Making every effort to complete the project.
Despite the unpredictable weather in recent days, construction on the Phong Chau bridge continues at a rapid pace. The 12th Army Corps – the contractor – has mobilized maximum manpower, machinery, and equipment, working overtime and in extra shifts, striving to complete the bridge by National Day on September 2nd and put this important project into operation before December 2025.
Mr. Dinh Cong Son, one of the many workers and engineers constantly on the construction site, shared: “From the very beginning of the year, the spirit of urgency and seriousness in work has been instilled in every worker. From engineers to workers, we all understand the plan and the deadlines for completing the tasks assigned by the unit. We work in shifts, and even though we have to work at night, everyone is striving to meet the deadlines and fulfill their duties.”
Visiting the Phong Chau bridge construction site in late April, we observed that the abutments, piers, and steel trusses of the old bridge had been dismantled, and the new Phong Chau bridge was gradually taking shape with the bridge piers and girder sections already in place.
Lieutenant Colonel Nham Manh Don - Deputy Director of the Truong Son 9 Project Management Board, representing the construction contractor, said: "Immediately after the groundbreaking ceremony, the unit mobilized nearly 200 officers and workers along with more than 60 specialized machines and equipment to participate in the demolition and clearing of the old Phong Chau bridge. In a short time, the steel truss weighing over 500 tons, the two bridge abutments and four bridge piers were dismantled, creating favorable conditions for the construction of the new bridge."
To date, after more than 4 months since the commencement of construction, along with the dismantling of the old bridge, with 5 construction teams, approximately 300 cadres and workers, and dozens of modern equipment and machinery, including 4 large-diameter pile drilling machines, 4 barges with a tonnage of 800-1200 tons, a tugboat with a capacity of 500 HP, 8 cranes and hoists with a capacity of 50-80 tons... the unit has completed the entire pile foundation and piers T1, T2, T3 (Lam Thao side) and piers T4, T5 (Tam Nong side), helping the project reach about 40% of its volume.
In particular, the construction of piers T4 and T5 underwater required completion before the onset of the minor flood season (usually in mid-April each year). With a spirit of urgency, creativity, and proactiveness, the 12th Army Corps completed pier T4 on April 14th and pier T5 on April 18th, exceeding the planned schedule.
In addition, the K0 block, a crucial part at the top of the pier in preparation for the casting of the bridge girder segments, is also being vigorously implemented, striving for completion before May 19th, nearly two months ahead of the planned July 7th deadline. This significantly speeds up the overall construction progress, reducing the risk of damage from minor floods and extreme weather conditions.
According to Lieutenant Colonel Nham Manh Don: "After completing block K0, the entire construction site will move to the phase of casting girders, installing components, completing the bridge deck, railings, drainage system, and lighting. It is expected that the bridge will be completed on National Day, September 2nd, a significant milestone in striving for completion and opening the entire route to traffic by the end of November 2025, nearly two months ahead of schedule."
Toan Thinh Company is mobilizing manpower and machinery to accelerate the progress of the Au Co road project, specifically the section passing through Binh Phu commune, Phu Ninh district.
Decisive action is being taken to accelerate the progress of key projects.
Recognizing infrastructure as a "lever" for socio-economic development, Phu Tho province has been allocating significant resources to investing in infrastructure development, especially transportation infrastructure, alongside the synchronized implementation of socio-economic development solutions. Many transportation projects and public works projects have been implemented with a strategic vision, contributing to the province's socio-economic development and meeting the needs of the people for living and production. Examples include the Tuyen Quang - Phu Tho expressway (28.6km/40.2km), the Vinh Phu bridge over the Lo River connecting to Vinh Phuc province, and the inter-regional road connecting the Ho Chi Minh Highway with National Highway 32C and National Highway 70B to Yen Bai province. In addition, 19 key transportation routes, comprising 160km of national highways and 110km of provincial roads, have been newly invested in, renovated, and upgraded, further opening up new opportunities and driving forces for development.
According to representatives from the Department of Finance, in implementing the public investment plan for the 2021-2025 period, by the end of 2024, Phu Tho province had 16 out of 20 medium-term projects completed 1-2 years ahead of schedule. In the first months of 2025, along with effectively allocating capital, the province focused on directing a comprehensive review of investment programs and projects; transferring the ownership of public investment projects to the Provincial Investment and Construction Project Management Board, and simultaneously implementing the disbursement of public investment capital and three national target programs. In particular, the province resolutely directed the acceleration of progress on 12 out of 20 key public investment projects in 2025, including early and intensive efforts in land clearance for nationally important projects passing through the province, such as the Lao Cai- Hanoi -Hai Phong railway and the Lao Cai-Vinh Yen 500KV power line. In coordination with central ministries and agencies, the province is accelerating the implementation of the following projects: Tuyen Quang - Phu Tho Expressway (Phase 2); the road connecting the Tuyen Quang - Phu Tho Expressway with the Noi Bai - Lao Cai Expressway at IC9; Phong Chau Bridge; and Thuc Luyen Reservoir.
