The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) has just sent a document to the Department of Transport and Public Works regarding the surplus capital of component projects of Ring Road 3, the section passing through the City.
The Transport Committee said that according to Resolution No. 57/2022/QH15 approved by the National Assembly on investment policy, the Ring Road 3 project, section through Ho Chi Minh City, is divided into 2 component projects.
Of which, Component Project 1 (construction and installation) has a total investment of 22,412 billion VND. Component Project 2 (compensation, support, resettlement) has a total investment of 25,610 billion VND.
Currently, the component projects are in the process of implementation, some bid packages have not completed the appraisal and approval work.
Therefore, the Traffic Department has not yet had the basis to organize and approve the total budget estimates of the component projects of the Ring Road 3 Project through Ho Chi Minh City.
However, according to the total estimated data of approved items and packages and the remaining expected volume up to the present time, the total cost of implementing the 2 component projects is expected to still have a surplus.
Of which, the total estimated cost of implementing Component Project 1 is VND 21,011 billion, with an expected surplus of about VND 1,400 billion compared to the preliminary total investment approved by the National Assembly.

As for Component Project 2, the total estimated cost of implementation is 11,865 billion VND, with an expected surplus of 13,744 billion VND compared to the preliminary total investment approved by the National Assembly.
According to the updated report of the Traffic Department as of March 2025, the construction progress of the 47.5 km Ring Road 3 section passing through Ho Chi Minh City has completed nearly 30% of the work volume.
It is expected that on December 31, 2025, 14.7 km of the section through Thu Duc City and 6.8 km of the section through Long An will be opened to traffic.
By April 2026, the remaining sections will be opened to traffic, and the two-way service roads will be completed by June 30, 2026.
