Faced with difficulties in supplying earth and stone for leveling while project needs are urgent, Dong Nai province , along with investors and contractors, requested a special mechanism to simultaneously complete procedures and begin excavation to ensure timely service for the projects.
On March 4th, a delegation from the Ministry of Agriculture and Environment worked with the People's Committee of Dong Nai province. They also conducted on-site inspections and listened to the opinions of investors and contractors to consider resolving legal obstacles at mineral mines in the area.
Currently, the demand for fill soil for projects in Dong Nai is very high.
According to a report by the Department of Agriculture and Environment of Dong Nai province, as of the end of 2024, 26 out of 32 mineral mining sites in Dong Nai province were facing legal procedural issues.
In addition, there are 5 expired mining licenses and 1 unexploited mining license, causing difficulties in supplying materials for the Bien Hoa - Vung Tau expressway, Long Thanh airport, and Ho Chi Minh City's Ring Road 3...
In response to this situation, since the beginning of the year, following directives from government leaders, ministries and agencies have gradually helped resolve obstacles at some mines, thus partially supplying the projects, but it is still insufficient.
Therefore, Dong Nai province proposes that a special mechanism be applied to shorten the time and procedures for these mines.
Currently, some mines are requesting permission to increase their mining depth, but the 2024 Law on Geology and Minerals has not yet come into effect, so a special mechanism is needed to ensure an immediate supply of materials.
Dong Nai province has proposed that key projects such as the Bien Hoa - Vung Tau expressway, the Dau Giay - Tan Phu expressway, and Long Thanh airport be granted special mechanisms regarding operational procedures.
Stone for roadbed construction is also scarce in many projects, especially highways and airports.
Ms. Nguyen Thi Hoang, Vice Chairman of the People's Committee of Dong Nai province, stated that the province has very large reserves of construction stone, sufficient to meet the needs of key projects in the southern region. The issue is that these key projects require large quantities of stone and have tight deadlines.
To resolve this, Dong Nai province has requested that central government agencies work alongside the province to remove obstacles at mineral mines.
The local authorities will soon have a comprehensive report, and they hope that the Ministry's working group will also submit recommendations to the Government to find solutions to address the issue and exploit the large reserves of earth and rock to serve the urgent needs of the projects.
Mr. Vu Sy Kien, Deputy Director of the Land Management Department, suggested that Dong Nai province compile the capacity of all mines, classify the difficulties, and report them promptly so that solutions can be found.
Concluding the meeting, Mr. Vu Sy Kien, Deputy Director of the Land Management Department (Ministry of Agriculture and Environment), requested Dong Nai province to compile and provide a detailed report on the capacity of currently operating mines, and to classify the mines that supply materials for key projects.
Mr. Kien requested that Dong Nai province submit a written report to the Ministry of Agriculture and Environment, clearly outlining the difficulties and obstacles related to land and investment at each mine, and proposing solutions to overcome them through specific mechanisms.
The Ministry is committed to accompanying and supporting Dong Nai province in order to quickly resolve legal obstacles at mineral mining sites and address the issue of construction materials for key projects in the South.
Working with the delegation, representatives from Tan Cang 1 quarry stated that their quarry covers an area of over 100 hectares, with more than 20 hectares yet to be leased. The reasons include the lack of approval for the local land use plan and obstacles in land transfer with residents. Therefore, they hope for prompt resolution to meet the needs of future projects.
Similarly, a representative from the Binh Thanh Production, Trade and Service Cooperative stated that in 2018, the unit was licensed to exploit the Thanh Phu 3 mine in Vinh Cuu district, covering an area of 25 hectares with reserves of over 14 million cubic meters.
Currently, the unit has expanded its area to 24 hectares, with over 9 million cubic meters of rock already extracted. Approximately 1 hectare remains, with reserves exceeding 5 million cubic meters, but land lease agreements are proving difficult due to overlapping regulations in the Land Law and the Mineral Law, thus preventing the completion of legal procedures.
Both the contractor and the client are waiting for materials.
Speaking to Giao Thong Newspaper, investors and contractors of the expressway and Ring Road 3 in Ho Chi Minh City said that the current dry season necessitates accelerated construction, thus requiring a large volume of earth, sand, and stone. During this phase, in addition to the approved quarries in Bien Hoa and Long Thanh, contractors still have to purchase additional materials from outside sources to support construction.
However, given the current embankment construction and the ongoing implementation of other project components, the available fill material will soon run out. Therefore, the contractor and investors hope that the local authorities will promptly resolve the relevant procedures to ensure the availability of earth, stone, and sand for project construction in March, guaranteeing the project's progress.
Mr. Nguyen Ngoc Ha, project director of component 2 of the Bien Hoa - Vung Tau expressway (Project Management Board 85), said that the unit and contractors have submitted all necessary documents to request permission to continue lowering the elevation of the Phuoc Binh quarry near the construction site to ensure it is ready for the project. However, they are still waiting.
The Project Management Board hopes that the local authorities will soon provide leveling materials so that the project can complete the embankment construction in time during the dry season. In addition, Mr. Ha also stated that some land, especially at the bridge construction site, has not yet been handed over, affecting the construction process. Therefore, the Project Management Board hopes that the remaining land will be handed over to the contractor soon so that construction can begin immediately.
