. The spirit of proactive adaptation, not waiting, and not allowing work to stagnate is becoming a common trait among businesses in response to the demand to accelerate project progress.
Alongside the support of the government, businesses are also gradually improving their management and construction capabilities, preparing resources, strictly complying with legal regulations, and enhancing their responsibility in fulfilling commitments regarding project progress and quality. This contributes to the completion of infrastructure systems, improving the quality of life for the people, and strengthening the confidence of the business community in the province's investment environment, which is characterized by openness, transparency, and healthy competition.
Creating a transparent and favorable investment environment.
Recently, the Standing Committee of the Provincial Party Committee issued Document No. 1026-CV/TU on implementing the Ministry of Finance 's directives regarding achieving economic growth targets and accelerating the disbursement of public investment capital. Accordingly, Party committees, governments, agencies, units, and localities at all levels are to continue to thoroughly understand the development perspectives of the Central Government and the province, striving to achieve double-digit economic growth while maintaining macroeconomic stability and ensuring rapid and sustainable development.
In this directive, the Provincial Party Standing Committee emphasized that public investment is one of the important drivers of growth. Not only does it contribute to the completion of the infrastructure system, but public investment also creates jobs and livelihoods for the people, expands development opportunities, and guides and activates non-state investment resources.
With the coordinated efforts of all levels and sectors from the province to the grassroots, along with the close supervision of the members of the Provincial Party Standing Committee and the Provincial Party Committee assigned to oversee the areas, many obstacles have been promptly addressed. In particular, issues related to land, environment, and construction materials have been resolved, creating favorable conditions for projects to accelerate towards completion according to the set schedule.
Alongside removing bottlenecks in practice, the province is accelerating administrative procedure reforms to facilitate citizens and businesses. According to Decision No. 1266/QD-UBND of the Provincial People's Committee, 1,617 administrative procedures have been approved for simplification. Of these, 637 procedures have been reduced and simplified in terms of implementation steps, required documents, and business conditions; and 984 procedures have had their processing time shortened by 30%. These solutions contribute to reducing compliance costs, saving time, and creating a more favorable investment environment.
Comrade Nguyen Quang Hung, Deputy Director of the Provincial Public Administrative Service Center, stated: The effectiveness of administrative reform is gradually being affirmed through evaluation indicators. In May, Tuyen Quang achieved 94.84 points, ranking 6th out of 34 provinces and cities in the Index of serving citizens and businesses in carrying out administrative procedures and providing public services on the National Public Service Portal. This result reflects the province's efforts in improving service quality, placing the satisfaction of citizens and businesses at the center of management and operation.
With synchronized infrastructure investment, unlocked resources, and favorable conditions for business development, public investment becomes a crucial driving force for the province's socio-economic development in the new phase.
