On September 6, 2025, Vietnam Posts and Telecommunications Group (VNPT) solemnly held the second Labor Medal receiving ceremony. This is the recognition and appreciation of the Party and State for its effective contributions over the past 80 years to the cause of building, innovating and defending the Fatherland; especially its core role in national digital transformation, promoting the construction of digital infrastructure... In Lam Dong, VNPT has become a "digital warrior" leading the digital transformation trend in the locality.

A solid foundation for digital government.

Determined to be a pioneer, VNPT Lam Dong has focused its resources on building a robust digital infrastructure, laying the foundation for the effective operation of e-government. One of its outstanding achievements is the construction of a seamless online video conferencing system, connecting the central government to 124 communes, wards, and special zones throughout the province. This infrastructure has facilitated thousands of important meetings, ensuring continuous and timely guidance and management, significantly saving time and costs.

Beyond just connectivity, VNPT also provides consulting and support for building local area networks (LANs) and ensuring level 3 security for commune-level administrative units. This is a strategic step, creating a secure digital infrastructure "backbone" capable of meeting the operational requirements of a two-tiered local government system.

In the initial phase of operating the two-tiered government system, VNPT mobilized maximum human resources, expanded bandwidth, and assigned experts to provide technical support. Thanks to this thorough preparation, the system operated stably, significantly contributing to Lam Dong province's rise to 9th place out of 34 provinces and cities in terms of service quality on the National Public Service Portal after only one month of implementation. From July 1, 2025 to the present, the system has recorded that Lam Dong has processed 877 out of 2,237 procedures completely online and 1,163 out of 2,237 have been partially processed…

Simultaneously, the centralized document management system built by VNPT not only operates smoothly throughout the province but also connects with the Party and central ministries and agencies. Successful connection with national databases of the Government Office , the Ministry of Finance, the Ministry of Justice, etc., has helped synchronize 25 socio-economic criteria with the Government's Reporting Information System, creating a solid foundation for the construction of a provincial-level Intensive Operations Center (IOC).

In administrative reform, VNPT Lam Dong has deployed an information system for handling public administrative procedures for 100% of state units, from departments and agencies down to the commune, ward, and special zone levels.

Leading the trend of smart cities, digital citizens, and digital society.

Applying artificial intelligence (AI) and big data analytics, VNPT has successfully implemented many smart solutions, bringing practical benefits to people and businesses in the digital society of modern cities. A prime example is the Intelligent Operations Center (IOC) in Da Lat's wards, which has integrated AI to analyze traffic data from cameras; thereby automatically adjusting traffic lights at 7 key intersections, helping to reduce congestion time during peak hours by up to 22% (data from 2024).

VNPT also supports the widespread application of technology in state management, collaborating with the Department of Agriculture and Environment to analyze land and population data to serve the adjustment of planning in Don Duong, Bao Loc, and Duc Trong (formerly). In the healthcare sector, the hospital management software (VNPT HIS) has been deployed in over 85% of healthcare facilities throughout the province. The VnEdu platform (in the education sector) has reached over 370 schools, creating a modern management, teaching, and learning environment. For the business community, VNPT maintains its leading market share in digital signatures, electronic invoices, and electronic contracts, with over 3,200 businesses trusting and using its services. To make public services more easily accessible to citizens, VNPT has deployed a Smart Kiosk system. With the support of AI and chatbot virtual assistants, citizens can complete administrative procedures quickly, accurately, and conveniently. This system has been effectively implemented at nearly 400 locations across 30 provinces and cities nationwide…

VNPT Lam Dong also implemented a revolution from within. The "Digital Warrior" model was disseminated to 100% of its staff, building a work culture in a digital environment. All production, business, and technical activities are managed through digital data (Dashboard IOC), helping the leadership react instantly to market changes. Activities such as cashless payments, online meetings, and electronic documents have become an indispensable part of the company's operations.

Sharing his thoughts on this journey, Mr. Ho Quang Hue, Secretary of the Party Committee and Director of VNPT Lam Dong, affirmed: "There are many challenges to overcome in digital transformation, but not transforming will present even more challenges." Based on its practical capabilities and significant impact, VNPT Lam Dong has earned the trust of the Provincial Party Committee and the Provincial People's Committee, being entrusted with a core role in deploying infrastructure and developing interconnected digital platforms; making practical contributions to the goal of propelling Lam Dong forward on the national digital transformation map; and rightfully serving as a reliable "extended arm" of the Party, the State, and the People in the digital age…
