
Comrade Dinh Thi Kim Tuyen, Secretary of the Commune Party Committee, said: After the merger, Pac Nga commune has 16 villages with over 13,000 inhabitants. The commune Party Committee has 27 subordinate Party organizations with 663 Party members. The unique geographical features include a large area, located along the Da River, and many difficulties, including limited telecommunications infrastructure, which significantly affect administrative reform. The Standing Committee of the Commune Party Committee has established a Steering Committee on the development of science , technology, innovation, digital transformation, and administrative reform within the Party; issued an Action Plan, clearly assigning responsibilities to each Party Committee member, subordinate Party branches, departments, and mass organizations in implementing tasks, with the principle of "Clear person - clear task - clear responsibility - clear time - clear results".
Furthermore, Pac Nga commune has initially applied artificial intelligence (AI) to its administrative work, document drafting, report compilation, and rapid data analysis. Digital technology is not only applied in administration but also in many other fields. In the areas of healthcare, education, agriculture , and environment, digital transformation is being effectively implemented, such as: smart classrooms, electronic student records, electronic medical examinations, and the digitization of land data. In production, cooperatives are beginning to apply technology to trace product origins, manage output, quality, and product consumption.

To date, the commune has established 16 community digital technology teams, with the core force being youth union members who directly assist hundreds of people in installing VNeID, VssID, using e-wallets ZaloPay, Viettel Money, and performing online public services for those who already have level 2 electronic identification accounts, bank accounts, and smartphones; at the same time, they disseminate information security skills in cyberspace.
To improve the quality of service to the people, the commune's Public Administrative Service Center has invested in a system of machines for searching administrative procedures. Four staff members are assigned to handle the following areas: Justice - Civil Registry, Culture - Social Affairs, Natural Resources - Environment, and Internal Affairs - Inspection; staff are also assigned to assist people in carrying out administrative procedures online. In addition, the commune has proactively digitized the guidance process with visual videos posted on its website and social media, making it easy for people to access information anytime, anywhere.
Mr. Ha Van Tinh, from Lum Thuong B village, shared: "Previously, every time I went to do paperwork, I had to bring many different documents and wait quite a long time. But now, I'm guided by officials to submit my application through the online public service portal and check the results right on my phone. Getting an ID card or document verification is now more convenient and saves a lot of travel time."

Currently, 100% of the commune's documents are processed electronically; 85% of administrative dossiers are submitted and processed online at levels 3 and 4; nearly 70% have 4G connectivity; the commune has achieved 90 out of 92 criteria for promoting interconnected, synchronized, fast, and efficient digital transformation, meeting the requirements for reorganizing the political system's apparatus. In April alone, the Commune Public Administrative Service Center received 350 dossiers; of which, 338 were processed ahead of schedule, 12 are currently being processed, and there are no overdue dossiers. The processing time for procedures and dossiers has been shortened, and transparency in government operations has been increased.
With the goal of having all administrative records digitized and all public services provided online by 2030; and all officials and civil servants trained in basic digital skills and mastering technology in management and administration... Pac Nga commune continues to promote administrative reform associated with digital transformation; improve the quality of service to people and businesses, and build a government that is close to the people, understands the people, and serves the people.
