The National Center for Hydro-Meteorological Forecasting said that on the evening of November 25, a tropical depression in the sea west of the central Philippines had strengthened into a storm. At 7 p.m. the same day, the center of the storm was at about 10.9 degrees north latitude; 120.4 degrees east longitude, in the sea west of the central Philippines. The storm is at level 8 (62 - 74 km/h), gusting to level 10, moving west-northwest at a speed of 20 - 25 km/h.

According to forecasts, early on November 26, the storm will enter the East Sea, becoming the 15th storm in 2025 and moving mainly westward, with the strongest intensity reaching level 11, gusting to level 13.
Meteorological experts said that forecasts for this storm are still scattered, including a scenario where the storm will enter the Gia Lai - Lam Dong area (former Binh Dinh - Binh Thuan area), with an impact time of around November 30 - December 1 (the impact intensity could be a level 8 storm, or a tropical depression).
In addition, there is also a scenario where the storm moves north, or dissipates at sea (45% probability). The possibility of rain due to the storm's influence is not as extreme as the rain from November 16 to 21 in the Central region.

According to the meteorological agency, due to the influence of storm No. 15, the sea area east of the central East Sea will have winds gradually increasing to level 6 - 7; the area near the storm's center will have strong winds of level 8 - 9, gusting to level 11, waves 4 - 6 m high, and very rough seas.
During November 27-28, the central East Sea area (including the sea area north of Truong Sa special zone) is likely to have strong winds of level 10-11, gusts of level 14, waves 7-9 m high, and rough seas.
