
Accordingly, in implementing the directive on drafting a Resolution to remove obstacles to promote the deployment of E10 bioethanol, the Department of Innovation, Green Transformation and Industrial Promotion has developed a draft for consultation with agencies, organizations, businesses and the public as prescribed.
The draft Resolution proposes several mechanisms to support businesses in the process of transitioning to E10 bioethanol fuel. Specifically, petroleum wholesalers are allowed to hire testing services from qualified units to check the quality of petroleum products, facilitating the completion of applications for Certificates of Registration for petroleum blending facilities. This mechanism will be applied from the effective date of the Resolution until the issuance of a decree replacing Decree No. 83/2014/ND-CP and its amendments and supplements.
Notably, the draft proposes a mechanism for determining and announcing the base price for E10 gasoline from June 1, 2026. The Ministry of Industry and Trade and the Ministry of Finance will coordinate to determine the constituent elements of the base price formula for E10 gasoline. In this formula, the base gasoline price will be calculated based on the international market price of RON95 gasoline, while the fuel ethanol price will be determined and announced by the Ministry of Finance.
The draft also states that from June 1, 2026, E10RON95-III will be used to determine the base price for price announcement. Before September 1, 2026, the Ministry of Industry and Trade will announce the most consumed item in the biofuel group for price announcement.
Regarding the implementation roadmap, the draft is divided into two phases. Phase 1, lasting until May 31, 2026, encourages businesses that are ready in terms of E100 supply, blending and distribution infrastructure, such as PVOIL and Petrolimex, to expand blending and distribution of E10 gasoline within their systems. Phase 2, starting June 1, 2026, will simultaneously implement the distribution of E5 and E10 gasoline nationwide as stipulated in Circular No. 50/2025/TT-BCT.
In addition, the draft assigns the Ministry of Finance to study adjustments to the special consumption tax and environmental protection tax on biofuels to create an attractive price difference between biofuels and conventional gasoline. The Ministry of Agriculture and Environment is tasked with developing a plan for raw material areas and policies to encourage domestic E10 production. The People's Committees of provinces and cities are responsible for supporting businesses in upgrading the infrastructure for storing and distributing biofuels and strengthening quality control of products circulating in the market.
Petroleum traders and businesses producing or importing biofuels must proactively upgrade their blending infrastructure, develop plans to transition to selling E10 gasoline within their distribution systems, and complete this before June 1, 2026.
The purpose of soliciting broad public opinion is to ensure openness and transparency in the policy-making process, while also incorporating feedback from agencies, organizations, businesses, and the public to refine the draft before submitting it to the competent authorities for consideration and promulgation.
