
To support the consumption of local products, the Youth Union and the Farmers' Association of Dong Ngu commune organized training sessions for people to livestream and promote OCOP products on social media and e-commerce platforms. Ms. Dinh Thi Dan from Dong Thanh village, Dong Ngu commune, shared: “Thanks to the guidance of the Community Digital Technology Team and the Youth Union, I have learned about a suitable economic model, livestreaming to sell my family's cassava vermicelli products, and the business is much more convenient than before.”
Thanks to the support of 23 community digital technology groups, many businesses and residents in the area have gradually become familiar with cashless payments in the fields of education , healthcare, buying and selling goods, paying electricity and water bills, and carrying out administrative procedures.
Ms. Chìu Mãn Múi from Đông Ngũ commune shared: “Thanks to the guidance from the digital technology team on using technological tools on smartphones, all information is updated quickly, and we residents can keep up with the village and commune meeting schedules through Zalo groups; students in the area also have better learning opportunities.”
To date, the commune's digital infrastructure has been gradually improved, with 100% of agencies, units, and villages having internet connectivity. At the Commune Public Administrative Service Center, people can look up administrative procedures and track the results of their applications via electronic screens. The commune has also installed 10 camera systems on main roads and important intersections. The percentage of villages with broadband internet access has reached 100%; 3G and 4G mobile coverage has reached approximately 95%, and 100% in the central area; 5G network coverage has reached approximately 50% in residential areas.
According to Dinh Van Khoi, Vice Chairman of the People's Committee of Dong Ngu commune: "In the coming time, the commune will proactively coordinate with telecommunications units to invest in upgrading infrastructure, continue to raise awareness and digital skills for people, especially in ethnic minority areas, and maintain the effectiveness of the 'Digital Literacy Movement' for the masses."
At the Tien Yen Commune Public Administrative Service Center, officials can scan citizen ID cards to automatically look up and fill in information on applications, reducing manual data entry time. Procedures such as notarization, business registration, construction permits, and land-related paperwork are processed more quickly and accurately thanks to software that automatically compiles data and tracks progress online. Mr. Ha Trung Tien from Thac Buoi village said: "Just by scanning the ID card, officials provide specific guidance immediately, eliminating the need to repeatedly go back to provide additional information. Administrative procedures are quick and efficient, and the government is more approachable and transparent."
Tien Yen commune aims to achieve the following goals by 2026: 100% of key officials will be proficient in their work on digital platforms; 100% of officials and teachers will possess digital skills to meet the requirements of high-tech agriculture and green economy development. Particularly since the implementation of the two-tiered local government model, 100% of the commune's Party committee's administrative documents are issued electronically, the rate of online applications has reached 100%, and the amount of administrative paperwork has decreased by 96% compared to before. The online meeting system, security surveillance cameras, and online public services have been synchronized and put into operation. To date, 100% of the commune's administrative procedures are processed online through the public service platform.
Nguyen Trong Hieu, Secretary of the Party Committee of Tien Yen commune, shared: “We have determined that all management and operational activities must be transparent, fast, and better serve the people. Digital transformation not only helps reduce paperwork and costs but also changes the working style of commune officials to be more professional and efficient. However, Tien Yen faces many difficulties and challenges in the digital transformation process. The biggest ones are still the technical infrastructure, the level of education, and the economic conditions of the people, which are still limited. Meanwhile, long-standing living habits also make it difficult to apply digital technology to daily life.”
In Dien Xa commune, the "Digital Literacy for the People" classes attracted a large number of participants. Commune officials and youth union members directly provided hands-on guidance, teaching people basic digital skills on smartphones, scanning QR codes, registering for online public services, making cashless payments, and familiarizing themselves with artificial intelligence (AI) applications.
To date, most people in the area have learned to use cashless payment methods for electricity and water bills, and have installed the VssID software for medical examinations and treatment. Many households have also learned to use social media to promote local products, selling more goods and significantly increasing their income. Ms. Nong Thi Bac from Pac Phai village said: "I have independently researched effective economic models on the internet to learn from and apply to production, gradually improving my family's living standards and income."
