Reporter: Could the Deputy Prime Minister and Minister please tell us about the coordination between the Central External Relations Commission and the Ministry of Foreign Affairs in the past time and the direction of cooperation between the two agencies in the coming time?
Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son: The combination of Party diplomacy and State diplomacy is both a fine tradition and a unique identity of Vietnam's foreign affairs and diplomacy that few countries have. Together with people's diplomacy, Party diplomacy and State diplomacy have created the three pillars of Vietnam's foreign affairs. Therefore, the 13th National Party Congress for the first time determined to "build a comprehensive, modern diplomacy with three pillars: Party diplomacy, State diplomacy and People's diplomacy".
With the spirit of "cooperative operations, collective achievements" , the connection and coordination between the Foreign Affairs Committee and the Ministry of Foreign Affairs in recent times have been very close, synchronous and effective, on the basis of promoting the strengths of each pillar and each agency to create the combined strength of Vietnam's foreign affairs and diplomacy, contributing to the "important, historically significant" foreign affairs achievements as assessed by the Party and State leaders.
This coordination is clearly demonstrated in all areas of foreign affairs, namely:
First of all, it is necessary to coordinate consultation and institutionalize the foreign policies and guidelines of the Party and State . Since the beginning of the term, many important foreign documents on foreign affairs have been passed, notably Resolution 34, Conclusion 71, Project 01, Directive 12... and concretized by specific projects, strategies and policies.
Second, in implementing foreign affairs, under the general direction and leadership of the Politburo, the Secretariat , the Foreign Affairs Commission and the Ministry of Foreign Affairs as two in one, they work together in coordination to implement foreign affairs tasks, especially in organizing foreign affairs activities of the Party and State leaders.
Third, coordinate to promote the strengths of each agency, assign roles and responsibilities to each pillar in implementing foreign affairs tasks to create the highest efficiency. At each time, each place and with each specific subject, we have promoted the role of party diplomacy in consolidating the political foundation and of state diplomacy in promoting all-round relations with countries and partners.
From the above successful lessons, in the coming period, I believe that it is important that the two pillars continue to join hands and promote the pioneering role of foreign affairs in creating and maintaining a peaceful and stable environment, taking advantage of external resources and favorable conditions for development, enhancing the country's position and prestige; affirming the great contribution of foreign affairs in protecting the fatherland early and from afar and enhancing the country's overall strength; contributing effectively to the realization of strategic goals by 2030 and 2045, bringing the country into an era of growth.
To do that, first of all, it is necessary to continue to promote the Party's absolute and comprehensive leadership in foreign affairs, in which the Party's foreign affairs play the role of orientation and strategic advice, and state diplomacy is the main force in strategic advice, organization and implementation, promoting the overall strength of the foreign affairs front in creating a foreign affairs situation that is beneficial to the peace, stability and development of the country.
Second, in the face of rapid changes in the current international situation, it is necessary to continue to innovate thinking, pave the way, and promptly coordinate to accurately grasp the changes of the times, thereby creating a favorable environment for national development.
Third, it is necessary to continue to improve coordination mechanisms, especially in sharing and exchanging information, thereby creating consensus and agreement to advise Party and State leaders in directing and organizing foreign affairs, exploring and opening up new directions to best serve the interests of the country.
Finally, it is necessary to coordinate in building a new-age, comprehensive, modern, and professional foreign affairs and diplomacy that is commensurate with the country's historical and cultural stature and economic and political position, on par with the region and the world.
In particular, inheriting the advice of President Ho Chi Minh, the founder of modern Vietnamese foreign affairs and diplomacy, that "cadres are the root of all things", together paying attention to training a team of high-quality foreign affairs cadres with strong political will, good foreign affairs expertise, always putting national and ethnic interests above all, following in the footsteps of previous generations to continue to contribute more to the cause of building and defending the Fatherland.
