The Investigation Police Department of Hung Yen province has just issued a decision to initiate a criminal case and prosecute Nguyen Van Tuan (born in 1983, residing in Bach Dang ward, Hai Phong city) for the crime of "causing environmental pollution" as stipulated in Clause 2, Article 235 of the 2015 Penal Code.

These decisions have been approved by the People's Procuratorate of Hung Yen province.

Previously, on March 3, 2026, the Economic Police Department, in coordination with the Luong Bang Commune Police, inspected the land area belonging to the Dang Le Industrial Cluster project (Luong Bang Commune, Hung Yen Province), and discovered two excavators leveling construction solid waste. At the scene, three trucks were found directly dumping waste onto the land (including bricks, stones, plastic bags, soil, and various unsorted impurities).

Upon inspection, the individuals were unable to present the necessary legal documents related to the collection, transportation, and processing of waste as required by regulations.

According to the police investigation documents: Despite lacking the necessary permits for waste treatment, Nguyen Van Tuan, Director of Minh Hieu Investment and Service Development Co., Ltd., used 370,383 kilograms of unsorted ordinary solid waste to fill in the project land in the Dang Le Industrial Cluster (Luong Bang commune) to save costs.

This location is not included in the planning for a regular solid waste treatment area and is not permitted for waste collection or treatment operations.

The dumping of large quantities of construction waste into the environment has caused public outrage. This practice not only pollutes the environment and detracts from urban aesthetics but also directly threatens the health and lives of the people.

The case is currently under investigation and being handled by the police in accordance with the law.