To date, key projects and works in the province are being urgently constructed, aiming for early completion of items according to the set plan. Notably, in addition to projects with a fairly high volume of work completed and basically finished in 2024 (the road connecting Tam Nong Industrial Park - Trung Ha Industrial Park; the road from Thanh Ba district center to Bai Ba - Dong Thanh Industrial Cluster; the road connecting from Ho Chi Minh Highway to DT.320C; renovation and upgrading of DT.319; renovation and upgrading of DT.314; Xuan An - Trung Son road...), the implementation of projects and works in 2025 has shown many positive changes. However, according to the consolidated reports of project investors and through on-site inspections, it has been observed that: the progress of some projects is still slow; the progress of compensation and land clearance in some localities has not met the requirements, especially the organization of construction and handover of resettlement; Some projects have low disbursement rates and high outstanding advance payments; coordination between investors and localities is still lacking... Meanwhile, all projects must be completed in 2025, requiring a large volume of work and significant disbursement.
Therefore, to ensure the progress, quality, and disbursement requirements of key transportation projects are met, on March 20, 2025, the Chairman of the Provincial People's Committee issued another document requesting: the Project Management Board for Investment and Construction, the People's Committees of districts, cities, and towns, and project investors to urgently direct the inspection, review, and assessment of the current status of each project; based on that, proactively develop and adjust plans to meet the completion deadline in 2025 and disburse 100% of the allocated capital, ensuring scientific feasibility and compliance with legal regulations.
The Chairman of the Provincial People's Committee also emphasized the requirement for investors to seriously organize and implement the project and bear full responsibility before the Provincial People's Committee if they fail to complete the set plan. In particular, they must do a good job of managing quality and organizing construction. Investors must work specifically with contractors on the contract implementation status, clarifying existing problems and limitations that need to be overcome; requiring contractors to commit to mobilizing sufficient machinery, equipment, and personnel to meet the contract progress requirements; taking advantage of favorable weather to accelerate progress, ensuring quality and disbursement procedures according to regulations. They must focus on directing contractors to effectively organize construction work and arrange the construction site scientifically and rationally. For items behind schedule, contractors must be required to supplement machinery, equipment, and personnel, and work overtime to compensate for the delayed volume in order to meet the overall project schedule. Regular monitoring and supervision are essential to ensure both project progress and quality; achieving deadlines and disbursement targets should not compromise project quality.
Furthermore, the acceptance, payment, and disbursement processes must be strictly implemented according to regulations; contractors must be regularly reviewed and required to promptly complete acceptance, payment, and advance payment documents. In particular, the management and recovery of advances must be strict and in accordance with regulations, preventing any instances of illegal advances or overdue advances that have not been recovered (especially in projects with large outstanding advances); contractors must be promptly required to extend the validity of advance payment guarantees and performance guarantees before these guarantees expire. The People's Committees of districts, cities, and towns should strengthen coordination during project implementation. They should proactively and closely coordinate with relevant agencies to develop detailed land clearance plans, ensuring they align with the progress requirements of each project. Based on this, they should provide decisive and close guidance, mobilizing the entire political system to complete land clearance tasks according to the set plan. In particular, it is necessary to accelerate the construction progress, complete and hand over resettlement areas as soon as possible so that people can move to their new homes (specifically: inter-regional roads, Au Co Road, National Highway 32 - National Highway 70B to Hoa Binh province, Thanh Thuy - Thanh Son road, km30 of the Tuyen Quang - Phu Tho expressway to Thanh Ba town...). For resettlement areas where infrastructure has been completed, it is required to urgently organize lottery draws, conduct propaganda and mobilization, provide support, and create conditions for people to proactively build houses and move to their new homes as soon as possible.
The Chairman of the Provincial People's Committee also assigned the Department of Construction to take the lead and coordinate with relevant departments and agencies to effectively manage state investment in construction, especially the quality of projects. Strengthen inspection, monitoring, and supervision to promptly detect and correct shortcomings in investment and construction, ensuring project objectives are met; and at the same time, strictly handle cases of law violations, especially negative acts and violations of construction progress and quality. The Department of Finance will take the lead and coordinate with relevant agencies to monitor, inspect, supervise, and guide the organization and implementation of accelerated progress and disbursement of funds for key projects.
We are confident that, with the spirit of "only talking about doing, not talking about retreating," overcoming all difficulties "braving the sun and rain," and with unwavering determination, the province's key projects will be completed and even ahead of schedule, contributing to the achievement of growth targets for each locality and the entire province, while strengthening connectivity and making Phu Tho truly a growth pole of the sub-region and the Northern Midlands and Mountains region.
