Strategic cooperation for the period 2026 - 2030
According to Dong Nai Newspaper, to improve the digital transformation index and comprehensively develop all sectors in the province, Dong Nai identifies expanding cooperation as a key factor. A significant highlight in this strategy is the working session and signing of a cooperation agreement on digital transformation for the period 2026-2030 between the People's Committee of Dong Nai province and Viettel Group at the end of December 2025.
This agreement focuses on eight key areas, including: building a digital government and managing a two-tiered local government system; identifying digital data as a core resource; developing the digital economy, digital society, and specialized fields; implementing information security and core technologies; and carrying out tasks according to Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, and innovation development...
The goal of this collaboration is to support the province in effectively implementing the tasks outlined in Resolution 57, Resolution No. 71/NQ-CP dated April 1, 2025, of the Government on amending, supplementing, and updating the Government's Action Program to implement Resolution 57, and the Provincial Party Committee's Action Program and the Provincial People's Committee's Plan on implementing breakthroughs in science and technology development, innovation, and digital transformation in Dong Nai province; effectively implementing the two-level (provincial and commune) digital government model, aiming for modern public administration, data interconnection, and decision-making based on real-time data. Regarding the digital economy, the province aims for in-depth development, focusing on businesses, cooperatives, and household businesses as the central elements for applying technology to production and business. Simultaneously, Dong Nai is also creating a comprehensive digital ecosystem encompassing digital infrastructure, digital platforms, open data, digital human resources, and information security.
At the signing ceremony, Major General Do Minh Phuong, Deputy General Director of Viettel Group, affirmed that Viettel will strengthen cooperation with the province to develop digital infrastructure, improve connection speeds, and build data analytics platforms. Viettel also committed to promoting solutions to boost the development of key pillars of digital government, digital economy, digital society, and ensuring cybersecurity and developing smart logistics operations.
On the local side, Vice Chairman of the Provincial People's Committee Le Truong Son expressed his hope that Viettel would continue to leverage its technological resources and experience to advise and support the province in implementing comprehensive digital transformation and developing smart cities. The Provincial People's Committee has assigned the Department of Science and Technology as the coordinating agency to clearly define the list of tasks and specific roadmap to realize the signed agreements. Previously, during the 2022-2025 period, this cooperation helped complete 18 tasks, achieving many outstanding results in improving institutions and developing modern digital infrastructure.
Linking the "three stakeholders" to develop human resources.
Besides infrastructure and technology, Dong Nai province prioritizes human resources, especially in the context of the Long Thanh International Airport becoming operational and the expansion of transportation infrastructure, creating a major impetus for logistics and exports. The province identifies the training of high-quality, skilled human resources linked to practical needs as an urgent requirement to serve digital transformation and innovation.
In recent times, Dong Nai has strengthened cooperation with the Vietnam National University Ho Chi Minh City (VNU-HCM), major universities, and technology enterprises to build a linkage model between enterprises, research institutes/universities, and localities.
Associate Professor Dr. Tu Diep Cong Thanh, Director of the Center for Intellectual Property and Technology Transfer (Vietnam National University Ho Chi Minh City), said that the center has established an innovation center and is particularly focused on connecting the "three stakeholders" to leverage resources for businesses and localities, including Dong Nai. He emphasized the need to strengthen specific collaborative programs to improve the quality of human resources in science and technology and digital transformation.
Director of the Department of Science and Technology, Pham Van Trinh, also affirmed that in the coming time, the province will focus on training and developing digital skills and innovation capabilities for management staff and engineers. The province will closely cooperate with universities and colleges to form a workforce capable of mastering new technologies. In fact, since May 2025, the leaders of the Department, along with scientists and lecturers of the province, have proactively visited and learned about digital technology products at major innovation centers to grasp trends.
Through promoting comprehensive cooperation from technical infrastructure to human development, Dong Nai is gradually forming a solid digital transformation ecosystem, creating momentum for sustainable development in the future.
