Five men charged for setting off firecrackers at a cafe.

On November 27th, the Investigation Police Department of Vinh City ( Nghe An province ) issued a decision to initiate a criminal case and prosecute three individuals; two others were temporarily detained for disturbing public order by setting off firecrackers.

The suspects are Nguyen Quang Binh and Pham Van Minh.

On the evening of November 23, 2024, while patrolling and maintaining security and order in Hung Dung ward, a task force of the Vinh City Police Department detected continuous fireworks explosions in the residential area of ​​Trung Dinh block.

The task force inspected and discovered fireworks exploding at a newly opened cafe on Phong Dinh Cang Street. Implementing professional measures, collecting evidence and documents, and investigating, they identified two young men suspected of setting off fireworks and throwing them onto the street, causing public disorder.

The items seized at the scene included: one lighter, firework remnants, and other related evidence.

At the investigative agency, the suspects identified themselves as Nguyen Quang Binh (born in 1988), residing in Block 15, Truong Thi Ward, and Pham Van Minh (born in 1993), residing in Trung Dinh Block.

Previously, the Investigation Police Department of Vinh City Police issued a decision to initiate a criminal case and prosecute three individuals: Pham Anh Tuan (born in 1995), Tran Trung Thanh (born in 1985), and Duong Van Toan (born in 1982), all residing in Hung Hoa commune, Vinh City, for the crime of disturbing public order.

According to the investigation results, on October 29, 2024, Tuan, Thanh, and Toan went to a restaurant in Khanh Hau hamlet, Hung Hoa commune, to eat and socialize. Afterwards, Toan and Thanh, along with Tuan, took firecrackers (purchased from a stranger earlier) to the open area in front of the restaurant and used a lighter to ignite them.

The Investigation Police Department of Vinh City is finalizing the case files to strictly prosecute the suspects in accordance with the law.
